Position Summary
Mustang Special Utility District (Mustang) is a local governmental entity providing water and water reclamation utility service in Denton, Collin, and Grayson Counties of North Texas. We are the largest Special Utility District in Texas and in one of the fastest-growing areas of the country. Comprising over 38,000 connections over 220 sq. miles. Our motto is Second to None! The Combo Vac Operator at Mustang Special Utility District is responsible for skilled tasks in constructing, maintaining, and repairing wastewater infrastructure. This includes operating vacuum trucks for hydro-excavating potholes, cleaning construction and repair areas, and manholes. The Operator uses heavy equipment, such as skid steers, concrete saw cutters, and service trucks, to ensure the integrity and functionality of utility lines. Working in various weather conditions, this position is vital in maintaining the wastewater system and supporting the districts mission to provide reliable and safe wastewater services.
Essential Functions, Duties, and Responsibilities:
The following Essential Functions are the primary job duties that the incumbent must be able to perform unassisted or with some reasonable accommodation by the employer.
Essential Functions:
- System Maintenance and Operation: Reads and understands GIS maps, utilize cleaning nozzles and equipment for sewer line cleanouts, debris removal, and blockage relief. Operate vacuum trucks to remove debris from manholes, wet wells, and other exit points. Perform high-pressure spraying to clean manholes and wet wells, ensuring the system is free of fats, oils, and grease.
- Daily Inspections and Repairs: Conduct pre/post trips and daily preventive and corrective maintenance on vehicles and equipment, requiring basic knowledge of gasoline and diesel engines, mechanical systems, and hydraulics. Utilize GIS and grid maps to locate and document work areas and completed tasks, ensuring accurate records. Maintains all combo truck equipment (nozzles, wands, vac cans)
- Safety and Confined Space Work: Perform work in confined spaces, taking necessary precautions to ensure safety by using air quality monitors and ventilators. Follow safety protocols to ensure the safety of the crew and the public.
- Emergency and Standby Services: Serve in an emergency standby capacity, providing customer service and performing maintenance and repairs during regular work hours, holidays, and weekends.
- Traffic Control and Public Safety: Set up, maintain, and remove traffic control devices, signs, and barricades to ensure the safety of the public and work crew during maintenance operations.
- Customer Service: Communicate effectively with co-workers, customers, and the public, responding to inquiries and addressing issues related to sewer maintenance work. Provide courteous customer service in various conditions.

Position Specifications:
This position is classified as Non-Exempt under the provisions of the Fair Labor Standards Act and is subject to the organizations policies and procedures pertaining to overtime hours.
Education:
Required:
- A high school diploma or equivalent is required.
Experience:
Required:
- Minimum of one year of general maintenance and construction experience.
- High School diploma or GED equivalent supplemented by one (1) year of experience with cleaning sewer pipes with combo truck, or any equivalent combination of education, training, and experience.
- Familiarity with TCEQ 217 Rules and Regulations and compliance reporting.
- Must have completed appropriate National Merit System (NIMS) training courses.
Preferred:
- Additional 1-2 years of experience in wastewater collection operations.
- Category I Wastewater Collection License and/or Class C Wastewater Operator License, or ability to obtain within 6 months of employment.
Certifications:
- Must have a valid Texas Class C drivers license prior to employment and obtain a Class-A Commercial Drivers License (CDL) within six months of employment.

- Regulatory Knowledge: Thorough understanding of TCEQ 217 Rules and Regulations and environmental standards related to wastewater collections.
