Summary

Under the supervision of the Associate Director, the Interim Housing Program Manager is responsible for oversight of the day-to-day program management operations of the Lemon House shelter, a Project Home key family housing program. The program is a 40-unit non-congregate shelter in Compton, CA., which serves homeless and chronically homeless families in Service Planning Area 6.

Essential Functions

  • Monitor and manage the HOPICS Lemon House program (40 Family Crisis Housing units).
  • Contribute to the obtainment of all Lemon House contractual performance targets and the obtainment of division-wide goals and performance outcomes.
  • Ongoing crisis management and mitigation.
  • Direct supervision of two (3) direct service staff (2) Case Managers and (1) Driver).
  • Create systems and procedures for the ongoing review of files to ensure contract compliance.
  • Responsible for ensuring that the crisis housing site meets all LAHSA, State, and County Facility standards.
  • Coordinate and manage food ordering, deliveries, distributions, and special dietary needs of crisis housing clients.
  • Identifying alternative housing options / resources for homeless families in SPA 6, specifically in Compton
  • Responsible for coordinating internally with other HOPICS programs.
  • Ensure that the habitability of the crisis housing facility includes quarterly facility inspections and implementing action plans for facilities that are out of compliance, in concert with the IH Operations team.
  • Oversight of ongoing check-ins with program participants via house meetings.
  • Review all billing and supplementary documentation to ensure accuracy and ensure that collaborative provider payments are processed timely.
  • Submit check requests for program-related billing and supplies.
  • Ensuring that clients receive accurate and timely information about their crisis housing stay.
  • Provide the Senior Manager of Family Interim Housing, AD for Interim Housing, Deputy Director, and Division Director with timely program reports.
  • Responsible for knowing the HUD definition(s) of homelessness and the CES for Families definition of homelessness.
  • Develop a systematic way to monitor enrollments, referrals, lengths of stay, and exits within the program.
  • Create systems and procedures for the ongoing review of files to ensure contract compliance.
  • Develop policies and procedures for the program.
  • Responsible for coordinating with other HOPICS collaborative partners and funders.
  • Mitigate and systematically manage and track all incidents and emergencies.
  • Assist the Senior Management Team with budget monitoring and development for the respective program.
  • Establish and increase connections and partnerships with Compton city stakeholders to enhance the community resources for the agency, the program, and the program participants.
  • Managing, monitoring, and updating site and program information in the Home Base digital platform.
  • Responsible for ensuring seamless client and process flows, in conjunction with high-level customer service.
  • Ensure the program is fully integrated with the Coordinated Entry System.
  • Participate as a part of the leadership of HOPICS’ Homeless and Housing Services Department (H&H).
  • Participate as a part of the HOPICS management team to maintain and enhance integration efforts.
  • Primary liaison to the Fiscal Department and Accountants for the respective program.
  • Monitor program outcomes and develop systematic ways to track data.
  • Oversee contract compliance and successful completion of goals / objectives.
  • Oversee and analyze collection of data related to productivity, contract performance, outcomes, demographics, and integration efforts.
  • Maintain orderly documentation (paper and electronic- scanning).
  • Responsible for ensuring client files and documentation are high quality, appropriate, timely, and in compliance with the scope of work for the State and LAHSA.
  • Assist in the development of the program operation manual.
  • Provide individual and group supervision to direct reports.
  • Represent the Division in a variety of community settings including funder, provider, and community, meetings, and major events
  • Work collaboratively with the Data and Quality Assurance Department to troubleshoot data in HMIS.
  • Analyze data and provide reports on a weekly, monthly, quarterly, and annual basis.
  • Complete performance evaluations and address any performance issues as needed.
  • Work collaboratively with program management staff to ensure performance targets are met.
  • Facilitate weekly team meetings.
  • Develop and coordinate processes for referrals and services with internal and external behavioral and medical health providers.
  • Operationalize program systems and procedures.
  • Responsible for recruiting and hiring staff.
  • Responsible for procurement and management of supplies for bedding, hygiene items, and all other program / client supplies
  • Communicate with staff and all residents in a non-judgmental manner, work cooperatively with all agency staff.
  • Assist with preparation for audits, program monitoring visits, fiscal related matters, and certifications.
  • Assist with special events and assignments.
  • Work in close coordination with the Family Solution Center (FSC) management team, the Family Crisis Housing Network (FCHN) team, and the HOPICS Compton Access Center.
  • Manage and monitor the implementation and integration of HMIS, KIIP, and other applicable web-based interfaces.
  • Perform duties based on professional practice with State / Federal Government contracts and grants.
  • Assist in gathering data for reports.
  • Work collaboratively with the other FSC components (FRT / Diversion; TLS / Prevention; Housing Navigation) and all other players and community partners associated with the FCHN.
  • Provide coaching and development to direct reports.
  • Review and approve leave requests and timecards.
  • Complete performance evaluations and address any performance issues as needed.
  • Work collaboratively with program management staff to ensure performance targets are met.
  • Ability to determine the next steps for each case and ensure Housing Stability Plans and Health Action Plans are created, updated, and uploaded to HMIS within 24 hours of completion.
  • Track and monitor all active and non-active cases.
  • Ensure timeliness of case note documentation (within 24 hours of contact)
  • Facilitate weekly team meetings.
  • Adjust to and execute impromptu assignments.
  • Priorities as directed by the Associate Director, Deputy Director, and Division Director
  • Update Lemon House client roster daily, as needed.
  • Some evenings and weekends are required.
  • Maintain accurate files / records on activities, and client services in compliance with HIPAA, CFR42, and other funding requirements for auditing purposes.
  • Attend meetings associated with other projects as assigned by the Supervisor.
  • Maintain appropriate boundaries with staff, clients, and community partners.
  • Adhere to SSG's Code of Ethics and HOPICS' Core Values.
  • Professionally represent the Agency at meetings and community events and other duties as needed.

