Moran Towing Corporation (www.morantug.com) has an exciting opportunity available as a Payroll & Compliance Analyst in our Jacksonville, FL office. This is a hybrid role that will require you to work in the office 3 days per week. This full-time, exempt position reports to the Director of Payroll.
Position Summary
We are seeking a detail-oriented and experienced Payroll & Compliance Analyst to oversee and ensure the accuracy, compliance, and timely processing of payroll. This role combines the responsibilities of payroll compliance with payroll processing supervision, ensuring adherence to federal, state, and local regulations while maintaining smooth and accurate payroll operations. The ideal candidate will be adept at managing complex payroll compliance issues, working with payroll systems, and providing high-quality support in payroll administration.
Responsibilities include, but are not limited to, the following:
Payroll Compliance Duties:
- Ensure compliance with federal, state, and local payroll regulations, including tax laws, labor laws, and wage and hour laws.
- Manage certified payroll reports for government contracts, ensuring adherence to prevailing wage laws and union agreements where applicable.
- Stay up-to-date with changing payroll-related legislation, tax codes, and other regulatory requirements, and implement necessary changes to payroll systems and processes.
- Collaborate with legal and HR departments to ensure compliance with employee classification, tax withholding, deductions, and reporting.
- Assist with payroll audits, including responding to inquiries from federal, state and union agencies, ensuring all audit requirements are met.
- Submit and file all necessary tax forms, including W-2s, 1099s, and quarterly and annual state/federal payroll tax filings.
- Ensure the proper classification of employees and contractors per IRS guidelines and manage compliance with union agreements as applicable.
Payroll Processing & Supervision:
- Oversee and supervise the day-to-day payroll processing activities to ensure timely and accurate payroll runs for all employees.
- Process payroll for multiple states, including calculating wages, bonuses, commissions, deductions, and benefits.
- Verify employee pay data for accuracy, including hours worked, overtime, paid time off, and deductions.
- Ensure proper deductions for taxes, benefits, and garnishments are applied and remitted accurately.
- Collaborate with HR to ensure new hires, terminations, and employee changes are accurately reflected in the payroll system.
- Work with internal teams to resolve payroll discrepancies, such as missing or incorrect payments or deductions.
- Ensure the accuracy and integrity of payroll data in the payroll system and provide regular reports to management.
- Assist with preparing year-end reports, including W-2 and 1099 filing, and ensure compliance with reporting deadlines.
Required Qualifications
- Bachelor’s degree in Accounting, Business Administration, or related field preferred.
- Minimum of 5 years of experience in payroll processing, with at least 2 years in a payroll compliance-focused role.
- Extensive knowledge of federal, state, and local payroll laws and regulations, including tax filings, certified payroll, and prevailing wage laws.
- Experience using payroll systems such as ADP, UKG, or similar platforms.
- Strong understanding of payroll compliance and regulatory requirements.
- Ability to process complex payroll calculations, including union and certified payroll.
- High attention to detail with a commitment to accuracy and timeliness.
- Strong analytical and problem-solving skills.
- Excellent communication skills, both written and verbal.
- Proficient in Microsoft Excel and payroll software.
Preferred Qualifications:
- Certified Payroll Professional (CPP) or similar payroll certification is a plus.
- Experience with multi-state payroll and understanding of state-specific payroll regulations.
- Knowledge of labor union agreements and prevailing wage laws.
Working Conditions:
- Ability and willingness to work in the Jacksonville, FL office a minimum of 3 days per week.
- Ability to work in a fast-paced environment with deadlines.
- May require occasional overtime during peak payroll processing periods or year-end reporting.

Our target pay range for the Payroll & Compliance Analyst position is $85,000 -$100,000 per year. This pay range represents Moran's commitment to pay transparency and is a reasonable estimate of possible compensation for this role at the time of posting. The final salary for this role will be determined based on careful consideration of a variety of factors, such as the candidate’s exact location, experience, and expertise related to the qualifications.
