About the Department
Mt. Hood Community College’s Human Resources and Payroll team is dedicated to creating a supportive and inclusive environment where every employee can thrive. About the Position
This role provides professional support, consultation, and administration of the College's employee relations, labor relations, and performance management functions, including:
- Conducting analysis, negotiation, interpretation, and administration of employee and labor contracts.
- Conducting internal investigations into alleged violations of college policies and procedures and makes appropriate recommendations for resolution and/or disciplinary action based on findings.
- Acting as a resource for staff; providing consultation and guidance to management and associates on a variety of issues, including performance management, corrective action, policy interpretation, and investigations.
- Ensuring a fair and consistent approach response aligned with College practices, policies, procedures and legal requirements.

- Assesses, problem-solves, and provides counsel to managers and employees on a variety of sensitive human resources and organizational issues, with a particular focus on employee relations, labor relations and performance management; facilitates and collaborates on a broad range of HR issues with a variety of individuals and groups, including college executives and managers, employees, union representatives, and other internal or external stakeholders; assists in building consensus and resolving conflict.
- Acts as the initial Human Resources contact for managers and employees on employee and labor relations issues, including contract administration, grievance handling, arbitrations, collective bargaining, and unfair labor practice charges. Evaluates various situations as they arise by interviewing witnesses, reviewing policies/relevant documentation, contracts, conducting legal research and identifying strategies for the college’s leadership response.
- Works with managers to hear, respond to and resolve employee grievances; researches collective bargaining history and past practices and interprets labor agreements to formulate grievance responses.
- Confers with and coaches managers on performance management to improve the efficient and effective operation of campus programs, employee satisfaction, and/or the productive interactions and teamwork of staff.
- Assists or leads in the development, documentation, implementation, and update of HR policies and procedures.
- Provides technical support in preparation for grievance meetings, arbitrations, collective bargaining, mediations, and/or other administrative proceedings; collects and reviews supportive documentation.
- Plans and conducts internal investigations into alleged violations of college policies and procedures and makes appropriate recommendations for resolution and/or disciplinary action based on findings; drafts disciplinary documents. Researches and drafts initial responses to external complaints (e.g. BOLI or EEOC) on behalf of the college. Collects, analyzes, prepares, and reports relevant information and data on these issues.
- Develops and delivers training on a variety of topics, including, but not limited to, contract interpretation, employee relations, labor relations, HR policies and performance management. Conducts training gap analysis and needs assessments. Effectively conveys information about HR programs, concepts and legal principles to managers and employees through both oral and written methods.
- Provides strategic support and input to the design and improvement of the department and related programs and services; responsible for carrying out strategic initiatives. Assists with the preparation of short- and long-term plans in support of the college mission, vision and goals.
- Participates or leads negotiations as assigned.
- Bachelor’s degree in human resources, public administration or a related field
- Three (3) years of experience in employee and/or labor relations
- Basic proficiency in Microsoft Word, Excel, PowerPoint, and Outlook
- Experience working with diverse backgrounds; demonstrated commitment to promoting access and diversity
Preferred Qualifications
- Master’s degree in human resources or related field
- Experience with a broad range of human resources programs, procedures and plans
- Experience working with faculty and classified employee unions in an educational or public sector environment in Oregon under PECBA
- Principles, practices, and techniques of employee and labor relations, collective bargaining and employment
- Pertinent federal, state, and local laws and regulations related to area of responsibility
- Practical application of collective bargaining and employment laws
- Application of processes for influencing performance management
- Express information to individuals or groups effectively, both orally and in writing, taking into account the audience and nature of the information
- Effectively use mediation and conflict resolution techniques
- Conduct investigations and provide recommendations for issue resolution
- Reconcile labor relations issues in the context of both existing labor agreements and desired future states of labor and employee relations
- Work with diverse academic, cultural, and ethnic backgrounds of community college students and staff
- Write clear, concise, analytical, legally correct, accurate, and persuasive briefs, grievance responses, and management positions
- Analyze labor relations information, data, problems, practices or procedures to define problems or objects, consider alternative solutions, consequences and propose solutions
- Build strong and trusting relationships with unions
- Develop productive and respectful working relationships, both internally and externally
- Analyze situations accurately and exercise independent judgment in order to recommend adoption of an effective and proper course of action
- Present, explain, and negotiate matters to external and internal decision makers

Working Conditions
Works assigned schedule exhibiting regular and predictable attendance and works outside of typical schedule including evening/weekend hours, as necessary. Work will require travel to off-campus locations. Some overnight travel may be necessary.

Salary
Initial salary placement will be based on years of relevant full-time equivalent experience at the sole discretion of the College, per the guidelines in the applicable Handbook or Collective Bargaining Agreement. Hired employees will not have an opportunity to update past experience or appeal initial placement after the time of hire.
