Summary Statement

This professional-level position provides leadership, management, and operational oversight for Morton County’s Parks and Weed Management programs. The Director is responsible for developing and implementing comprehensive strategies to maintain and improve public parks, campgrounds, and natural resources while managing an effective noxious weed control program. The position involves supervising staff, managing budgets, developing policies, and ensuring compliance with federal, state, and local regulations. The Director reports to the County Park Board and the Weed Board.

Principle Duties and Responsibilities

Parks Management

  • Lead and direct the development, implementation, and evaluation of long-term goals for the County Park System.
  • Oversee maintenance, construction, and usage of park facilities and campgrounds.
  • Establish and maintain strong relationships with stakeholders, including the Morton County Commission, County Park Board, Water Board, local businesses, and state and federal agencies.
  • Promote park system growth through innovative marketing and public engagement initiatives.
  • Ensure compliance with safety standards and conduct regular audits and inspections.
  • Research and secure grants for park maintenance, repair, and development projects.

Weed Management

  • Administer the County Weed Control Program in compliance with the North Dakota Noxious Weed Law.
  • Develop and implement strategies for noxious weed management using chemical, biological, and mechanical methods.
  • Educate the public on weed control techniques and responsibilities.
  • Maintain accurate records of pesticide application and ensure compliance with labeling and storage requirements.
  • Supervise the maintenance and repair of equipment, ensuring operational readiness.
  • Update weed management maps and submit necessary reports to state and local authorities.
  • Administrative and Supervisory Duties

  • Prepare, administer, and monitor departmental budgets.
  • Recruit, train, supervise, and evaluate staff to ensure operational efficiency and effectiveness.
  • Develop and enforce policies and procedures for department operations.
  • Create and present reports to the County Commission, Park Board, and Weed Board.
  • Represent Morton County at meetings, public events, and educational sessions.
  • Provide assistance to the Highway Department in times of emergency or inclement weather.

  • Authority to halt activities that do not comply with safety or operational standards.
  • Make operational and budgetary recommendations in partnership with the County Park and Weed Boards.
  • Approve expenditures within budgetary limits and negotiate contracts with stakeholders.

    Demands and Environment

  • This role involves both office work and fieldwork, with exposure to varying weather conditions.
  • Requires physical activity, including climbing, bending, and lifting up to 100 pounds.
  • Must operate machinery and use protective equipment when handling chemicals.
  • Occasional evening and weekend work may be required.
  • Education, Certification and / or License

  • High school diploma or GED required; Associate or Bachelor’s degree in Parks and Recreation, Agriculture, or a related field preferred.
  • Minimum of three (3) years’ experience in parks and recreation or noxious weed management, with supervisory experience.
  • Valid Driver’s License required and a CDL Class A is preferred.
  • Experience with either local, state or federal park associations or weed associations is preferred.
  • Must obtain and maintain a Commercial Applicator’s License in CORE, Agricultural Pest Control, and Right of Way.
  • Supervision

    Received :   This position will be directly supervised by the Morton County Commission with recommendation authority from the Morton County Park and Morton County Weed Board.

    Exercised :   This position will supervise all employees hired under the Morton County Park and Morton County Weed System.
