Summary:
This position is responsible for administering, coordinating, and the overall growth of MCRC's Resettlement Program and all of the programs that fall under the umbrella of Resettlement. They will be responsible for program management, program development, budget management, data management and reporting, compliance, and community outreach and representation. This position will report directly to the Associate Director of Operations.
The Director of Refugee Resettlement will provide coordination and guidance to staff members serving in the R&P Program. This role encompasses a range of responsibilities, including designing and implementing new initiatives, guiding and overseeing implementation and improvement of existing programing, further developing monitoring and evaluation practices and related tools including strong client feedback mechanisms, understanding and applying relevant evidence-based practices, managing program budgets and grants, cultivating strong partnerships with community stakeholders including partner agencies and donors, engaging in capacity building efforts as needed to support access to high quality services, facilitating coordination with internal and external providers, and promoting a positive working environment and strong professional development opportunities for the Resettlement team.
Essential Duties and Responsibilities:(Other duties may be assigned).
1. Provide overall oversight of operations of the R&P Program
2. Supervises the delivery and coordination of Reception and Placement (R&P) Programing, GAPS, Matching Grant (MG), Refugee Medical Assistance (RMA), Ukrainian Humanitarian Parolees (UHP), and additional programs;
3. Supervises and mentors Case Managers;
4. Maintains current knowledge of agency’s Office of Refugee Resettlement-funded programs and US Resettlement Program;
5. Collaborates with Executive Director and Associate Director of Operations to develop, plan, and implement policies and procedures for refugee services;
6. Ensures appropriate documentation and reporting of services in compliance with grant requirements and performance standards, such as through regular case file reviews;
7. In conjunction with the Executive Director and Associate Director of Operations, ensures delivery of quality resettlement services through ongoing monitoring and evaluation of programs;
8. Prepare and submit accurate reports, statistics, and documentation as required by funding bodies, government agencies, and organizational stakeholders.
9. Maintain up-to-date knowledge of industry best practices, trends, and developments in refugee housing and logistics.
10. Administer the Reception and Placement Program as required under the U.S. Department of State’s Bureau of Population and Refugee Migration (PRM) Cooperative Agreement - Affiliate MOU with ECDC;
11. Directly work with resettlement caseworkers, housing coordinator, and other department members while providing support to the team by helping prioritize workloads, help troubleshoot challenges, and maintain appropriate professional development plans;
12. Promote and develop a high functioning, collaborative team and ensure effective integration of internships and volunteers within programs; collaborate with other MCRC program areas as appropriate to ensure client-centered service;
13. Work with department staff in all aspects of program startup, including timely planning of programing, developing individual staff work plans and spending plans, developing/implementing monitoring & evaluation plans, and other required program management tools;
14. Regularly update and communicate with program leadership on case allocations, assurances and new developments with families scheduled to arrive;
15. Proficiency in data management and record-keeping.
16. Ensure all programs are of high quality and consistently meet all established grant outcomes as well as internal benchmarks. Ensure close monitoring of spending, monitoring & evaluation, and data collection/entry for all grants.
17. Participate in meetings, committees, and working groups related to safe and affordable refugee housing and logistics to contribute expertise and advocate for the needs of refugees.
18. Support team on proactive solutions to key challenges in Erie, such as affordable housing and health navigation, and robust cultural orientations;
19. Participate in regular agenda-driven team meetings; and
20. Ensure that this position contributes to a professional work environment and provide excellent customer service and client care at all times.
21. Create and maintain a "WELCOMING" environment for families and staff.
22. Assist with picking up clients from the airport and welcoming to their new homes.
23. Provide outreach to raise awareness of programs, communicate with key stakeholders and partner agencies in the community, represent MCRC as needed, including giving presentations, facilitating site visits, etc. Represent MCRC on community coalitions and collaborations;
24. Assist in representing MCRC at resettlement related meetings, forums, and events in the community (i.e. Refugee Forum and Quarterly Consultation meetings); and
25. Assist in representing MCRC with public departments related to resettlement

Education and/or Experience
BA in Social Services or related field
Two to four years related experience and/or training; or equivalent combination of education and experience.
