Minimum Qualifications of Education and Experience:

Bachelor's degree in Public Administration, Public Finance, Human Resource Management, Leadership, Business Management, Human Relations, or Labor Relations and seven years of experience in public administration and management experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below. Regular and reliable attendance is a necessary component of job/position.

Nature of Work:

Chief Executive Officer of the County, reports directly to the County Board, serves as Board Clerk, Budget Officer, Public Information Officer, and Chief Negotiator with unions. Participates with the Board in the creation of the vision and strategic plan for Mower County. Provides direction to Department Heads and assigned staff. Incumbent is responsible for executing all ordinances, resolutions, and policies of the County Board of Commissioners. The position involves the application of a high degree of judgment and independent initiative.

2.

Manage and lead all non-elected department heads which includes crafting employee management tools, supporting budget needs to effectively deliver the services and assisting in purchasing decisions based on policy and state law.

3.

Appoint, suspend, and remove with the approval of the county board all county personnel whose appointment, suspension or removal is a function of the county board under general law and make such appointments with the approval of the county board to additional offices, boards, committees and commissions both advisory and otherwise as the county board may direct.

4.

Serves as budget officer for County Board which includes preparing and submitting to the county board a proposed annual budget and long-range capital expenditure program for such period as the county board may direct, each of which shall include detailed estimates of revenue and expenditures and enforce the provisions of the budget when adopted by the county board.

Serves as Board clerk by researching and recommending policies or programs, assisting in policy development, researching, and assessing all proposals to and by the Board and researching and advising Board on current and proposed legislation. Oversees the execution of all resolutions and policies of the Board.

Serves as Chief Negotiator for County Board on all union contracts, and grievances. Collaborates with Human Resources Director (secondary negotiator) to determine negotiation position based on policy / directives as well as interpreting contacts and statutes.

Oversees County risk management programs. Prepares, reviews, and analyzes liability and general insurances. Makes recommendations to the Board concerning insurances and risk management issues.

Serves as Public Information Officer by determining what information should be released to the media and making presentations to the public.

Level of Decisions:

Incumbent is direct report to the County Board, therefore has appreciable latitude for determining the appropriate actions, decisions, or processes to use due to their professional knowledge and experience.  Assignments are broad in nature, usually requiring some originality and ingenuity to ensure an appropriate alignment between assignments and organizational policies and objectives. Knows fundamental concepts, practices, and procedures of assigned field; originality and ingenuity are required.

 

Direction Received/Provided:

Incumbents in this class are responsible for the outcome and performance of the operations of assigned department, have responsibility for the oversight of people (staff) and resources (budget), which includes supervising the work of staff. Incumbent reports directly to County Board. Decisions made at this level are to interpret and carry out the objectives of the Country Board, which may include the creation and oversight of procedures and work methods.

  • State and federal laws and guidelines pertaining to county management and administration operations;

  • Managing, delegating and implementing a variety of diverse programs and functions related to the overall administrative operations of the County
  • Planning, interpreting and presenting financial, management and statistical information to official of the County and provide sound recommendations concerning the management and direction (s) for the County
  • Effectively communicating and establishing working relations with elected officials, department managers, representatives from outside organizations, citizen groups, employee groups, or other governmental agencies.
  • Conflict resolution and the mediation of disputes

Physical Demands and Work Environment:

In compliance with Americans with Disabilities Act, the following represents the Physical and Environmental Demands: Work performed is sedentary in nature, and typically performed within the Government Center or a satellite office. May occasionally lift 15-20 pounds. Frequent wrist and finger manipulation due to high amount of filing, compiling, calculating, or computer work. Equipment used may include, but is not limited to, computer, calculator, telephone, camera, and copier/scanner/fax machine. Occasional out of town travel may occur. Work interruptions are frequent. There is some pressure associated with project or activity deadlines. May also deal with individuals who may be emotionally charged. Additional physical/mental requirements that occur may not be listed above but are inherent in performing the position's essential functions.
