Ordained Protestant Pastor

The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

Protestant Pastoral Services – Dugway Proving Ground
1.0 The services of a Protestant Pastor fall under the Dugway Proving Ground Installation Chaplain’s Religious Support Program as defined in the Command Master Religious Program (CMRP). The mission of the Chaplain’s Religious Support Program is to provide military religious support activities that meet the religious requirements of Soldiers, Families, and authorized civilians. The primary goal of the Chaplains’ Religious Support Program is to ensure the free exercise of religious preference which is a statutory requirement under USC Title 10. Protestant Services and the Lord’s Supper are Statutory (Title 10), Essential Elements of Religion. As a non-personal services Ordained Protestant Pastor, the Protestant Pastor is not a member of the Commander’s Staff or Command Chaplain’s Staff.
2.0 Services provided shall be conducted in accordance with Army Regulation 165-1 Army Chaplain Corps Activities. All services under this contract are to be performed by an ordained Protestant Pastor. The Protestant Pastor will provide regular and special Protestant Services, and the Lord’s Supper to the Protestant congregation at the locations and dates identified herein. The Ordained Protestant Pastor shall advise the Government Chaplaincy personnel as the Protestant subject matter expert (SME). The Ordained Protestant Pastor shall serve as the SME on Protestant religious instruction in compliance with the conformity listing maintained by the AMS.
3.0 PERIOD OF PERFORMANCE. The Government contemplates a contract consisting of:
3.1 Base Year: date of award plus 12-months
3.2 1st Option: 6-months
4.0 PLACE OF PERFORMANCE.
4.1 Place of Performance is at Government facility, Dugway Proving Ground Installation.
4.1.1 Hope Chapel, Building 5100, Dugway Utah 84022
4.1.2 Other RSO office or event locations located on Dugway Proving Ground
Installation in accordance with published religious worship and observance schedules.
5.0 REQUIREMENTS (TASKS).
5.1 General. (Tasks common to the below enumerated tasks/CLINs)
5.1.1 Ordained Protestant Pastor shall attend planning and coordination meetings and provide necessary input for services.
5.1.2 Ordained Protestant Pastor personnel shall regard personal information on all applicants, volunteers, and participants as confidential. Ordained Protestant Pastor shall comply with all privacy and confidentiality laws and regulations. As required by public laws and military regulations, the Ordained Protestant Pastor shall divulge information of illegal activities to the proper authorities.
5.1.3 The Ordained Protestant Pastor personnel shall present a neat, well-groomed appearance appropriate for religious worship services and other activities identified in this PWS while performing under this contract.
5.1.4 Ordained Protestant Pastor personnel shall behave in a professional manner befitting US military religious support activities. Ordained Protestant Pastor personnel shall demonstrate dignity and respect, keeping in harmony with the values and norms of the Army Chaplain Corps.
Ordained Protestant Pastor personnel shall refrain from using offensive language such as swearing, cursing, disparaging language, and other such communications.
5.2 Task 1 (CLIN 1 – Protestant Pastor Services).
5.2.1 Weekly Service: The Ordained Protestant Pastor shall conduct weekly service one time per week in coordination with DPG COR for religious services in accordance with the General Instruction of the Missal (GIRM) normally lasting one hour and including a sermon, as scheduled by the Government POC. One weeks’ notice will be given to the Ordained Protestant Pastor of any possible change of required day of service for the upcoming week. Also, Ordained Protestant Pastor is to include providing essential materials and pastoral services as needed at DPG.
5.2.1.1 The weekly service shall be on Sundays and the time will be coordinated with the COR.
5.2.1.2 At a minimum, each weekend service shall include a homily and alter call.
5.2.2 Baptism:
5.2.2.1 Ordained Protestant Pastor shall prepare subjects for and perform baptisms as necessary.
5.2.2.2 Ordained Protestant Pastor shall record baptisms and record baptisms with the consent of the subject.
5.3 Task 2 (CLIN 2 – Additional Pastoral Counseling)
5.3.1 Pastoral Care and Counseling: Ordained Protestant Pastor shall provide any Specific Counseling, Relationship Counseling and/or triage for referral to Garrison Family Life Chaplain or other referral agencies. Ordained Protestant Pastor will be on site at the place of performance one day a week for 8-10 hours. One weeks’ notice will be given to the Ordained Protestant Pastor of any possible change of required day of service for the upcoming week.
5.3.2 Matrimony and Pre-Matrimonial Counseling:
5.3.2.1 Marriage Preparation Counseling with corresponding documentation
5.3.2.2 Annulment counseling with corresponding documentation
5.3.3 Anointing of the Sick, Funerals, and Burials: Ordained Protestant Pastor shall anoint the sick and preside over and perform burial and funeral rites.
5.3.4 Battlefield Circulations: The Ordained Protestant Pastor will conduct battlefield circulations with the COR to check on the health and welfare of the Dugway community. Locations
as English Village, Ditto, and Triple 7.
5.4 Task 3 (CLIN 3 – Additional After Hours Availability)
5.4.1 After Hours: Ordained Protestant Pastor will be available for after-hours phone calls or e-mails to provide counseling on an as needed basis.
6.0 ORDAINED PROTESTANT PASTOR QUALIFICATIONS. The Ordained Protestant Pastor shall provide a resume and documentation to substantiate personal qualifications.
6.1 The Ordained Protestant Pastor shall provide a resume indicting that the Pastor is an ordained Pastor and has experience ministering in the church. The documentation should include any credentials and years of experience.
