is searching for a Limited-Duration Assignment (LDA) IT Project Manager 1. Limited Duration Assignments (LDA) are expected to last up to two (2) years, but may end sooner.
OVERVIEW
Are you ready to transform technology? We're seeking a highly motivated and forward-thinking IT Project Manager 1 LDA to support the IT Division’s technical strategy and budget process, and implement IT solutions that align with our goals. This role will directly support the work of the CIO’s office and contribute to high-level initiatives, including strategic budget planning and policy development.

(DCA) as an IT Project Manager 1 LDA and take the lead on key technology projects. Reporting to the Deputy CIO, you'll manage medium-complexity initiatives from start to finish, directly influencing how technology serves our community. Your responsibilities span the entire project lifecycle, including planning, building business cases, financial analysis, budget support, handling service requests, and contributing to larger operational or capital projects.
Types of Projects May Include:
  • Supporting budget and program offer development and tracking, including monthly reports
  • IT Temp Staffing, and Staff Augmentation Contract Coordination
  • IT Project and IT Strategic Initiative Managemen;
  • IT Division Communications and Coordination
  • Coordinating Complex Meetings and IT Community Events
  • Developing, organizing and maintaining IT Division Policy, Procedures and Standards in coordination with the IT Senior Team
Major Responsibilities:
Project Leadership: Lead the planning, implementation, and monitoring of low-to-moderate complexity IT projects using agile methodologies. Develop comprehensive project plans defining scope, resources, timelines, and milestones. Champion the project vision and customer value, ensuring alignment within the project team. Track project progress using tools (like ServiceNow), manage changes effectively, and drive process improvements throughout the project lifecycle.
Technical Oversight: Provide technical oversight by supervising project team members, promoting IT best practices, industry standards, and awareness of relevant technology trends. Contribute technical expertise to the development, documentation, and communication of IT policies, procedures, and standards, and actively participate in evaluating and testing system upgrades and new product selections.
Strategic Decision-Making: Support strategic decision-making by contributing to IT budget and capital project processes, leveraging technical knowledge to create compelling business cases addressing specific business needs. Ensure solution compliance with all relevant regulations and policies, while also recommending and implementing evaluated improvements to achieve project and operational goals.
Customer Needs Analysis & Solution Planning: Collaborate with customers to define goals and analyze needs, then oversee or develop the detailed requirements, process analyses, UAT plans, and training necessary to deliver user-centered solutions.
Facilitation: Effectively coordinate meetings and schedules, including for the Deputy CIO, while skillfully guiding discussions among diverse stakeholders, technical teams, and customers to achieve project objectives.

Collaboration: Actively collaborate within the IT division through participation in PMO meetings and initiatives, effectively represent IT leadership on county-wide committees and task forces, and support internal team events and communications.

Risk Management: Proactively identify, document, communicate, and track project issues and risks, developing and implementing appropriate mitigation strategies.

Communication & Reporting: Ensure clear communication by regularly reporting project status to stakeholders, effectively articulating complex technical concepts to diverse audiences verbally and in writing, professionally handling inquiries with timely follow-up, and maintaining accurate project information online.

Mentorship & Guidance: Support team members by providing performance feedback input to their managers, and offer expert IT guidance to internal departments, the public, and external agencies as required.

Minimum Qualifications/Transferable Skills*:
  • Bachelor’s Degree or equivalent practical experience AND
  • Three (3) years of experience managing IT projects, coordinating technical initiatives, or performing business analysis for IT solutions. (Equivalency 7 years of qualifying training and/or experience).
  • Experience with schedule, meeting coordination/organization.
  • Experience with strategic planning and policy development.
  • Experience with departmental level budget management.
  • Experience with Agile methodologies.
  • Experience with IT Service Management (ITSM) or Project Portfolio Management (PPM) tools, ServiceNow.
  • Experience using generative AI tools (Gemini or ChatGPT).
  • Demonstrated experience using the Google Workspace suite of tools.
  • Experience with project scheduling and collaboration tools (e.g., Smartsheet, ServiceNow).
  • Demonstrated experience with IT infrastructure or operations.
  • Demonstrated experience with researching, writing, and presenting compelling business cases to justify IT projects and expenditures.
  • Demonstrated relationship building and communication experience in a large team >20 members.
  • Experience supporting senior executives/leadership.

  • Project Management Profession (PMP) Certification.
  • Experience in the Public Sector.

Teleworking: At this time, this position is designated to “Hybrid telework,” meaning you will be working remotely (from home) four days a week and one day in the office (Tues). As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. ADDITIONAL INFORMATION:
This recruitment may be used to fill full-time, part-time, temporary, limited duration and on-call positions.
Type of Position: This salaried executive position is not eligible for overtime.
Location: This position is located in the Multnomah Building, 501 SE Hawthorne Blvd. See above for information about teleworking.
Schedule: Monday - Friday 8:00am - 4:30pm. There is some flexibility with the start and end times and a possibility of a 9/80 schedule depending on the needs of the project teams.
