Title: Assistant Superintendent of Park
Maintenance
Full Time ‐ Salary Grade: IBT ‐ Level II
Position Charter:
The mission of the Park Maintenance Department is to provide a safe, aesthetically pleasing and enjoyable environment in which park patrons can participate in active and passive recreational, cultural and educational activities. Under the general direction of the Superintendent of Park Maintenance, the Assistant Superintendent is responsible for park maintenance in areas under their responsibility, and supervision of all staff assigned to the unit. This is a working supervisory position overseeing day‐to‐day activities of an assigned crew while performing maintenance duties.
Essential Functions:
Plans, organizes, coordinates, assigns and effectively leads a crew of workers of varying skill and experience to accomplish tasks required to maintain parks, grounds and recreation facilities.
Plans, performs and assigns daily and seasonal maintenance tasks to all unit staff including but not limited to: turf management, trash management, facilities maintenance including janitorial duties, cleaning and setup and breakdown for events, maintenance and repair of athletic, recreational and other park amenities and infrastructure, basic horticulture and landscaping including planting and maintenance, ground tree work, managing inventory, loading and unloading materials and supplies, leaf removal, snow and ice management, and maintaining and repairing walkways, trails, roads and parking areas in accordance with administrative guidelines, procedures and policies of the Park Commission. Prioritizes tasks as needed.
Exercises direct supervision over and regularly checks on assigned employees. Maintains constant communication with crews, staying informed on work productivity including daily tasks and special assignments, status of projects and follows up to ensure assigned tasks are efficiently completed to standards.
Provides training, guidance and feedback and completes performance appraisals for assigned staff, addressing areas of improvement and implementing progressive disciplinary action as needed.
Uses, trains on, supervises, and ensures the safe and proper use of tools and equipment associated with park and grounds maintenance, including but not limited to hand tools such as shovels, rakes, hoes, brooms, grabbers, loppers and hand pruners; power tools such as push mowers, string trimmers, hedge trimmers, chainsaws, leaf blowers, pole saws and chippers; and riding equipment such as commercial mowers, tractors, utility vehicles, blowers and snow plowing equipment. Manages preventative maintenance and repair of tools and equipment assigned to their unit.
Regularly checks areas under their responsibility to identify routine maintenance, repairs, and safety concerns; takes appropriate steps to ensure issues are addressed; submits work requests to other departments, follows up and provides updates to the Superintendent and Manager of Park Maintenance.
Operates Park Commission motor vehicles including trailers to transport personnel, materials and equipment on Park Commission property and public roadways.
Performs and trains others to perform some of the more technical park maintenance, repair and construction assignments.
Applies pesticides and herbicides and supervises other staff in performing applications.
Regularly leads staff meetings to discuss projects, initiatives, and policies; participates in supervisor meetings. Provides feedback to and ensures Superintendent of Park Maintenance is regularly updated on parks, staff, projects, equipment and issues.
Assists with the administration and oversight of contracted services including walkthroughs with vendors, review of work plans, ensuring compliance with specifications, facilitating access to facilities, identifying performance or other issues and communicating with staff and management.
Maintains accurate records, documentation and reports of maintenance activities, inventory, inspections, pesticide applications, purchases, etc.
Meets with and responds to requests and reports from Engineering, Safety, Recreation, Natural Resources, Trails and other departments or divisions.
Manages scheduling, approving time‐off requests while ensuring sufficient operational coverage; schedules routine overtime coverage and works overtime when necessary to meet the needs of the Division including but not limited to, snow plowing, emergency tree removal and special events.
Analyzes problems, identifies alternative solutions, prioritizes tasks, projects consequences of proposed actions and implements recommendations in support of objectives.
Monitors and upholds a safe working environment ensuring consistent application and enforcement of established safety regulations including P.E.O.S.H. and Right‐to‐Know requirements. Utilizes appropriate safety equipment and procedures/practices for assigned duties and ensures subordinates do the same through proper training and supervision. Reports compliance issues to the Superintendent of Park Maintenance and Manager of Safety and Compliance; cooperates in efforts to initiate and maintain corrective measures.
Other Functions:
Assists in the development and implementation of division goals, objectives, policies and procedures.
Provides input on department staffing, equipment, materials, supplies and service needs.
Assists in the purchasing, ordering, acquisition and distribution of materials and supplies to complete maintenance duties.
Responds to public inquiries in a courteous manner, providing advice and assistance in the use of Park Commission facilities and resolving complaints in an efficient and timely manner.
Establishes and maintains effective working relationships with co‐workers, contractors, the general public and others in the performance of assigned duties.
Participates in programs and trainings related to safety, employee relations and maintenance procedures.
Completes other projects and tasks as assigned.
Qualifications:
High School Diploma, GED or equivalent. An associate degree in a related field is preferred.
Minimum of five recent years of park or grounds maintenance and operations experience, including three years of supervisory park or grounds maintenance experience.
Possession of a valid New Jersey driver’s license.
Thorough working knowledge of the equipment, tools, materials, methods and practices used in park or grounds maintenance. Ability to safely and skillfully operate said tools and equipment to complete work assignments and to train others to do the same.
Advanced turf, tree and horticulture maintenance experience.
Computer literacy, smartphone and Microsoft Office proficiency required, including ability to send attachments. Ability to submit documentation, pictures, reports in a timely manner.
Ability to understand instructions, to effectively provide direction to subordinates and to clearly communicate in writing and orally.
Ability to read and interpret maps directing work assignments and asset locations.
Ability to obtain and maintain a NJDEP Pesticide License.
Ability to perform the essential functions of the position with or without reasonable accommodation.
Ability to maintain an attendance record in a manner to perform the essential functions of the position in a satisfactory manner.
Working Conditions:
Required to work in both field and office environments. Majority of time is spent working outdoors in all weather conditions.
Regular travel to and from work sites required.
Occasionally must work with chemicals, or around extreme noise or vibration.
Occasionally must lift moderately heavy objects, materials, tools and equipment.
Required to operate and maintain equipment associated with park and grounds maintenance including but not limited to hand tools such as shovels, rakes, hoes, brooms, grabbers, loppers and hand pruners; power tools such as push mowers, string trimmers, hedge trimmers, chainsaws, leaf blowers, pole saws and chippers; and riding equipment such as commercial mowers, tractors, utility vehicles, blowers and snow plowing equipment.
Required to interact with customers of varying dispositions in parks.
Spends considerable time standing, sitting, walking, driving, kneeling, stooping crouching, squatting, climbing ladders, crawling and twisting of upper body.
Incumbent may delegate to subordinate part of the responsibility but may not delegate nor relinquish accountability for results.
