Job description

Under limited supervision, performs a variety of supervisory and administrative tasks in overseeing and monitoring the operation of programs for exceptional students at Mountain Island Charter School. Employee directs and supervises programs and services for students in the school with special needs. Employee coordinates the efforts of federal, state, and local agencies, private specialists, parents, and school staff to provide the services needed by Mountain Island Charter School students as determined by staff. Employee monitors the overall effectiveness of programs and ensures all are implemented within federal, state, and local regulations. Employee reports ultimately to the Executive Director, under the daily supervision and direction of the Elementary School Principal and Middle/High School Principal.

 

ESSENTIAL JOB FUNCTIONS

 

Determines program needs and allocates resources of staff and materials.

 

Attends meetings (i.e., IEP meetings) with parents and staff in order to assist in facilitating appropriate programs and services for individual students.

 

Assists/prepares budgets, coordinates with other departments or agencies to assure maximum services, and maintains records/reports/inventories in accordance with local/state/federal policies.

 

Shares information about programs with various stakeholders and serves as a liaison between the school and other agencies.

 

Gathers and analyzes program evaluation data.

 

Participates in regional and state meetings pertaining to exceptional education programs.

 

Shares information with staff regarding best practices in special education, instructional issues, and state and federal requirements regarding services for students with special needs and disabilities and other support-related programs.

 

Consults with staff and administrators regarding discipline issues of students with special needs and disabilities.

 

Coordinates and conducts professional development activities for staff working with students with special needs and disabilities.

 

Makes presentations district-wide to EC staff, counselors, social workers, school psychologists, and other district employees regarding working with students with special needs and disabilities.

 

Stays informed of state and federal laws and procedures for programs for students with special needs and disabilities and students in need of intervention.

 

Collaborates with school principals in the selection and placement of exceptional children personnel, counselors, social workers, school psychologists, and assists in evaluating staff.

 

Ensures, along with building administrators, that EC and student support provide appropriate instruction, support, and services to students with special needs and disabilities.

 

ADDITIONAL JOB FUNCTIONS

 

Perform other duties and responsibilities as assigned by the Elementary School Principal, Middle/High School Principal, and/or Executive Director.

 

TRAINING AND EXPERIENCE

  • Master’s degree required with extensive coursework in education
  • 5 years of teaching and/or program supervision experience or an equivalent combination of experience that provides the required knowledge, skills, and abilities
  • North Carolina teacher licensure in an area of exceptionality 
  • Knowledge in the identification, placement, and education of exceptional children
  • Excellent skills in writing Individualized Education Programs (IEP)
  • Knowledge of Federal and State laws, policies, rules, practices, and procedures related to exceptional child services and compliance
  • Ability to establish effective working relationships with parents, students, administrators, teachers, and other staff

SPECIAL REQUIREMENTS

 

Must hold or be eligible to hold a North Carolina teaching license as an Exceptional Children Program Administrator.

 

Knowledge of K-12 content for North Carolina Standard Course of Study and instructional best practices for serving exceptional children.

 

Expertise in planning and providing professional development for teachers, support staff, and administrators.

 

Successful experience as an educational leader, with experience at the building level.

 

Ability to establish and maintain effective working relationships with other administrators, teachers, and the community at large.

 

Must possess a valid North Carolina driver's license.

 

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
 

Physical Requirements: Must be physically able to operate a variety of equipment including computers, copiers, calculators, cellular phones, etc. Must be physically able to operate a motor vehicle. Must be able to exert up to 10 pounds of force occasionally, and/or a negligible amount of force constantly to lift, carry, push, and pull or otherwise move objects, including the human body. Light Work usually requires walking or standing to a significant degree.

 

Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural or composite characteristics (whether similar or divergent from obvious standards) of data, people or things.

 

Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes giving instructions, assignments, or directions to subordinates or assistants.

 

Language Ability: Requires the ability to read a variety of correspondence, reports,

forms, charts, strategic plans, etc. Requires the ability to prepare correspondence, reports, forms, appraisals, charts, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak before groups of people with poise, voice control, and confidence.

 

Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables.

 

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in Standard English.

 

Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages; and to apply the principles of algebra, descriptive statistics, statistical inference, and statistical theory.

 

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width, and shape.

 

Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using office equipment.

 

Manual Dexterity: Requires the ability to handle a variety of items such as office equipment and hand tools. Must have minimal levels of eye/hand/foot coordination.

 

Color Discrimination: Requires the ability to differentiate between colors and shades of color.

 

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with emergency situations.

 

Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate via telephone.
