Position/Job Summary:
The Home Studies and Post Release Services (HSPRS) Field Operations Manager (FOM) is responsible for coordinating logistical and on the ground support to Home Study and Post Release Services staff who provide services to release unaccompanied children per Office of Refugee Resettlement (ORR) requirements. The Field Operations Manager must be experienced in coordinating the safe logistics of travel and lodging for staff and ensuring rapid deployment of resources when needed. This position will work directly with Morrison ORR Business team, Program Director, and Assistant Program Directors.
Duties and Responsibilities:
- Support in coordinating the safe logistics of travel and lodging for staff and ensuring rapid deployment of resources when needed.
- Develop and implement systems and processes to support staff with questions about travel, and may book travel arrangements for staff, as needed.
- Works closely with Case Management supervisors and Assistant Program Directors to Provide support on the field to team members when traveling.
- Monitor staff compliance with budget expectations in collaboration with program directors, business coordinators, and finance staff.
- Work with Morrison finance team, division director and program director to ensure that business operations are in compliance with applicable state and federal guidelines.
- Oversee business accounts with key vendors of travel and lodging services from program portfolio
- Complete regular travel usage reports for finance staff as required.
- Collaborate with finance staff during finance reviews.
- Share pertinent information with program director and program leadership team.
- Assist with special projects program-wide, as needed.
- Demonstrate a commitment to developing a thorough knowledge and application of the Sanctuary model and other organizational policies & practices.
- Participate in staff development, in-services, and training related to equity and inclusion in the workplace; model appropriate behaviors; develop, recommend, and implement improvements to business practices with awareness and understanding of the impact in a trauma-informed and culturally diverse organization.

Required Position Qualifications:
- Bachelor’s degree in social work or an equivalent degree in behavioral sciences human services, or social services fields.
- At least two years of experience that demonstrate knowledge of logistics of staff deployment, staff travel logistics, per diem allocation, expense reimbursements, completion of expense reports and expense adjustments.
- High proficiency in Microsoft Office, especially proficiency with Word, PowerPoint and Excel is required.
- Attained age 21 years or older before first day of employment in position (ORR)
We consider education, training, experience and demonstrated skills. This position requires ORR approval; exceptions to the minimum qualifications require ORR’s explicit written approval prior to hire and ORR may require supervision plans and additional training.
Preferred Position Qualifications:
- ORR experience strongly preferred.
- Technical and objective writing skills.
- Experience working with program and department budgets.
- Project management experience.
- Experience supporting programs in child welfare and other social services.
Other Requirements:
- Able to work shift hours and days, as assigned.
- Position may require work outside of usual work hours on occasion.
- Willingness to work flexible and non-traditional hours in the service of persons served.

- Hold a valid drivers’ license and if driving a personal vehicle, must maintain minimum auto insurance policy.
- Traveling between program locations and administrative office40 hours of required training per year.
Physical demands and work environment:
- Visual acuity allowing for analysis of written data.
- Manual dexterity allowing for operation of routine office equipment (computers, telephone, fax, copy machine, typewriter, calculator, etc.)
- Physical dexterity allowing for reaching, stooping, and repetitive motion of wrist, hand or fingers.
- Ability to remain calm and emotionally available in an environment serving youth who have experienced trauma.
