POSITION SUMMARY:  This is a professional administrative management position responsible for the supervision of Family Services in assigned districts and the implementation of program activities to meet the federal and state regulations for Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA).  The ERSEA Services Coordinator works in collaboration with designated staff in each partnership and Delegate agency for coordinated service delivery.  This position is responsible for the analysis and reporting of ERSEA data at the individual child, classroom, center, district, and program-wide levels.  The ERSEA Services Coordinator provides training, mentoring, supervision and ongoing monitoring to assigned family services personnel. This position also provides information and community resources for staff and parents.  In addition, this position serves as a liaison between Murray Head Start and community agencies.



QUALIFICATIONS:

 

This position requires a minimum of a bachelor’s degree and related work experience in social work or a related field.  Necessary skills include basic knowledge of the scope of federal and state regulations, the ability to manage and analyze multiple sources of child and family data, the ability to clearly express ideas verbally and in writing, and coordination with other program services areas and a variety of community agencies.  Administrative ability, experience in personnel management, and strong organizational skills are desired.



JOB RESPONSIBILITIES:

 

  1. Supervises and supports the implementation of Head Start Program Performance Standards, agency policies and procedures, and program goals and objectives.
  2. Participates as a member of the Family Services management team to guide program service delivery.
  3. Provides training and technical assistance to Family Services staff.
  4. Monitors family services records and activities as assigned.
  5. Monitors child and family database information.
  6. Maintains knowledge and skills using Child Plus data management system.
  7. Analyzes and reports child and family data monthly, quarterly and annually as assigned to Head Start administration, Policy Council, Governing Board, school district partners, Delegate agency, and federal reporting systems.
  8. Serves as a resource to partners and community agencies regarding Family Services and ERSEA.
  9. Positively promotes Murray Head Start within the school district and community.



SPECIFIC DUTIES AND PERFORMANCE RESPONSIBILITIES:

 

PLANNING:

  • Participate in the planning of comprehensive family services with an interdisciplinary team of staff, parents, and other component specialists.
  • Work with family services team to update program goals, plans, and the agency Training and Technical Assistance plan.
  • Recommend improvements to the Child Plus management system, including meeting the data needs of Head Start management and school district partnership reporting.



COMMUNICATION:

  • Consult regularly with staff on the status of family services and progress documentation toward family goals.
  • Conduct training on request for staff and parents in the areas of family services and ERSEA.
  • Meet regularly with the program administrators to discuss the strengths and needs of supervised personnel.
  • Participate in management team meetings as the content area expert for eligibility, recruitment, selection, enrollment and attendance.
  • Keep administrative staff informed of ERSEA data and concerns throughout the program year.



RECORDKEEPING AND REPORTING:

  • Document family services observations as they are completed.
  • Document reviews of program files as they are completed.
  • Submit monthly program reports, quarterly reports, and annual agency summaries as assigned or requested.
  • Assist the Family and Community Partnership Services Program Administrator with the preparation of agency reports as needed.



ERSEA (Eligibility, Recruitment, Selection, Enrollment, Attendance):

  • Set up new poverty/age guidelines.
  • Assist Family Services staff with recruitment, registration and enrollment, to include overseeing work schedules and quality control of applications.
  • Collect and monitor recruitment materials.
  • Maintain a master list of registration schedules.
  • Compile monthly registration reports.
  • Oversee the selection of Head Start children, enhanced children, and WKU Delegate children for enrollment.
  • Revise funded enrollment chart for the year and distribute to management and field staff.
  • Monitor full enrollment and over-income lists for Head Start and Early Head Start.
  • Set up Child Plus average daily attendance reporting.
  • Compile monthly enrollment and average daily attendance reports.
  • Monitor attendance records daily, weekly, monthly, and annually; assist with follow-up of absences, when necessary.
  • Schedule and conduct annual ERSEA trainings.
  • Schedule and conduct ERSEA workgroups.
  • Analyze average daily attendance for trends of low attendance, and ensure follow up is provided.
  • Monitor after 60 days the quarterly attendance of children who are at risk of missing 10% of open school days.
  • Provide family services resources for parents on the importance of good attendance.



ONGOING MONITORING AND DATA ANALYSIS:

  • Monitor the program’s ERSEA procedures and documentation of services to ensure records are complete, current and accurate.
  • Monitor Child Plus reports in preparation for the Program Information Report.
  • Assist the Family and Community Partnership Services Program Administrator with data collection and analysis for the annual PIR and Community Assessment updates.
  • Analyze and interpret ERSEA data for assigned reports and recommended program improvements.
  • Conduct family services site visits as scheduled and provide training and technical assistance as needed.
  • Identify areas of concern and make recommendations for improvements for individual districts and program-wide services.



FISCAL MANAGEMENT:

  • Assist with management of the Family Services budget.
  • Approve family services purchase requests for assigned districts.



FACILITIES, MATERIALS AND EQUIPMENT:

  • Monitor and approve requests for family services office equipment and supplies for assigned districts.
  • Make recommendations for family services resources and materials.
  • Update and order registration and family services forms and maintain supply of forms for the year.
  • Assist in the delivery of supplies and resources as needed.





SELF-ASSESSMENT:

  • Participate in the evaluation of program services, goals and objectives.
  • Support assigned districts with self-assessment activities to evaluate facilities.
  • Provide program-wide data summaries for self-assessment analysis as requested. 



HUMAN RESOURCES:

 

  • Supervise and evaluate assigned family services personnel according to federal and state evaluation policies for classified personnel.
  • Participate in the screening and hiring of staff as needed.
  • Assist with the collection of new employee records.
  • Assist in the design, development, and delivery of in-service training programs and orientation for staff.
  • Collaborate with school district personnel and Head Start administration on personnel actions and vacancies.
  • Support staff in the development and completion of individual Professional Growth Plan goals.
  • Maintain knowledge of updates to Child Plus and the impacts on data entry and retrieval, working with the agency Data Services Specialist for support and assistance.
  • Review and approve monthly timesheets of assigned staff.



PROGRAM SERVICES:

  • Supervise and implement family services goals, policies, and activities in accordance with annual program plans, state and federal standards, and other quality initiatives.
  • Assist staff in implementing family engagement in assigned districts.
  • Support the implementation of family services activities to enhance school readiness and meet identified school readiness goals.
  • Serve as a liaison between community agencies and Head Start families and staff.
  • Assist in the development of referral systems and procedures between Head Start and community agencies.
  • Serve as an advocate for low-income and at-risk children and families within the program and the community.
