Job Purpose

Supervise the System Operators to ensure optimum operation of the Utility’s electric and water distribution systems. Ensure reliable, cost-effective delivery of power to the customer, while contributing to the stability of the interconnected power grid. Responsible for the System Operator training program, and must stay current with training objectives and methods. Ensure all NERC required policies and procedures are reviewed and updated in accordance with established schedules. Responsible for maintaining the work schedule for System Control and making necessary changes.

The Control Center Supervisor has the responsibility and authority to implement real-time actions that ensure the stable and reliable operation of the Bulk Electric System (BES). This authority will be to direct or perform whatever actions are necessary in response to system contingencies and emergencies to resolve the problem and maintain the integrity of the control area and interconnected transmission system.

Specific Responsibilities

  • Supervise the activities of Control Center personnel, including the following:
    • Make recommendations for hiring, promotion, evaluation, discharge, or other disciplinary action.
    • Develop the System Operator work schedule to ensure appropriate coverage at all times and that a NERC Certified System Operator is on duty at all times.
    • Coordinate attendance at training seminars for all System Operators so NERC certification can be maintained.
    • Train employees on MPW policies and procedures. Ensure employees have a thorough understanding of the above.
    • Provide guidance to staff regarding work procedures, technical issues, work priorities, and special requests.
    • Assess, actively develop, and set goals with employees to assist in their preparation for future growth within the Utility.
    • Develop/maintain a culture of continuous improvement within the department. Utilize lean principles and other continuous improvement tools in an effort to maximize the efficiency of the department.
    • Ensure quality customer service is provided and that work is completed accurately, thoroughly, safely, timely, and that employees are as productive as possible.
    • Develop/maintain a culture of safety within the department. Support the Utility’s safety programs, ensure adequate training, and provide safe working conditions and practices.
  • Develop, maintain, and administer the System Operator Training Program and other documentation to meet NERC and MRO standards requirements.
    • Evaluate NERC and procedural changes to determine if they will require additional training or documentation updates.
    • Develop and maintain the internal training database used to manage operator training requirements and certification.
    • Schedule and maintain training records in the MISO Learning Management System.
    • Develop, maintain, and follow policies and procedures in the NERC Standards (Reliability, CIP, and MRO), MISO Business Practice Manuals, the MPW System Operator Guide Book, MISO training documentation, and other documentation.
    • Develop and maintain operating guides, response procedures, and call out procedures for the Utility. Ensure the MISO Outage Coordination Policy is followed for transmission and generation outages.
  • Create, review, and approve switching procedures to ensure the highest degree of efficiency, system security, service, and safety is maintained. Follow procedures for interconnection switching guides with neighboring utilities. Maintain the Switch Location Book and assign switch numbers as needed.
  • Analyze daily operating condition and recommend changes to Manager, Control Center that would improve system reliability and/or operating efficiency.
  • Coordinate with other departments, providing information, facilities, and assistance as needed. This may include attending weekly scheduling meetings for T&D operations.
Other Responsibilities

  • Perform load forecasting to facilitate next-day offers into the MISO Day Ahead Market and coordinate with outside marketing partner.
  • Act as backup to Manager, Control Center as appropriate.
  • Serve as a Local Security Agent for digital certificates and contact for the MISO Outage Scheduler, Control Room Outage Window (CROW), program to ensure information is updated and System Operators can access the system as needed.
  • Issue hold tags and administer the Switching and Hold Tag Order Procedure for the A/O field crews.
  • Respond to telephone calls from customers relating to electric, water, and communications systems operations and outages or other questions relating to MPW.
  • Monitor security systems.
  • Provide information to other departments and the outside marketing partner.
  • Other duties as assigned.
