Position Title : Senior Test Engineer

Reports To : Manager, Protection & Testing

Summary :

Test Engineers at the Municipal Electric Authority of Georgia (MEAG Power) play a critical role in ensuring the safe and reliable operation of protective and control systems within substations. This includes overseeing the commissioning, testing, and troubleshooting of electrical systems to ensure compliance with safety and operational standards. The Test Engineer provides technical supervision to contractors, supports real-time operations, and collaborates with various stakeholders on major infrastructure projects, maintenance, and system enhancements.

The Test Engineer also contributes to the overall success of MEAG's Protection & Testing organization, ensuring reliable relay protection and operational conditions across MEAG's vast transmission and distribution networks. This position requires in-depth knowledge of power systems, relay coordination, and commissioning procedures, as well as a commitment to safety and efficiency in all aspects of substation operations. In addition, project management and supervisory skills contribute success on this position.

The successful candidate will gain extensive knowledge of both Transmission and Distribution System protection & testing practices, and will build strong working relationships with MEAG Participants, along with other cross-functional areas, and with external stakeholders.

The successful candidate will also have opportunities to train and develop subject matter and leadership expertise in many areas of the Georgia ITS System, Solar and Battery Integration, NERC and FERC Compliance, Physical and Cyber Security, Real-time Operations, SCADA system, Storm Restoration, General Support, and other areas.

Key Responsibilities / Accountabilities :

  • Provide technical supervision and support to test engineers’ contractors and wiremen, overseeing commissioning tasks including :

Commissioning distribution substations with voltages ranging from 12kV to 25kV and transmission stations with voltages ranging from 46 kV to 230 kV, based on customer requirements

  • Applying relay settings and performing relay calibration based on System Protection specifications, including both microprocessor-based and electromechanical relays.
  • Testing and commissioning new or existing protection panels, power equipment (e.g., breakers, transformers), station service systems (AC & DC), communication equipment (e.g., SCADA RTU), and metering systems.
  • Preparing switching orders and performing substation switching.
  • Troubleshoot issues identified by Operations & Maintenance or other MEAG departments. Assist the O&M department in restoration during major storms, as needed.
  • Provide technical support to MEAG Participants, assisting with outage management, system operations, and other technical challenges.
  • Manage and update documents in the substation, including submitting field-markups to engineering teams and maintaining As-Built drawings.
  • Update Operating Instructions (OI) and System One Line Diagrams (SOL) for substations, collaborating with the GPC Transmission Control Center (TCC) to ensure approval and implementation.
  • Ensure the latest System Operator One Lines are up to date in STOMP and work with the GPC TCC for approval.
  • Support GPC Test personnel by answering questions related to MEAG transmission station operations and best practices.
  • Qualifications :

  • B.S. Electrical Engineering (or other relevant) degree with comparable power system experience required.
  • Minimum three to five years of experience in power system relay testing and commissioning.
  • Strong ability to read and understand electrical control drawings.
  • Excellent communication skills, with the ability to effectively interact with contractors, team members, and other departments.
  • Capable of performing duties with minimal supervision, demonstrating a high degree of initiative and problem-solving.
  • Ability to travel to work destinations, typically within the State of Georgia, and reach remote areas within 2 hours.
  • Experience in one or more Power System areas (Planning, Protection & Control, SCADA, Fault Analysis / Power Quality) is a plus.
  • Knowledge of applicable NERC Standards such as PRC-005 is a plus.
