About the Position
Multicultural Learning Center (MLC), a small, diverse-by-design charter school in the San Fernando Valley, is seeking an experienced Human Resource Administrator to bridge the gap between administrative and staffing functions across their two campuses, serving approximately 80 staff members. This strategic role will work collaboratively with the Business Manager while focusing on staff development, recruitment, and HR compliance.

Key Responsibilities
Recruitment & Hiring
- Develop detailed job descriptions and maintain annual postings.
- Actively recruit, source, and screen candidates through MLC’s internal systems and engagement with universities and community partners
- Conduct thorough reference checks for all prospective employees
- Serve as "Custodian of Records" for background checks and personnel files
- Create and implement comprehensive systems for training and onboarding
Staff Development & Performance Management
- Oversee MLC’s evaluation systems and ensure timely implementation
- Support staff in executing performance improvement plans (PIPs) and disciplinary actions
- Develop Employee Modification plans as needed
- Assist with and review staff evaluations
Compliance & Administration
- Update MLC’s Employee Handbook annually in collaboration with the COO
- Attend legal updates related to charter school employment laws
- Oversee ESSA Grid and District Personnel Compliance requirements
- Manage employee investigations, respond to complaints, and complete necessary follow-up
- Serve as point of contact for HR-related legal compliance in collaboration with the Executive Director and legal counsel
Strategic Planning & Culture
- Develop and implement staff retention communications and activities
- Organize Staff Roundtables to encourage open dialogue and feedback
- Conduct routine campus walk-throughs to assess position needs
- Develop Personnel Budgets with the Executive Director and COO
- Evaluate health benefits packages annually and make recommendations
- Develop and implement Employee Pipeline programs, including Teacher Residency and Tuition Assistance
- Provide annual salary evaluation and update scales
- Develop and maintain University Partnerships to recruit and engage in field work/student teaching programs.
Qualifications
Required
- Experience in human resources, preferably in an educational setting
- Strong understanding of what constitutes good teaching performance
- Ability to recruit and develop a teacher pipeline
- Experience with staff discipline and performance improvement plans
- Strong organizational and communication skills
- Familiarity with charter school operations
- Knowledge of HR compliance requirements for charter school
Preferred
- Fluency in Spanish and English
- Background in educational leadership
- Experience supervising managers
- Track record of successful recruitment and retention strategies
