PARKING ENFORCEMENT MANAGER

Manages the Parking Enforcement Officers and Part-Time Crossing Guards, enforces the City's parking ordinances. Patrols assigned areas to check parked vehicles for parking ordinance violations. Performs routine audits on paperwork and make procedural changes to training notebooks, manuals and SOP’s. Work includes enforcement authority but does not involve the degree of personal danger as does that of a Police Officer.
  1. A high school diploma or GED is required.
  2. Associates Degree preferred or 2 years job experience in management or parking enforcement.
  3. State of Michigan Vehicle Operator's License, a satisfactory driving record, and the ability to maintain one throughout employment.
  4. LEIN certified or able to become LEIN certified.
Preferred Experience:
• Knowledge of traffic parking restrictions.
• Able to manage the parking officers and the parking division.
• Knowledge of City of Muskegon City Ordinances as pertaining to parking.
• Managing schedules and reporting statistics.
• Intermediate experience with Microsoft Office SuiteThe physical demands and work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. While performing the duties of this job, the employee spends the majority of their time traveling the City either by foot or sitting in a vehicle. Physical demands, therefore, range from sitting in an office or vehicle to exercising the strength, mobility, dexterity, and stamina needed to travel extensively throughout the City, perform the work detailed above, and work in adverse weather conditions including severe weather, extreme heat or cold, and damp or wet conditions. The employee is regularly required to communicate with others in person and on the telephone or radio and the noise level in the work environment can range from quiet to very loud.EVALUATION CONTENT

The selected candidate must take a post-offer medical examination (including back screen and complete physical) and drug screening test given by a City appointed physician before the first day of employment.  An offer of employment is contingent upon the results of the medical examination and drug screening test.  Applicants for City employment may be subject to a post-offer criminal background check, depending on the nature and assignment of the position. When such check is conducted, an offer of employment is contingent upon the results of the criminal background check.  Appointees must satisfactorily complete a probationary period before the appointment will be considered permanent.

PURPOSE
The purpose of this recruitment is to establish an eligible list from which to fill present and future vacancies in this classification in the City system. For each opening, the Department Head has her/his choice of the candidates who meet the required minimum entrance qualifications. This list remains in effect for up tone year unless exhausted or extended.
