We are looking for a Fiber Project Manager who is responsible for the safe and efficient construction of Mountain View Electric Association’s (“the Association”) fiber optic network. This includes performing high level leadership and management functions by planning, organizing, and directing the activities and affairs related to the vendors and contractors working on the project.
Essential Duties and Responsibilities
- Provides Project Management services to the Association for the following functions: land rights acquisition, make-ready engineering and construction, fiber construction, splicing, and fiber drops to the home. This includes but is not limited to ensuring timelines and benchmarks for the project are reviewed with contractors on a regular basis, and appropriate action is taken when issues arise.
- Serves as the Association’s main point of contact for all contractors and vendors working on the project. Drives accountability and quality control to ensure fiber network construction is in alignment with agreed upon specifications.
- Manages and directs all internal business initiatives and process improvements/ updates due to the addition of the fiber plant across the electric grid. Schedules and holds meetings for departments related to finance/accounting, operations, engineering, communications, information services, and member relations. Partners with department heads to ensure alignment with electric processes where sensible but offers new solutions when needed.
- Plays key role in the budget process and asset management for fiber build. Understands financial position of the project and is able speak to expenditures and variances to plan.
- Advises on construction best practices and ensures fiber build follows Association and National Electrical Safety Code (NESC) standards.
- Stays abreast of current and future funding opportunities at the local, state, and federal levels. Coordinates the development of applications for grants which coincide with the construction schedule and service areas.
- Serves as primary contact for the fiber build with key business partners and local government entities.
- Responsible for maintenance and appearance of assigned vehicle.
- Cyber security is the responsibility of every employee. The highest priority should be given to protecting all Association computers, mobile devices, networks, software, and data collected, processed, and stored from unintended or unauthorized access, change, or destruction.
- Solid knowledge and understanding of the electric utility industry, cooperative principles, customer service, marketing and communications, utility billing, and customer service. Ability to comprehend the integration of information into the Association’s operating procedures.
- Highly organized with excellent skills in grammar, business writing, and verbal communication. Ability to learn, interpret and follow all Association policies, practices, and procedures.
- Ability to communicate professionally and effectively, both orally and in writing. Must project a professional image, be self-motivated, well organized, personable and possess ability to facilitate and and make presentations to large groups. Must be able to exercise discretion and use of sound judgment in dealing with Association employees, members, vendors, and contractors.
- Extensive knowledge of project management and communication/conflict resolution skills, with the ability to maintain effective working relationships, and the ability to utilize creative thinking and problem-solving techniques.
- Ability to prioritize and organize multiple tasks and assignments, ability to conduct work efficiently in an independent, self-directed manner with limited supervision. Skilled in coordinating inter-organizational systems and procedures.
- Excellent information systems skills, with the ability to clearly understand the Association needs, how various functions, and systems (IS, GIS, voice communication, metering, etc.) integrate, and impact the overall effective and efficient operation of the Association.
- Must have working knowledge of RUS Line Construction Specifications.
- Bachelor’s Degree in Business Administration, Engineering or similar discipline preferred; ten years related experience or equivalent combination of education and experience will be considered.
- Project Management Professional (PMP) certification is preferred.
