NATURE OF WORK :    The fundamental reason this position exists is to learn and perform basic entry-level technical work involving the installation and maintenance of  the Airport Authority’s IT-related systems and equipment involving systems (SW and applications) and networks (HW and infrastructure). Work responsibilities include communicating with users, installing various hardware and / or software, supporting airport networks communication software, hardware components, Internet software, troubleshooting and resolving IT-related problems.  Employees in these positions are supervised closely until becoming more proficient and provide assistance into airport IT users to ensure their systems function properly and meet their needs.  Employees are monitored closely, routinely receive hands-on guidance from higher level IT staff and report to an IT Specialists.

WORK RESPONSIBILITIES :

  • Installs, configures and tests various IT-related systems, components and devices such as networks / servers, PCs, VOICE / IP systems, communication lines, LAN / WAN systems and components, Internet software, operating systems, various hardware, PC application software, PC networks and / or E- mail using blueprints, schematics, reference sources such as instructions, PC manuals, Internet Application manuals and Operating System Manuals in order to provide user functioning, upgrade systems with new SW and HW and ensure airport IT systems meet the user’s needs.
  • Maintains, diagnoses and monitors technology-related systems to include network system hardware and infrastructure and / or software systems using various software programs, hand tools, network tools and components, WAN / LAN hardware components, diagnostic hardware and software, testing devices in order to assist users in performing their functions and resolve user problems.
  • Analyzes, troubleshoots and resolves basic hardware and software, network / server, and / or communications problems using system notifications, communication mediums, reference sources such as instructions, and reference manuals, in order to ensure the necessary repairs, replacements and modifications are completed and IT-related systems function properly.
  • Investigates user’s various end user device software and hardware problems (Help Desk) using computer software tools and asking probing questions following departmental guidelines and standard troubleshooting procedures to resolve problems or to acquire additional assistance.
  • Performs administrative departmental functions to include maintaining IP address lists, completing trouble tickets, assisting and filling in for higher level IT staff, recommending HW and SW solutions, and conducting technology related training using electronic media, manuals, and department forms following departmental policies and procedures and all related reference sources for the IT Department.

KNOWLEDGE, SKILLS AND ABILITIES :

  • Knowledge of the principles and practices of personal computers and or telecommunications systems and equipment to include operating systems, application software, and hardware functionality as needed to troubleshoot, repair and educate users.
  • Knowledge of personal computer and operating systems software.
  • Knowledge of acceptable methods and procedures used in troubleshooting computer hardware and software problems as needed to identify the source of operating or user problems.
  • Knowledge of multiple software applications commonly used in local government organizations including Microsoft Office, Outlook and other specialty business applications, diagnostic tools and software.
  • Knowledge of the operation of standard software packages distributed to most Montgomery  airport end users.
  • Knowledge of PC-Windows Products and Utilities as needed to troubleshoot problems, setup users, and maintain products.
  • Knowledge of PC and server technologies as needed to provide user functioning, email and webpage access and maintain connectivity.
  • Knowledge of structured cabling, Media Techniques, and transport solutions such as T1 & T3, plenum space and fiber optic cabling.
  • Knowledge of basic WAN Communications such as network routers, switches, and media modules.
  • Knowledge of File Server Hardware / Software as needed to install and maintain file servers.
  • Knowledge of network equipment such as Ethernet, routers and switches to include installing and configuring.
  • Knowledge of PC Application Support processes as needed to troubleshoot applications.
  • Knowledge of security concepts for PCs / LAN / WAN, Encryption, and end user devices as needed to configure user profiles.
  • Knowledge of email client / server software to configure user profile.
  • Knowledge of network protocols as needed to monitor all networks.
  • Knowledge of Linux operating systems to include hardware functionality and software as needed to assist with configuring and maintaining related systems.
  • Knowledge of performance monitoring of technology systems as needed to improve Hardware / Software functionality, system efficiency and resolve problems.
  • Knowledge of inventory management to include equipment ordering, shipping, installation, and repair status.
  • Knowledge of Wireless and Cellular technologies as appropriate to the  airport technology needs.
  • Knowledge of various user devices and add-on features as needed to install and maintain technology solutions.
  • Knowledge of Active Directory as needed to setup and manage user accounts.
  • Knowledge of the various operating systems as needed to perform installations and test hardware components.
  • Knowledge of various hardware to include usage, functionality and maintenance as needed to perform installations and enhance the capability of the system.
  • Knowledge of printers such as local and network to include the usage, functionality and maintenance as needed to install printers and / or detect printing problems.
  • Knowledge of E- mail functions to include usage, installation and maintenance as needed to provide interoffice e- mail and retrieve information.
  • Knowledge of Internet browsers to include usage, functionality and maintenance as needed to provide communication with Internet Service Providers.
  • Knowledge of various functions of departments within the  airport as needed to understand user’s needs and requests, design solutions, and provide users with support.
  • Knowledge of local, state, and national regulations, installation methods, tools, and standard practices as it relates to structured cabling and fiber optics solutions.
  • Knowledge of TIA / EIA standards as it pertaining to LAN cabling and fiber optics.
  • Knowledge of the basic principles of VoIP, IP, Ethernet, routers and switches.
  • Knowledge of the occupational hazards and safety practices associated with working with structured cabling, fiber optics and associated computer telephony and electronic devices.
  • Knowledge of upgrade procedures various technologies to include installing, reconfiguring, formatting, and restoring  various application software, hard drives, network cards, printers, hardware or operating systems components as needed to increase the capability of the system.
  • Knowledge of the basic principles of electronics, AC and DC electricity, electrical circuits, and solid-state components.
  • Skills and Abilities

