THE POSITION
Fire Captains are supervisors who enforce the policies, procedures, rules, and regulations of the District.  Key responsibilities include leading and managing personnel on an assigned company and directing the activities of subordinates at fires, other emergencies, emergency medical calls, fire prevention activities and training activities.   Fire Captains are responsible for the morale, daily schedule, work activities, and discipline of their company.  During the course of their duties, Fire Captains will be required to assume command of emergency incidents and to serve as incident commander or other qualified ICS functions.  In addition, they ensure the proper maintenance of apparatus, equipment, and quarters.  Duties also include keeping accurate records, reports, and the filing of documents in a timely manner, including those of their subordinates.  Correspondingly, Fire Captains are responsible for the basic instruction of a wide variety of fire service-related topics.
• Works a 48/96 shift, which are back-to-back 24-hour shifts, followed by 96 hours off.
• Has a face-to-face meeting with the off-going Captain to obtain pertinent information involving any of the apparatus at the station, and/or normal, day to day shift operations.
• The Shift Captain is responsible for informing the crew of the day's training schedule, work duties, and obligations.
• Throughout the shift, will perform clerical duties, including using a computer and completing reports.
• Delegates specific tasks to the crew throughout the shift.
• Teaches in a classroom and/or fire grounds environment, with specific training to the crew, using verbal and/or hands-on demonstrations
• Performs daily check of ALS medical equipment, as required, to ensure that batteries are charged, inventory is complete, and all equipment is in working order.
• Responsible for overseeing weekly apparatus checks which include checking fluid levels, inspecting for leaks, checking for potential maintenance problems, etc.
• Responsible for overseeing monthly detailed vehicle maintenance program including opening valves to let water drain from the engine, and hooking up hoses from a hydrant to pump fresh water back into the engine.
• Responsible for overseeing station maintenance which includes housekeeping duties such as waxing floors, sweeping, vacuuming, mopping, wiping down wall surfaces, cleaning kitchens, cleaning rest rooms, preparing meals, yard work, etc.
• Works with the crew to perform various work duties including fire suppression, and fire prevention pre-planning of industrial building sites, target hazards, and large residential complexes.
• In emergency situations, may be asked to serve in the role of Medical Supervisor.
• Responsible for checking routes and hydrant locations prior to responding when receiving emergency calls.  Employee must also know routes to local emergency departments.
• Serves on one or more committees such as the Operations Committee, Apparatus Committee, Facilities Committee, etc.
• Responsible for one or more programs such as Hazardous Materials Program, Resources Program, etc.
• Perform at least 60 minutes of exercise per day, with 30 minutes of recovery and hygiene.
• Partakes in and annual/medical physical and physical fitness evaluation to monitor health and fitness of employee.
• From time-to-time, function as the primary paramedic on a company for periods of up to four (4) hours per shift during routine daily staffing changes.
• Assist other paramedics at their request in the best interest of patient care.
Drills are performed on approximately 2/3 of the workdays each month using equipment that would be used in emergency situations.  Drills last from one to six hours per day, and may be interrupted by emergency calls.  The following are typical training drills, which represent procedures performed in actual emergency situations:
• Hose drills involve laying 2 ½" or 4 ½" hose (supply lines from hydrant to pumper), and pulling 2 ½", 1 ¾, 1 ½", 1", and 3/4" hose (pumper to nozzle).  The hoses vary in pressure, depending on the diameter of the hose, ranging from 95-200 psi.  Employee also performs various other drills to practice hose pump operations.
• Ladder drills involve the transferring and positioning of hydraulic or manual ladders.  Hydraulic ladders are operated off of the aerial truck and are operated by lever controls.  Manual ladders range in height from 12 to 35 feet and vary in weight depending on construction.  Ladders would be put into operation by Employee alone, or with up to two other Employees.  Ladders would be transferred manually for varying distances and then placed upright in the desired position.
• Breathing apparatus drills require the Employee to remove all breathing apparatus equipment from the storage compartments and place it into operation on the Employee's person.  The Employee would check for proper operation, and practice the proper use of breathing apparatus during emergency situations.
• Extrication drills include the operation of extrication equipment.  Using a wrecked vehicle, the Employee tests and practices the use of all power tools which are used to remove people trapped in vehicles due to vehicle accidents.
• Ventilation drills require the use of large blowers, axes, and chain saws to practice proper procedures for cutting structures and setting up equipment.  Ventilation procedures may require the employee to be on flat or pitched roofs, and in attics or crawl spaces.
• High and low angle rescue drills require repelling and belaying, and the use of harnesses, two-rig system, and piggyback system for hauling (removing trapped persons or animals).
• EMS drills require the Employee to demonstrate proper method of CPR, use of automatic defibrillators, IV set up, gurney use and operation, and knowledge of the use of EMS equipment.
• In an emergency situation, may enter a building or structure to remove persons or animals, and to perform salvage operation (de-watering) which requires the use of salvage covers (water tarps) and a water vacuum to remove water and prevent damage.  When entering a hazardous atmosphere, the Employee would use the "two in/two out" standard which requires that two Firefighters are outside of the hazardous atmosphere for every two entering, except in known rescue situations.
• May be on roofs flat or pitched, in attics, and in crawl spaces, to perform various details mentioned above.
• In an emergency situation is responsible for assessing victims' injuries, taking blood pressure, performing CPR, setting up emergency IVs and transporting patients on gurneys and into paramedic vehicles.  Possesses a complete understanding of all County protocols and be authorized to perform all protocols and skills allowed and required in the County.  Will be responsible for patient care on ALS (Advanced Life Support) patients, would prepare patient for transport when required, and would make appropriate decision regarding which facility to transfer patient to based on County protocol.
• After emergency calls, all reports and documents are written and filed including the PCR (Patient Care Report) which is left at the hospital after transport.  Upon returning to quarters, a computer generated PCR report is to be completed within 24 hours.
• After emergency calls where the employee delivered ALS, all reports and documents are written and filed including the PCR (Patient Care Report) which is left at the hospital after transport.  Upon returning to quarters, a computer generated PCTS report is to be completed within 24 hours.
• After emergency calls, is responsible for seeing that all equipment on the vehicles is cleaned and returned to service, and first aid items are replenished.  All hoses and nozzles are cleaned, and all equipment and supplies are replaced, including filling the air tanks on breathing apparatus.
 
