What are the responsibilities and job description for the Street Crew Supervisor position at Moulton Niguel Water District?
Under the direction of the Superintendent of Operations, supervise the Street Crew in water and sewer system maintenance, repair, and safety procedures. This classification is responsible for the supervision of staff and administrative direction of the crew. Duties and responsibilities are carried out with considerable independence within the framework of established policies and procedures. The work of this class is complex and involves significant accountability and independent decision-making responsibilities.

- Supervise the assignments of Maintenance Workers I, II, III, and Senior performing routine maintenance and repairs to facilities.
- Responsible for exercising independent judgment when making field decisions on methods and procedures to accomplish specific complex tasks in the maintenance and repair of water and sewer systems and their related facilities and equipment including customer complaints regarding district infrastructure.
- Operate a variety of small equipment including generators, portable pumps, gas detectors, ventilating fans, and common hand and power tools.
- Supervise operation of (or may operate) District's heavy equipment including tractor, backhoe, jackhammer, excavator, valve turning equipment, and compactor. May make modifications and repairs to District facilities to improve flexibility.
- Supervise field maintenance of equipment to assure its proper operation. Coordinate, assign, plan, and schedule labor and equipment to accomplish major repairs and maintenance work to District facilities.
- Responsible for the conformance of repair work with District plans and specifications. Coordinate repair functions with jurisdictional agencies.
- Maintain records of projects, labor and equipment charges, and material purchases. Review and approve invoices for materials purchased.
- Read and interpret construction plans and water, sewer and recycled water sectional maps. Review equipment files and written records of operations and maintenance.
- Oversee workplace and jobsite safety practices, coordinate and plan employee safety training as necessary. Participate in Confined Space Team training and oversee onsite entry procedures.
- Provide training and assistance to Maintenance Workers I, II, III, and Senior.
- Obtain city encroachment permits.
- Prepare the annual budget for the Street Crew Department.
- Participate in the selection, counseling, and training of employees. Review and evaluate performance of assigned personnel while providing guidance and employee development goals. May recommend salary adjustments, promotions, or disciplinary actions for assigned staff.
- Implement and maintain compliance with pertinent safety rules and regulations.
- Work varying shifts, nights, weekends, holidays, overtime, standby duty and respond to call backs.
- Responds to emergencies during and after work hours consistent with Incident Command System (ICS), Standardized Emergency Management System (SEMS) and National Incident Management Systems (NIMS).
- Perform other duties as assigned
Any combination of education and experience that would likely provide the required knowledge, skills and abilities (KSAs) may be qualifying. A typical way to obtain the KSAs is:
- High school diploma or equivalent certificate.
- One-year of experience in supervisory capacity is desired. Must possess leadership abilities and be able to supervise subordinate staff directly and indirectly.
- Must have mechanical aptitude practiced in the water and/or wastewater industry and have the ability to accurately read and interpret construction drawings and the District's sectional maps.
- Possession of State Water Resources Control Board (SWRCB) Water Distribution Grade D2 Certificate and California Water Environment Association (CWEA) Collection System Maintenance Grade I Certificate.
- Valid California commercial Class "A" driver's license with appropriate endorsements or ability to obtain within 18 months of job placement and a physical every two years as required by the state. Must maintain a safe driving record.
- Certified Occupational Safety Specialist (COSS) or ability to obtain within 18 months.
