5.0 BACKGROUND.

(a) The Government assumes no responsibility for costs incurred for services performed by the Musician that are not included in this contract. There are no provisions for lodging, employee benefits, medical care, retirement, or Workmen's Compensation Insurance. Payment shall be made monthly on a per service basis.

(b) The Musician shall provide support for those services for which no Fort Belvoir Unit Ministry Team

(UMT) Members (Chaplains and Religious Affairs Specialists), RSO Department of the Army (DA) Civilians and Volunteers can provide. The contract cannot duplicate duties required or provided by these entities as contracted services are an exception to policy.

(c) The Musician shall serve the Traditional Protestant Congregation and the greater Fort Belvoir religious support community.

(d) This contract is not a fulltime position with a standard 9:00 AM to 5:00 PM local time, Monday through Friday work environment. Workdays and hours will vary according to the approved Calendar of Events, tasks outlined below, and the time of meetings. Many of the tasks will require evening, weekend, and holiday hours.

(e) No UMT Member, Military Member, DA Civilian, fellow Musician, or Volunteer can supervise or direct the Musician or control the method by which he/she performs the required tasks. Under no circumstances shall a work schedule be prepared for the Musician, or the impression be given that the Musician is an employee of the Government. It is the responsibility of the Musician to guard against any actions that are of the nature of personal services, give the impression of personal services or portray his/her position as that of an employee.

(f) Under no circumstances shall a Musician provide direction to a Religious Affairs Specialist (RAS),

general Military Member, a DA Civilian, fellow Musician, or Volunteer, nor shall he/she represent in an official capacity of the Federal Government, U.S. Army or Air Force or the local congregation that the contract supports.

(g) The Musician shall adhere to all security and weather warnings/notifications. In the event that inclement weather causes the cancellation and/or postponement of an event, the NAFI Point of Contact (POC) will notify Musician when services are not necessary, and the Musician shall not be penalized.

6.0 MUSICIAN REQUIREMENTS/PERORMANCE STANDARDS. The Musician shall perform the following:

(a) The Musician shall play piano or keyboard during the Traditional Protestant Service on Sunday.

Performance will include prelude starting 10-15 minutes prior to the service, all hymns, choruses, musical direction of the choir for the offertory hymn, and postlude for five minutes after the service. The musician shall adjust tempo and style of accompaniment to enhance the congregation’s ability to participate in worship through the signing of hymns, choruses, and spiritual songs. Musical selections will be approved by the NAFI-POC. 52 units (1 unit equals 2 hours)

(b) The Musician shall rehearse with the Chapel Choir during the regular choir rehearsal usually on Sundays. The musician shall prepare the musical selections approved by the NAFI-POC. 52 units (1 unit equals 1 hours)

(c) The Musician shall play the piano or keyboard for occasions outside of regularly scheduled Sunday

Service (examples include funerals, remembrance services, and holidays (ie. Christmas Eve)). The musician shall adjust tempo and style of accompaniment to enhance the congregation’s ability to participate in worship through the signing of hymns, choruses, and spiritual songs. Performance will include prelude starting 15 minutes prior to the services, all hymns, choruses, offertory, background for meditation/prayers and postlude for five minutes after the service. The NAFI-POC will provide information on requirements of upcoming services and special events at least 30 days in advance. 6 units (1 unit equals 2 hours).

(d) The Musician shall be present for special service rehearsals in preparation for any special worship services. The musician shall prepare the musical selections approved by the NAFI-POC. 6 units (1unit = 2 hours)

(e) Musician shall meet monthly with the NAFI-POC and Service Senior Pastor to review plans for upcoming services (preaching topics, themes, etc.). The planning meeting will include discussion of music selections, calendar updates, and review of past services. The meeting may be in person or electronic. 12 units (1 unit = .5 hour).

(f) The Musician shall ensure that their invoice is properly submitted to the NAFI POC for payment each month NLT the 5th calendar day of the following month. (Deliverable A.0001)

7.0 MUSICIAN QUALIFICATIONS. The Musician must provide a resume and documentation to substantiate personal qualifications. Although a specific degree is not mandatory, any credentials pertaining to this position, training and experience is considered in the award of this contract

(a) The Musician shall demonstrate their ability to play the identified instrument(s): piano and keyboard.

(b) The Musician shall demonstrate ability to play to the congregants any selections in the Armed Forces Hymnal and other hymnals and/or song books designated by the NAFI POC

(c) The Musician shall be familiar with the faith traditions and practices of the supported congregation(s)

(d) The Musician shall possess the ability to comprehend and communicate effectively in English, both orally and writing

(e) The Musician shall have personal transportation to fulfill contract requirements and any other items or services to fulfill this contract

(f) The Musician shall Present a neat and well-groomed appearance appropriate for services being conducted during the performance of this contract, wearing a nameplate identification badge

(g) The Musician shall always behave professionally modeling the highest standards of moral and personal integrity. This requirement includes wearing appropriate attire, refraining from obscene language, refraining from using or being under the influence of drugs, or alcohol.