Note:  Due to the nature of this profession, the Employee may be in an environment which would require the employee to perform tasks alone which would generally be performed with the assistance of another Employee.




TO QUALIFY

In order to compete for this promotional opportunity employees must:

  1. Be currently employed with the Moraga-Orinda Fire District as a full-time, paid Firefighter, Firefighter-Paramedic, Engineer or Engineer-Paramedic.
  2. Have a minimum of four (4) years of progressively responsible firefighting experience as of Sunday, May 4, 2025 at 11:59 p.m.  Three (3) years must have been in the Moraga-Orinda Fire District.  Work experience not at MOFD must have been within the past five years and must have been in a position closely related to the MOFD Firefighter or Engineer classifications.

3. Must possess one of the following at the time of application:

Possess all course completion certificates for California Fire Officer Certification (retired certification 12/31/16) OR possess all course completion certificates for California Company Officer Certification (2014):

  • Company Officer 2A

  • Company Officer 2B

  • Company Officer 2C

  • Company Officer 2D

  • Company Officer 2E

  • Instructor 1

  • Possess a I-300 Certificate
  • Possess a S-230 Certificate

THE SELECTION PROCESS

The selection process will consist of the following elements:

  1. Assessment Center consisting of:
  1. Multiple-choice test                           (weighted 10%)
  2. Teaching demonstration                   (weighted 20%)
  3. Structured oral interview                   (weighted 30%)
  4. Tactical simulations                            (weighted 40%)
2. Appointment selection to be made by the Fire Chief in accordance with the L1230 MOU.
3. Successful completion of a one-year probationary period and the completion of 100 full regular shifts to evaluate the candidates’ ability to effectively assume the duties and responsibilities of a Fire Captain. 
All candidates participating in the testing process must participate in all components of the assessment center.  The dimensions of the assessment center are as follows:
  • The multiple-choice test will be based on the IFSTA 4th Edition reading list, Chapters 1-5, 9, 12-15 and 17-21. This resource is available in the District Library.  
  • The teaching demonstration is designed to test the candidates’ ability to provide basic and effective instruction in a fire service or current District related topic. The topic for the teaching demonstration will be released to all eligible candidates 6 days prior to the test date.
  • The structured oral interview is designed to evaluate the background and experience candidates must possess to be successful in the position.  Candidates will be required to respond to a wide variety of issues they may face as a Captain.
  • The tactical simulation exercises are designed to evaluate the candidates’ ability to develop safe and appropriate strategic and tactical responses, track and assign resources during an emergency simulation and apply intermediate ICS methods. Candidates will demonstrate abilities with dynamic and static exercises. 

NOTE:    Candidates must receive a minimum overall score of 70% to be placed on the eligibility list.

NOTE:   Candidates must receive a minimum score of 70% in both the structured oral interview and tactical simulation exercises.  Those candidates who do not receive a minimum score of 70% in these two components will not receive a final score and will not be placed on the eligibility list.        

Candidates who successfully pass the assessment process will have their name placed on the eligibility list in order of scores received (with adjustment for seniority points per the L1230 MOU).

The District will conduct a Captain workshop in anticipation of the testing process on a date that is to be determined. This workshop is voluntary.
