The duties that the incumbent of the vacancy will be expected to perform. Duties Description The duties include but not limited to: • Conduct Request for Quotation/obtain quotes and estimates using state centralized contracts.• Track and maintain a detailed accurate log of leasing/contract expenditures.• Submit and process invoices to vendors and landlords for contract payment through the Statewide Financial System.• Assist with office relocations and renovation work.• Prepare new office layouts for relocations as well as modifying existing layouts for lease renewals with regards to operational needs while complying to building codes, local ordinances, and ADA compliance.• Work with Human Resources and Bargaining Unions on health and safety contract concerns/resolutions at offices.• Resolve lease/contract compliance issues in conjunction with OGS.• Work closely with the Office of Information Technology Services on the installation of IT equipment.• Security alarm and surveillance contract coordination.• Resolve daily service calls for building issues including HVAC, plumbing, telecom, network, security, leaks, pest control, etc.• Space planning.• Lease/contract renewal projects. • Special projects assigned to DMV lease/contract unit.• Occasional mandatory overtime and travel throughout the state, including weekends and evenings.

The minimum qualifications required for this vacancy. Minimum Qualifications NY HELPS*: For Contract Management Specialist 1, G-18: A bachelor's degree and two years of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.Substitution: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.For Contract Management Specialist Trainee 2, G-NS (Equated to G-16): A bachelor's degree and one year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.Substitution: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.For Contract Management Specialist Trainee 1, G-NS (Equated to G-14): A bachelor's or higher degree.Advanced NY HELPS placement for this title may be possible with proof of professional experience relating to the title being posted and can be discussed at time of interview.Transfer: One year of permanent, contingent-permanent, or 55b/c service allocated to a G-12 or higher eligible for transfer under Section 52.6 or Section 70.1 of Civil Service Law, or currently serving in the title and eligible for reassignment.Reinstatement: If you previously served in this title or in a title otherwise transferable to this title, you may be considered for reinstatement pursuant to Civil Service Law, if it is in the best interest of the agency. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission. All reinstatements must serve a mandatory 52-week probation period.55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must meet the minimum qualifications stated above and must submit their current 55b/c eligibility letter along with their application.*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