Minimum Qualifications - Knowledge, Skills, and Abilities Required

  • Bachelor's Degree or equivalent and a minimum of three (3) years of job-related management, supervisory, or leadership experience in social services or related field; or a minimum of five (5) years of management experience working with homeless families. Knowledge and demonstrated experience in working with ethnic minority, impoverished and underserved communities and groups.
  • Ability to work with clients from diverse cultural, ethnic, and socio-economic backgrounds.
  • Highly Proficient and Professional writing and oral communication skills
  • Strong interpersonal skills and ability to relate to staff from a variety of cultures, languages, and educational backgrounds.
  • Valid California Driver's License, reliable transportation, and valid insurance are required.
  • Ability to organize and manage multiple priorities, experience with intervention and prevention programs.

  • Attention to detail and punctuality required.
  • Demonstrate strong critical thinking and problem-solving skills.
  • Ability to build relationships and sustain them over time.
  • Verification of Employment eligibility is required.
  • Background clearance and TB test required. Not more than three (3) months before or seven (7) days after the date of hire and renewed annually thereafter.
  • CPR, and First Aid, certification is required within 30 days of employment with the company.
  • Demonstrated Proficiency in HMIS, Microsoft Excel, Word, PowerPoint, Internet, and Vision.
  • Knowledge of various community-based Compton resources is desired.
  • Knowledge of HMIS database programs is preferred.
  • Lived experience, as applicable to the work, can also be a consideration for employment.
  • Supervisory Responsibilities :

  • This position will directly supervise two (2) case managers and one (1) driver, but not limited to security personnel, facility / maintenance staff, administrative and data personnel administrative support staff, and program staff as needed.
  • Environmental Conditions (Working Conditions)

  • This position is responsible for working in "client-friendly" environments and is required to visit other shelters and homeless access centers as part of their duties. Local automobile travel is required. There is some responsibility to work in noisy environments where children and adults are present.
  • Physical Requirements

  • While performing this job, the incumbent typically spends time sitting, standing, walking, speaking, listening, driving, thinking, writing, typing, and carrying (20 lbs. max).

  • This position will require the individual to be able to handle any / all the following : constant distractions, interruptions, uncontrollable changes in priorities / work schedules be able to process information, think, and conceptualize.
