This is a safety-sensitive leadership position subject to the rules and regulations of the Drug and Alcohol Policy as well as required testing policy per the Federal Transit Administration (FTA). The incumbent is required to fully comply with all operational safety rules and regulations established by Mountain Line.

Job Purpose of the Transportation Superintendent
At Mountain Line we are focused on “Getting You Where You Want To Go!” This is a mid-level leadership position responsible for assisting the Operations Director in carrying out Mountain Line policies and procedures in support of the organization’s Vision, Mission, and Core Values for transit operations. The primary focus of the Transportation Superintendent is to provide operational oversight and leadership to Operations Supervisors and their teams of Transit Operators; ensure transit service is safely operating as close to schedule as possible and maintaining an optimal operator pool; and ensures work quality and adherence to established federal, state, and local safety laws, regulations, policies, and procedures.

Essential Functions and Responsibilities

  • Promotes Mountain Line's Vision, Mission, and Core Values to continually enhance organizational culture.
  • Performs as an integral member of the Leadership Team to ensure effective interfaces and integration of activities with other organizational units - be an effective collaborator and network builder; persuasive; sensitive to situation and individuals; and know how to work within the organizational and political structure.
  • Acquires new knowledge and learns new ways of solving problems; thinks and plans strategically; visualizes and communicates a vision; models desired behavior; drives organizational change, recognition, and development of staff potential; proactively addresses performance issues.
  • Provides leadership to direct reports; assigns work; determines work methods; reviews work and correct errors; trains, hires, coaches, mentors, and evaluates work in progress; conducts disciplinary actions; manages expenses within the budget.
  • Provides documented feedback on staff performance throughout the year; initiates performance plans and disciplinary actions at appropriate times; plans ahead to prepare and present performance reviews to Operations Director; set employee goals for development and performance, and consistently exemplifies Mountain Line's policies in performance management of employees.
  • Takes calculated risks and innovates new ways to gain efficiencies; thinks out of the box; open-minded and flexible in thought and tactics; oriented toward results; adapts solution-based problem approaches and creative solutions; capitalizes upon opportunities to resolve issues quickly and completely.

Operations Responsibilities

  • Leads the organization, staffing, and operational activities to provide quality, reliable, and safe transit service.
  • Develops and implements goals, objectives, and priorities; recommends and implements resulting policies and procedures to ensure the most efficient and effective service delivery and brand awareness.
  • Establishes schedules; recommends methods of providing transit services including oversight and review of timelines and schedules; identifies resource needs regarding appropriate staffing and equipment; review needs assessments with appropriate management staff.
  • Directs, coordinates, and reviews work assignments for operation services and activities; oversees transit operations applying prescribed safety and best practices programs to ensure compliance with applicable local, state, and federal rules, regulations, and laws.
  • Oversees Operations Supervisors and Transit Operators' daily/weekly schedules, providing timely feedback for all requests and schedule preparation in accordance with established standard operating procedures (SOPs).
  • Provides or coordinates staff training; work with employees to correct deficiencies; implement discipline and execute termination procedures.
  • Monitors violations of policies and procedures; recommends and ensures follow-up training, coaching, and/or discipline is complete to correct violations and concerns.
  • Reviews complaints from the general public regarding transit operations and operator conduct; resolves problems in a timely, effective manner; in conjunction with the chief safety officer, responds to and investigates transit accidents and incidents; prepares reports and maintains necessary records.
  • Applies practical knowledge and leadership to ensure transit services comply with all local, state, and federal regulations, including but not limited to access to transit services under Title VI of the Civil Rights Act and the Americans with Disabilities Act.
  • Coordinates operational activities with outside agencies and organizations.
  • Performs related duties as required and assigned.
  • Follow Crisis Management Plan notifying Leadership when there is a significant service interruption or newsworthy event that occurs.
  • Provides crisis prevention and crisis management particularly in inclement weather situations and bad road conditions.

Attendance
This position oversees a full seven-day operations schedule and requires the ability to work beyond standard office hours; early mornings, evenings, and weekends including meeting with employees working those shifts and to respond to emergencies and unexpected changes in operating conditions. Attendance should be regular and predictable. This is an exempt staff position.

This position deals with confidential information surrounding drug and alcohol testing, CDL files, employee files, accident records, and training files. This position is expected to respect and maintain employee and customer confidentiality.

Knowledge, Skills, and Abilities


Knowledge

    • Thorough knowledge of public transit operations, routes, and time schedules
    • ADA rules and regulations as they apply to public transit
    • Use of management information systems for recordkeeping and reporting
    • Research and report preparation methods and techniques
    • Thorough working knowledge of computers, hardware, and software; specifically, those related to transit operations including real-time arrival solution/software, and radio and camera surveillance systems
    • Principles and practices of effective supervision

    • Communicate effectively both orally and in writing
    • Leadership, interpersonal relationship and team-building skills
    • Efficient time management, including but not limited to prioritizing, organizing, and follow-up on a variety of tasks, assignments, and projects to meet deadlines

    • Maintain operational compliance with local, state, and federal transit regulations and laws
    • Assist in developing and implementing operational safety programs
    • Conduct investigations of operational accidents and incidents

    • Supervise, direct, and coordinate the work of assigned staff
    • Manage operators, equipment, and resources in highly tense situations and manage services during a crisis
    • Work safely and promote a culture of workplace safety

Working Conditions, Exposures to Risks, and Physical Dangers
This position requires physical effort such as walking, lifting, standing, holding and balancing aboard a moving vehicle, and manual dexterity. The position requires frequent walking from office to shop or to other areas of the premises. Because of the potential exposure associated with the work, incumbents are required to follow all Mountain Line safety procedures, manuals, and guidelines. Additionally, incumbents are required to properly don safety-related clothing, protective hardhats, gloves, footwear, tools and equipment, and other safety-related gear.

Minimum Qualifications (MQs)


Education and Work Experience Requirements

    • Bachelor's degree in public transportation, business administration, or other closely related field of study
    • Five years prior similar work experience in customer service is required, including three years of supervisory experience
    • Prior similar work experience in public transportation is highly preferred

Licenses, Training, and/or Certification Requirements

    • Valid Arizona Driver License with clean 5-year Motor Vehicle Record (MVR)