  • Skill in the use of hand, bench tools, saws, ladders, drills, electronic and computer test equipment such as volt / ohmmeter, LAN cable tester and OTDR.
  • Skill in troubleshooting and resolving problems through the collection and the evaluation of information, isolating a specific problem and determining a logical appropriate course of action as needed to locate the data, include the information or recover the information.
  • Ability to read and interpret technical materials such as installation guides, diagnostics, equipment / network drawings, floor plans and schematics as needed to train users and install, troubleshoot, and repair hardware, peripheral / end user devices and correct software issues.
  • Ability to interpret complex data such as computer reports and system manuals as needed to provide user support and complete report requests.
  • Ability to maintain attention to detail as needed to compile statistical data reports and provide user support.
  • Ability to operate office equipment such as copiers, fax, printers, and telephones at an acceptable level.
  • Ability to establish and maintain effective working relationships with users, coworkers and vendors as needed to provide user support.
  • Ability to implement effective listening techniques when assisting users and relaying accurate information for problem resolution as needed.
  • Ability to manage time effectively as needed to meet project deadlines.
  • Ability to assemble or disassemble equipment as needed to repair, replace, or install components and peripheral equipment.
  • Ability to understand and carry out complex verbal instructions.
  • Ability to work independently while resolving routine and non-routine tasks.
  • Ability to communicate technical information clearly and effectively with users, department personnel, and / or vendors to include breaking down technical information that can be understood by the listener, being clear and concise with logical ordering of information as needed to resolve computer operating problems.
  • Ability to communicate in writing to include correct grammar, spelling, punctuation, sentence structure / organization, clarity and logical ordering of information as needed to document information as needed.
  • Ability to install and complete structured cabling as would typically be found in wiring closets and main equipment rooms to include maintaining and upgrading, switches, etc.
  • Ability to effectively train and work with users on how to utilize technology related equipment and solve problems.
  • Ability to handle multiple tasks simultaneously to include interruptions, complaints and various assignments as needed to prioritize work, answer questions either by telephone or in the office, provide information and return to work immediately.
  • Ability to use logic in order to diagnosing and resolving IT-related problems.
  • Ability to distinguish the colors of standard telephony color-coded wires as needed to terminate cables and adhere to structured cabling standards.
  • Ability to diagnose defects in electronic equipment and / or telephony systems and to determine necessary repairs.
  • Physical ability to work at heights of up to 35 feet.
  • Physical ability to work under extreme weather conditions to include heat, cold, rain or other inclement weather.
  • Physical ability to include sitting, walking, crawling, climbing into basements, sub-floors, ceilings, crawl spaces, roofs, and utility poles as needed to install or repair cable, conduit or equipment by lifting, pulling or holding as required.
  • Physical ability to lift heavy, fragile boxes and equipment weighing up to 45 pounds with assistance from other employees.
  • Physical ability to repetitively bend, push, push and pull as needed to lift, carry, install, and replace PCs and various associated components.
  • Physical ability to crouch, reach and / or crawl into tight spaces such as under desks and tables to attach WAN cabling to PCs and printers, install and connect cabling and install and connect hubs, routers, PCS, junction boxes and other typical LAN components.
  • Physical ability to climb ladders and pull heavy overhead cabling and perform equipment installation up to 8 feet in the air.
  • Physical ability to use manual dexterity as needed to work with typical tools such as pliers, screwdrivers, clamps, power drill and screwdrivers.
  • Physical ability to work for extended period of time while standing on ladder and reaching overhead.
  • SPECIAL REQUIREMENTS :   Must be willing to work nights or weekends as required.  Must be able to work from home using assigned IT equipment, when on-call, must carry and respond to cell phone. Must have a valid driver’s license.  Applicants will be required to submit to a thorough background investigation prior to employment.

    MINIMUM QUALIFICATIONS :

    Network / Infrastructure :   Must have an Associate’s Degree in Computer Science (or a related field) OR at least two (2) years of experience in technology including computer maintenance / support, networking, or server administration.

  • Qualified experience may substitute for the required education.
  • Systems :   Must have an Associate’s Degree in Computer Science (or a related field) OR at least two (2) years of experience in basic programming experience using Microsoft.NET based programming languages such as Visual Basic.

  • Qualified experience may substitute for the required education.
  • Telecommunications :   Must have an Associate’s Degree in Computer Science (or a related field) OR at least two (2) years of experience in installing, maintenance and servicing of telecommunications equipment, structured cabling and fiber optics and infrastructure.

  • Qualified experience may substitute for the required education.
  • NOTE :   Professional certifications in the areas of software, networking and / or telecommunications are preferred.
