The Multnomah County District Attorney's Office (MCDA) is seeking a dedicated, innovative, and collaborative Finance Manager to lead a high-performing team in one of Oregon’s most visible public law offices. As our Finance Manager, you will oversee all financial operations for MCDA, managing a team of five and serving as a key member of the executive leadership team. This role balances hands-on financial oversight with big-picture strategy, supporting a $50M budget that advances public safety, victim services, and equitable justice.
The Finance Manager represents the office within the Countywide community of finance professionals and plays a central role in advancing justice system accountability, transparency, and service excellence. This position is located at the downtown Multnomah County Central Courthouse. The work schedule is typically Monday through Friday from 8:00 a.m. to 5:00 p.m.
A successful candidate will bring a strong foundation in public budgeting, experience presenting complex financial information to diverse audiences, and a proven ability to lead and support high-performing teams. This role requires sound judgment, strategic thinking, and the ability to operate with a high level of independence, while collaborating across departments and with County leadership. Candidates should possess the knowledge and skills to support the Finance Unit in areas such as budget development and monitoring, financial analysis, forecasting, contract and procurement management, auditing and reconciliation, accounts payable/receivable, fiscal compliance, and preparation for internal and external audits.
The essential functions of this position include, but are not limited to, the following:
  • Provide strategic leadership and oversight for all finance-related functions of MCDA, including supervision of subordinate staff across a diverse workforce.
  • Plan, organize, and manage fiscal operations for MCDA, including budgeting, procurement, payroll, accounts payable/receivable, internal services, and related business services.
  • Develop, administer, and monitor annual and long-term budgets; coordinate the development of MCDA’s annual budget and ensure compliance with the County’s annual budget process; coordinate the Community Budget Advisory Committee (CBAC) for MCDA; prepare justifications and forecasts; identify funding opportunities; and manage contracts and grant resources.
  • Serve as a key advisor to department leadership on financial strategy, policy development, and regulatory compliance; lead the development of sustainable financial and operational plans.
  • Supervise, train, and support a diverse workforce; act as a resource and provide direction, guidance, and leadership to staff; advise on complex and sensitive issues; and, as needed, select, direct, and manage the work of consultants.
  • Analyze and interpret federal, state, and local laws, regulations, and industry trends to ensure compliance and inform policy, operational practices, and strategic direction.
  • Monitor and adjust fiscal systems; oversee the preparation of financial reports, annual statements, and audits to ensure accuracy, transparency, and accountability.
  • Represent the department in meetings with elected officials, community stakeholders, external partners, and interagency groups; provide expert guidance, conduct outreach, and resolve complex and sensitive issues.
  • Lead or participate in enterprise-level financial initiatives, negotiations, and strategic ventures that mitigate risk and advance the County’s fiscal stability and service delivery goals.
  • Perform other related duties as assigned.

Required Minimum Qualifications:
  • Education/Training: Equivalent to a Bachelor's Degree from an accredited college or university with major course work in accounting, finance, or a related field; AND
  • Equivalent to a Bachelor's Degree from an accredited college or university with major course work in financial analysis, budgeting, accounts payable/receivable, purchasing, invoicing, payroll and general ledger, professional accounting, or grants management and can demonstrate the ability to perform the duties of the position.
  • Financial managerial and supervisory experience is required.
  • Manage time effectively, organize and prioritize tasks.
  • Can establish and maintain effective working relationships with management and line staff within MCDA, and with other County employees, vendors, contractors, elected officials, other government agencies, and the public.

Preferred Special Qualifications/Transferable Skills: Please include any relevant knowledge and experience listed below in your resume, cover letter and application.
  • Knowledge and/or experience of principles and practices of accounting, purchasing and auditing, including governmental accounting and budgeting, Generally Accepted Accounting Principles (GAAP), Government Auditing Standards, and Government Accounting Standard Board (GASB), principles and practices of supervision, and general office procedures.
  • Knowledge of and skill using computerized/data processing applications: Workday, Questica, and Excel related to accounting, purchasing, auditing and budgeting procedures and practices.
  • Skill and ability to interpret and apply accounting and fiscal-related laws, ordinances, rules, regulations, policies and procedures; apply and adapt established accounting principles and procedures to a variety of County fiscal applications; analyze data from various sources, draw logical conclusions, identify problems and develop solutions; prepare and maintain complex, non-standard reports and records;
  • Experience with accounting-related computer software and financial reporting systems.
