Position Summary

Mustang Special Utility District (Mustang) is a local governmental entity providing water and water reclamation utility service in Denton, Collin, and Grayson Counties of North Texas. We are the largest Special Utility District in Texas and in one of the fastest-growing areas of the country. Comprising over 38,000 connections over 220 sq. miles. Our motto is Second to None! Providing Lifes Most Precious Resource. Were looking for a key person to join our team as a CCTV Inspector.

The CCTV Inspector at Mustang Special Utility District plays a crucial role in maintaining the integrity and efficiency of the wastewater collection system. This position involves operating CCTV inspection systems to monitor underground sewer lines and identifying blockages, leaks, cracks, and pipe separations. The Operator is responsible for ensuring the smooth operation of the collection system by conducting detailed inspections and coordinating repairs. By accurately assessing the infrastructure, the CCTV Inspector supports the districts mission of providing reliable and safe wastewater services.

Essential Functions, Duties, and Responsibilities:

The following Essential Functions are the primary job duties that the incumbent must be able to perform unassisted or with some reasonable accommodation by the employer.

Essential Functions:

  • System Inspection and Maintenance: Possesses Basic CCTV Knowledge (Push Camera). Operates basic manhole inspection equipment.

Assists in tracking equipment and materials used to complete paperwork and daily assignments. Skilled in basic navigation and utilization of GIS mapping. Speaks with customers and makes competent lateral repair decisions. Possesses basic knowledge of coding pipe with wincan vx software.

  • Team Leadership and Training: Train and mentor operators, enhancing their skills and knowledge in operating CCTV and vacuum truck equipment. Provide guidance on organizational rules, regulations, policies, and procedures. Assign and supervise daily work assignments, ensuring tasks are completed efficiently and effectively.
  • Regulatory Compliance and Reporting: Ensure all operations comply with TCEQ regulations, preparing and submitting necessary reports. Review and analyze inspection data to identify trends and recommend maintenance and repairs. Maintain accurate records of inspections, maintenance activities, and equipment conditions, preparing detailed reports on findings.
  • Equipment Operation and Maintenance: Operate and maintain various vehicles and equipment, such as service trucks, dump trucks, jet trailers, skid steers, and excavators, ensuring they are in optimal working condition. Schedule and conduct regular maintenance inspections and repairs on CCTV equipment, vacuum trucks, and related tools.
  • Safety and Emergency Response: Enforce safety regulations and ensure operators adhere to environmental guidelines. Participate in safety meetings and develop safety programs. Respond to critical events and emergencies, providing leadership and coordinating responses to mitigate risks and ensure continuous operations.
  • Interdepartmental Coordination: Collaborate with other departments and contractors to coordinate inspection and maintenance activities. Communicate findings and recommendations to facilitate problem resolution and support project planning.

Position Specifications:

This position is classified as Non-Exempt under the provisions of the Fair Labor Standards Act and is subject to the organizations policies and procedures pertaining to overtime hours.

Education:

Required:

  • A high school diploma or equivalent is required.

Experience:

Required:

  • Minimum of one year of general maintenance and construction experience.
  • Familiarity with TCEQ 217 Rules and Regulations and compliance reporting.

Preferred:

  • 1-2 years of experience in wastewater collection operations.
  • Class I Wastewater Collection License and/or Class C Wastewater Operator License, or ability to obtain within 6 months of employment.

Certifications:

  • Class C Drivers License: Must have a valid Texas Class C drivers license prior to employment and obtain a Class-A Commercial Drivers License (CDL) within six months of employment.

  • Regulatory Knowledge: Thorough understanding of TCEQ regulations and environmental standards related to wastewater collections.
  • Technical Expertise: Proficiency in operating and maintaining wastewater collection systems, including CCTV inspection equipment, lift stations, and SCADA systems.
  • Analytical Skills: Ability to collect, analyze, and interpret data from various monitoring devices to ensure compliance and operational efficiency.
  • Communication Skills: Strong verbal and written communication skills for effective interaction with regulatory agencies, customers, and internal teams. Ability to prepare detailed reports and documentation.

  • Physical Stamina: Capability to perform physically demanding tasks such as lifting up to 100 pounds, climbing ladders, and working in various weather conditions. Adherence to safety protocols.

  • Attention to Detail: High level of attention to detail to ensure accuracy in compliance documentation, maintenance records, and operational procedures.

Training/Professional Development Requirements:

  • Licensing: Obtain and maintain relevant certifications within the specified timeframe, such as Class I Wastewater Collection License and Class C Wastewater Operator License.
  • Continuous Learning: Participate in ongoing training programs to stay current with industry best practices and regulatory changes. Engage in professional development opportunities to enhance skills and knowledge.

  • Safety Gear: Consistently wears protective gear such as safety shoes, safety vests, gloves, and hard hats to ensure safety during fieldwork.
  • Flexible Hours: May need to work outside regular office hours to meet regulatory deadlines or respond to emergencies, including early mornings, evenings, or weekends.

Conditions Of Employment:

  • Must have a valid Class "C" Driver's License before employment (must obtain Texas Class "C" driver's license within 30 days of hire per state law).
  • Must pass a drug test, criminal history background check, and social security number verification check.
