ESSENTIAL JOB DUTIES:
The primary purpose of this position is to perform difficult professional work managing the administrative, financial duties and functions of the Planning Department through essential functions such as: maintains staff personnel records, acts as departmental hiring manager, conducts new hire reference checks, updates departmental job descriptions as needed, prepares required HR forms as needed, ensures departmental supervisors conduct annual performance staff reviews; maintains and prepares payroll records for department; prepares and manages departmental budget: annual budget preparation/projections, budget amendments/transfers as needed, processes invoices, purchases supplies and equipment, prepares and processes p-card summaries, processes staff travel request; maintains departmental webpage; reads and interprets deeds, site plans, building plans, various data based maps (zoning, watershed, floodplain, census etc.) and other technical/legal documents; determines property specific zoning, watershed, floodplain, and other like data resulting from staff and public information request; provides zoning assistance and guidance to customers as related to the unified development ordinance; assists in receiving and processing telephone calls for department; typing, word processing, and data processing duties; maintain records and files; and other related tasks as required. Work is performed under the general supervision of the Planning Director.
KNOWLEDGE AND SKILL REQUIREMENTS:
- Thorough knowledge of standard office practices, procedures, equipment
- Strong communication and customer service skills
- Exceptional computer skills including excel, Microsoft Word, and PowerPoint
- Ability to multitask
- Strong organizational skills and ability to work independently a must
- Ability to establish and maintain effective working relationships with associates and the general public
- Knowledge of the State building codes, construction procedures, practice, terminology
- Ability to work with interruptions and function successfully in a fast pasted work environment
- Ability to communicate effectively and to tactfully handle customer relationships by clearly explaining complex materials in simple, concise terms
EDUCATION AND EXPERIENCE REQUIREMENTS:
- Bachelor’s degree from an appropriately accredited institution in Business Administration, Public Administration, or related field and one (1) year of experience in personnel, budgeting, research, or administrative management OR
- Associate degree from an appropriately accredited institution in Business Administration, Secretarial Science, or related field and three (3) years of experience in personnel, budgeting, research, or administrative management OR
- High School Diploma or equivalent from an appropriately accredited institution and five (5) years of experience in personnel, budgeting, research, or administrative management
