Job Description Summary

The Medical University of South Carolina (MUSC) and NCI-designated Hollings Cancer Center (HCC) seeks a dynamic individual to lead and manage HCC’s HR operations. This critical role is responsible for aligning human resource strategies with organizational goals to drive growth, innovation, and excellence as part of HCC’s mission to eradicate cancer locally, nationally, and globally through innovative research, exceptional patient care, and meaningful collaboration with the communities we serve.

As the HR Manager, you will provide strategic leadership in talent acquisition and management, and regulatory compliance. Additionally, you will oversee the seamless delivery of HR services and foster a workplace culture that supports employee engagement and organizational success.

This position is an integral member of the Hollings Administrative Leadership team and reports directly to the Director of Finance and Business Administration.

Job Description

35% Personnel Management and Recruitment

  • Oversee all departmental personnel actions, including hiring, terminations, employee relations, immigration, and payroll.
  • Coordinate employee action requests, recruitment postings, salary changes, and visa applications for international hires.
  • Manage staff and faculty onboarding and offboarding processes, ensuring timely completion of MUSC HR documentation and training.
  • Collaborate with hiring managers to develop position-specific SOPs, training schedules, and itineraries.
  • Conduct "stay" and exit interviews while ensuring faculty appointments meet credentialing, licensing, and resource requirements.
  • Directs employee training and development; identifies needs based on consultation with supervisors and managers; schedules training based on available resources and coordinates appropriate administrative details.
  • Maintain and manage centralized HR data systems, serving as the main recordkeeping resource for faculty and staff.
  • Track and report personnel data, ensuring accuracy and compliance with institutional requirements

35% Employee Relations and Policy Compliance

  • Serve as a trusted advisor to faculty and staff, providing guidance on performance management, team dynamics, employee engagement, and change management.
  • Offer expertise on State, Federal, and University policies, ensuring alignment with MUSC standards.
  • Support supervisors in managing high-level employment actions, including corrective actions and terminations.
  • Advise leadership on conflict resolution and review departmental policies for adherence and relevance.
  • Coordinate the annual Employee Engagement Survey, including data preparation and distribution.
  • Collaborate with leadership to communicate survey results, develop improvement plans, and drive satisfaction efforts
  • Administer performance evaluation tools (e.g., OurDay, Interfolio), ensuring compliance with policies.
  • Review employee evaluations and advise managers on best practices.
  • Lead employee engagement initiatives, including recognition programs and compliance cycles (e.g., Conflict of Interest disclosures).

30% HR Operations Oversight

  • Supervise and support the HR Coordinator to ensure smooth execution of HR functions.
  • Forecasts human resources needs and problems; makes recommendations regarding human resources planning; assists in developing agency wide policies and in strategic planning.
  • Manage daily HR operations while ensuring compliance with institutional policies and employment regulations.
  • Partner with HCC divisions (e.g., Clinical Trials, Finance, Communications) to foster a positive workplace culture and streamline processes.
  • Participate in the development of HCC’s budget by collaborating with the finance team to ensure appropriate funding for new and existing employees and aligning workforce planning with financial resources and organizational goals.
  • Oversee staff timekeeping and leave reporting processes, ensuring compliance with University policies.
  • Facilitate the implementation of new timekeeping systems and educate employees on related changes.
  • Provide reports and procedural guidance on timekeeping policies and practices.
