Mount Indie is hiring a JOPES (Joint Operational Planning & Execution System) Planner. In this role, you will be responsible for providing in-depth analysis and reporting for strategic and long-term JOPES planning, specifically supporting C3F (Third Fleet) and its subordinate units. Your work will involve assessing missions, capabilities, force structure, and Timed Phase Force Deployment Document (TPFDD) requirements. You will analyze a variety of operational and strategic plans, including Concepts of Operation (CONOPS), Operational Plans (OPLANS), and contingency plans, while offering recommendations to address capability shortfalls and ensure force flow timelines are met. The JOPES Planner will focus on identifying and resolving gaps to enhance mission success, improve operational effectiveness, and strengthen the survivability and lethality of C3Fs naval forces worldwide. This work will be communicated through detailed reports and presentations.
Functional Description:
- Conduct operational analysis to identify gaps in Fleet capabilities, such as in command and control, operational lift (i.e., movement of troops and materiel), equipment, training, ordnance, and intelligence gathering and propose recommendations to mitigate those gaps. This assessment and analysis will be accomplished through briefs and reports.
- Build and enhance operational vulnerability/capability gap assessments, incorporating TPFDD requirements operational experience, after-action reports (AAR), lessons learned, and other observations to develop recommendations for Navy, Joint, and Coalition warfighting and platform CONOPS that account for both Blue Force and adversary increased warfighting capabilities, improvements in weapons lethality, and evolving warfighting concepts. This assessment and analysis will be accomplished through briefs and reports.
- Analyze current intelligence fusion procedures and survey potential technological enhancements (yet to be identified) for the fusion of such information from a variety of sources to enhance mission planning, target analysis, precision engagement and threat recognition within a collaborative environment. Deliverables shall also include comprehensive political assessments, providing recommendations for military engagement with regional allies and partners.
- Provide analysis and long-range planning support related to the development of force capability estimates, technology insertion, and exercises, prototypes, models and other simulations. To stimulate process redesign and change management activities, provide a comprehensive set of recommendations for SOPs, plans, and other supporting reference guides to establish consistency in execution of mission critical activities. This assessment and analysis will be accomplished through briefs and reports.
- Provide a capability-based gap analysis of doctrine, tactics, techniques and procedures (TTP), and other guidance sources required to optimally integrate Naval forces to support air-sea battle maneuver throughout the operational continuum. Provide analysis and recommendations to the development of strategic assessments and operational concepts impacting the operation, expansion, re-engineering, and transformation of associated naval missions. This assessment and analysis will be accomplished through briefs and reports.
- Conduct a detailed review of documentation to validate the operational demand for units and personnel based on the anticipated strategic environment and consolidate analysis and findings in a final written report that can support force structure, organization, and logistics planning decisions.
Required Qualifications:
- 5-10 years of military or government experience.
- 5-10 years of experience in Fleet Exercise and Operations.
- Minimum of 5 years leading tasks within Joint or Navy environment in support of Echelon III or higher headquarters staff
- Minimum of 5 years of experience in evaluating Readiness of operational units and forces.
- Minimum of 5 years of experience in developing and inputting Timed Phase Force Deployment Document (TPFDD).
- Minimum of 5 years of experience with Joint Operational Planning and Execution System (JOPES).
