Position Description:
Under general direction of the Deputy Fire Chief, the Ambulance Supervisor shall be responsible for the implementation of the single-role paramedic/EMT program to include operations, clinical care, training and community outreach. The Ambulance Supervisor will oversee the Senior Single Role Paramedic, Single Role Paramedic and Emergency Medical Technician positions. The incumbent shall be responsible for providing continuing education and quality assurance to the fire district’s Emergency Medical Services (EMS) personnel and program management. The incumbent in this position serves as the district consultant, facilitator, change agent, and researcher by having advanced knowledge of emergency medical services and the clinical skills necessary to manage EMS and deliver effective medical response programs.Single-Role Paramedic/EMT Program:
  • Develop and maintain standard operating procedures based on existing MOFD documents, best practices, and Contra Costa County LEMSA policies and protocols.
  • Develops an on boarding process that will prepare both paramedics and EMTs to effectively perform as members of MOFD.
  • Assists MOFD command staff and human resources in developing recruiting and hiring material.
  • Assists in the hiring process.
 
Administration:
  • Works in close collaboration with the Deputy Fire Chief to develop and implement consistent standards and practices in emergency medical operations across the district.
  • Reviews existing operations and recommends and implements new/amended policies and procedures in response to changing district and organizational needs.
  • Ensures that all certified personnel remain current in the professional, legal, and ethical standards of the position.
  • Conducts patient care and EMS data analysis. Monitors call volume and response time trends. Predicts future ambulance demand and makes recommendations on changes to the district.
  • Ensures compliance with Contra Costa County EMS Agency policies and California State EMS regulations.
  • Ensures the maintenance of training records related to Emergency Medical Services. Ensures compliance with OSHA, Cal-OSHA and all EMS-related regulations.
  • Serves as a Designated Infection Control Officer (DICO).
  • Manages public health programs and partnerships.
  • Provides Emergency Medical Dispatch oversight.
  • Coordinates investigations of EMS-related complaints and unusual occurrences.
  • Maintains and manages the district’s controlled substance medication program.
  • Acts as a liaison to Contra Costa County EMS Agency Medical Director.
  • Attends County Emergency Medical Services meetings.
  • Participates in the development of EMS and Training division goals and objectives.
  • Provides general support to the Deputy Fire Chief.
  • Responsible for managing, use, and maintenance of related emergency response programs, supplies and equipment, but not limited to Automated External Defibrillator (AED), mechanical cardiovascular resuscitation (CPR),
  • Oversees all CPR instructors, paramedic Field Training Officers (FTO) and EMS Continuing Quality Improvement (CQI) programs.
  • Oversees departments EMS supply inventory.
 
Operations:
  • Supervises daily operations of ambulance personnel.
  • Conducts performance evaluations for paramedics and EMTs.
  • Responds to certain call types and large-scale events such as a Mass Casualty Incident (MCI). May act as the Medical Group Supervisor (MGS) during such events.
 
Clinical: 
  • Ensures ambulance crews adhere to established EMS protocols and guidelines, providing clinical oversight to paramedics and EMTs.
  • Provides real-time feedback after critical calls.
  • Participates in the MOFD CQI process, particularly focusing on care provided by ambulance crews.
  • Identifies opportunities for research or clinical pilot programs.
  • Recommends technology that could improve patient care.
Training:
  • Works with senior paramedics to conduct regular EMS drills for all members of MOFD.
  • Lead annual trainings to include AHA courses and PHTLS.
  • Develop periodic trainings to support the continuing education needs of all MOFD members.
Community Engagement:
  • Conduct community events aimed at informing residents about the EMS mission of MOFD.
  • Conduct community events aimed at teaching citizen CPR, stop the bleed, and other vital first aid techniques.
  • Lead ambulance service members in providing first aid at community events.
  • Collaborate with MOFD personnel and local school districts to develop a program aimed at introducing youth to careers in EMS and the fire service.
  • Develop programs that create a pathway to becoming an EMT and serving MOFD as part of the BLS ambulance in collaboration with MOFD command staff and community stakeholders.

  • Performs other duties as assigned.
Education and Work Experience: 
  • Equivalent to completion of the twelfth (12) grade.
  • Minimum of ten (10) years of experience as a paramedic in a 911 system.
  • Minimum of three (3) years of experience as an EMS supervisor or officer. 
  • Experience in an EMS leadership role (chief officer or similar).
  • Teaching Experience with instructor certifications of AHA and PHTLS or the ability to obtain within one (1) year of appointment.
  • Accredited Paramedic in Contra Costa County or the ability to obtain accreditation within six (6) months of appointment.

Desirable Qualifications:
  • Bachelor’s Degree in a related field.
  • Three years of experience in an EMS leadership role.
  • Experience developing training exercises.
  • Community outreach experience.
Certifications/Licenses:
  • Possession and maintenance of a valid California Driver’s License.
  • Possession and maintenance of a valid California Paramedic License.
  • Possession of ICS 100, 200 and 700 certifications.
  • Possession and maintenance of date certifications for Advanced Cardiac Life Support (ACLS); Pediatric Advanced Life Support (PALS) or Pediatric Education for Pre-hospital Professionals (PEPP); Pre-Hospital Trauma Life Support (PHTLS) or Basic Trauma Life Support (BTLS) or their equivalents as determined by the Contra Costa County Emergency Medical Service division.
Knowledge of:
  • Strong verbal, written and communication skills.
  • Standard office practices and procedures.
  • Experience using Microsoft Office including Word, Excel, Outlook, Google Docs, Google Forms and Google Sheets.
  • The role of a Fire Department as it relates to pre-hospital basic life support.
  • Emergency medical program management, training and methodology and techniques.
  • Practices and techniques of case review, quality assurance systems review and data collection and analysis.
  • Local EMS policies, protocols and committees.
  • Working with members of the public and responding with professionalism.
Skills in:
  • Communicating effectively in English both orally and in writing.
  • Understand and follow oral and written instructions; communicate clearly and concisely.
  • Handle confidential and sensitive information discreetly and professionally.
  • Be punctual, reliable, personable and professional.
  • Work in an environment that requires flexibility and tight time frames for completion of work.
  • Effectively manage conflicting priorities.
Ability to:
  • Assist in planning, organizing and conducting an emergency medical service training and quality assurance plan.
  • Assist in developing and maintaining a cooperative working relationship with a variety of agencies, boards and commissions.
  • Assist in developing and implementing program policies and procedures and overseeing, coordinating and teaching initial certification, continuing education and recertification of EMT’s to include EMT-D.
  • Tracking a line-item budget.
  • Teaching and training various levels of EMS personnel.
  • Meeting and following through within time schedules.

Physical Demands:
Outside environment; exposure to noise and heavy equipment; work in inclement weather conditions; exposure to hazardous materials.
Essential functions may require maintaining physical condition necessary for standing, walking, bending, climbing or crouching; strength to lift up to 50 pounds.
