General Statement of Duties :
The Associate Director of Payroll is a collaborative and knowledgeable compensation professional committed to efficient and accurate administration of payroll to ensure employee success and inclusive. Working collaboratively with the entire Human Resources division, the Associate Director effectively engages with employees at all levels of the college and is the primary point of contact for the part-time employee payroll. Responsible for the overall preparation and delivery of the bi-weekly payroll for part-time personnel at the college, the Associate Director exercises independent judgement to ensure administrative requirements for payroll are satisfied in a timely manner. The Associate Director is required to maintain a high level of expertise using the HR / CMS platform and professional knowledge to answer questions regarding college policy, the collective bargaining agreements and state and federal law pertaining to the administration of the full-time, part-time and adjunct payroll.
Responsibilities :
- Prepare and administer all aspects of part-time employee bi-weekly payroll in the HR / CMS system, including necessary computation of hourly or weekly compensation rates in compliance with college and state requirements.
- Responsible for all adjunct faculty entries and updates in the HRCMS system, from the initial download to any mid-semester changes, and oversee the adjunct faculty payment process.
- Receives all stipend payment request for processing, including any non-credit instructor payments or additional payments to faculty for stipend work.
- Process payroll expenditures and transfers through the Massachusetts Management Accounting and Reporting System (MMARS) and the Labor Cost Management (LCM) system.
- Audit part-time payroll to ensure accounting accuracy and financial integrity; serve as backup to audit full-time payroll in the absence of the Director.
- Collaborate and coordinate with department heads and other college personnel to create required HR and payroll documents or reconcile discrepancies discovered in required payroll documentation.
- Ensure consistency and accuracy of employee records in college information systems, including HRCMS, LCM, and BANNER.
- Track, audit and correct when necessary, supporting Personnel Action Request (PAR) using the Interview Exchange System for payroll audit purposes.
- Enter new employee information and job data into HR / CMS for Students and Part Time Employees.
- Maintain the integrity of payroll data in all internal and external systems, Banner, HRCMS, LCM, MMARS, SSTA, CIW. Routinely audit employee information in systems and terminate records for former employees in compliance with college policy and state record retention requirements.
- Work with Finance / College Business Office and Information Systems to ensure reconciliation of LCM, MMARS and related systems.
- Receive and respond to inquiries from supervisors or other employees.
- Develop reports, queries, spreadsheets etc. using Warehouse, Excel, Access, or other database tools, systems and programs, to extract data from BANNER, LCM and HRCMS, as needed.
- Monitor and track time and attendance through the payroll system SSTA.
- Update electronic employee records such as additional pay, payroll deductions and other information in HR / CMS.
- Prepare the retirement service application along with buyback applications.
- Assist with other HR functions as needed, including assisting benefited employees with benefit and leave plans information.
- Approve and prepare all manual (off cycle) Dyna Cash checks.
- Perform other related duties as assigned.
