What are the responsibilities and job description for the MENTAL HEALTH CLINICIAN II (Medical Officer) - Range 24 / EXE (2 Vacancies) position at Municipality of Anchorage?
This is an executive position (no union affiliation) and serves at the pleasure of the Mayor of the Municipality of Anchorage.
DEPARTMENT: Anchorage Fire Department (AFD).
HOURS OF WORK: Monday through Friday; hours range between 8am - 6pm; (Hours vary, can include nights).
LOCATION OF WORK: 1140 Airport Heights.
Perform triage, crisis assessment, crisis intervention and stabilization; referral and linkage services for individuals in crisis through the Mobile Integrated Health Program (MHIP). Provide client-centered mental health services; implement program goals; provide skilled psychotherapeutic casework services to MIHP clients with mental illness or neurodevelopmental disorders. Develop a collaborative relationship with the officer they will be paired with. Work environment is office based and mobile, including roving to individuals in need of MIHP services who are in homeless shelters, residences, hotels, hospitals, other public agencies, and the community at large. Foster relationships with external psychosocial agencies and organizations. Provide consultative services to other Municipal offices. Support other teams of the MIHP, as needed. Participate in department training, planning and unit strategies. Perform other required duties as assigned.Medical degree from an accredited Medical School, and six (6) years of experience in behavioral/mental health clinician providing clinical and/or case management services and/or substance use disorders.- A State of Alaska Physician License at time of application.
OR
Master’s or higher-level degree in Social Work, Psychology, Counseling, or Marriage and Family Counseling, and two (2) years of experience in behavioral/mental health clinician providing clinical and/or case management services and/or substance use disorders.
Must possess and/or obtain:
- Valid State of Alaska Driver’s License at time of hire with satisfactory driving record.
- Satisfactory completion of a national criminal background investigation (AS 12.62.160 and AS 12.62.400).
Must possess the following abilities/qualities:
- Assess, intervene, or implement necessary emergency procedure protocols when dealing with behavioral health crises/emergencies.
- Multi-task with little to no supervision.
- Communicate verbally and in written format in a professional manner.
- Analytical skills.
Preference:
- Licensed as a Clinical Social Worker.
- Licensed Professional in Psychology, Counseling and/ or Marriage & Family Counseling.

Appointment to this position will be conditional based upon the submission of a current copy of the applicant's Alaska driver's license and a current (dated within 30 days from date requested) copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states if the Alaska driver's license was first issued within one year prior to application, documenting an acceptable driving history. All required certifications and licenses must remain current for the duration of employment.
Military Service Interview Preference:
Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.
Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
