Job Description

Summary

Under limited supervision, directs and manages the operation of the University Planning, Design, and Construction program, in-house construction, space management, and sign shop departments. This includes oversight and records management of all project files and related activities, timely review and payment of project related invoices, and assurance of assigned staff competencies. Coordinates the efforts of commercial professional services design, construction and engineering firms and supervises the planning and design of in-house design and construction work. Responsible for the development and preparation of Board and State required notifications and documentation throughout the project lifecycle, prepares and oversees contract administration and works closely with the Office of the State Engineer (OSE), Commission on Higher Education (CHE), South Carolina Executive Budget Office (EBO), Department of Public Health Facilities Construction (DPHFC), various authorities having jurisdiction (AHJ’s) and local planning, zoning, and historical groups as appropriate. Assures design and construction work is compliant with applicable codes. Represents MUSC Engineering Division at hearings, mediations and court regarding construction and design work. Performs related duties as required.

Job Summary :

Job Responsibilities :

15% - Supervises the operation of the University engineering, drafting, contract administration and construction inspection groups. Participates in and coordinates planning, design, and preparation of construction contract plans and specifications for both major capital improvement work and smaller in-house work. Monitors project budgets, AE fees, and construction costs. Directs the placement of construction and AE ads in South Carolina Business Opportunities (SCBO). Directs and participates in pre-bid, pre-construction, and construction meetings. Monitors project budgets, AE fees, and construction costs. Reviews and approves or disapproves contractor change orders and AE amendments. Coordinates construction and AE documentation with the State Engineers Office, the Commission of Higher Education, and SCDPHFC.

15% - Ensures University design work is compliant with applicable building and safety codes and in compliance with State Engineer, Division of Procurement Services, CHE, DPHFC, NFPA, EPA, and other AHJ requirements.  Includes coordination with facility support team for response assistance for called needs, coordination with Capital Planning and Project Management system for smooth project administration and data documentation, and coordination with regulatory compliance team.

15% - Provides (as appropriate) regular communication, coordination, and project updates with Enterprise Chief Facilities Officer, senior MUSC Facilities Engineering Leadership, MUSC Board of Trustees, and University Executive leadership related to project planning, construction, occupation, and transition to operations maintenance. Ensures building infrastructure and critical systems are coordinated with the appropriate stakeholders.

15% - Supervises and Coordinates with the in-house construction manager (carpenter, Paint, and Sheet Metal shops) to ensure appropriate compliance with State, DPHFC, and appropriate AHJ’s regulations and guidelines. Advises on effective design and delivery methods for projects being reviewed for in-house construction.

10% - Establishes job priorities and assigns projects to staff engineers and monitors their work. Approves the assignment of inspectors and drafting personnel to projects and reviews their work. Ensure as built drawings, submittals, and closeout documents are received and distributed to the appropriate people. Ensures Project Managers are meeting user expectations while meeting budget and schedule expectations. Ensures regular reporting of project status is managed.

10% -Participates in University short and long-range planning, estimating, and scheduling of capital projects. Ensures MUHA Manager of Planning and Design coordinates potential and approved project planning involving University or Joint use buildings. Provides smooth handoff of projects to Project Managers.

10% - Supervises and coordinates with the Space Management and Quality & Compliance (sign shop) managers to ensure appropriate compliance and reporting with State, Joint Commission, and DHEC regulations. Advises on appropriate design and delivery methods for projects being considered for external vendor signage procurement.

10% - Uses consistent meeting agendas, rounds on employees and customers, and writes thank you notes. Ensures the employee performance management system (EPMS) process is completed fairly and in accordance with State and University requirements. Manages compliance of Construction & Design for MUSC Excellence, Leader Development Institute (LDI), and other goal setting and management for staff development and compensation.

Preferred Training and Experience : BS degree in Engineering, Architecture, or Construction / Project Management with 8 years of experience, including building construction administration. Registration as a P.E. or architect in the state of South Carolina preferred. Extensive knowledge of building codes, State, Federal and local laws, and requirements regarding construction / renovation work. Must be able to interpret codes and laws applicable to MUSC. Extensive knowledge of principles and practices of engineer and architecture as applicable to MUSC construction and renovation projects.
