Position Summary

Mustang Special Utility District (Mustang) is a local governmental entity providing water and water reclamation utility service in Denton, Collin, and Grayson Counties of North Texas. We are the largest Special Utility District in Texas and in one of the fastest-growing areas of the country. Comprising over 38,000 connections over 220 sq. miles. Our motto is Second to None! Providing Lifes Most Precious Resource. Were looking for a key person to join our team as a Water Operations Manager.

The Water Operations Manager at Mustang Special Utility District oversees the day-to-day operations of the water system, providing highly responsible and professional management of field operations. This role involves directing, planning, operating, maintaining, and budgeting for the districts water treatment facilities and distribution infrastructure. The Water Operations Manager ensures compliance with all federal, state, and local regulations, protects infrastructure and personnel, and manages both administrative and field functions of the department. This position is essential to Mustangs mission, supporting the community by maintaining a reliable and safe water supply.

Essential Functions, Duties, and Responsibilities:
The following Essential Functions are the primary job duties that the incumbent must be able to perform unassisted or with some reasonable accommodation by the employer.

Essential Functions:
Operational Oversight: Direct and oversee water system operations, including treatment, production, maintenance, and distribution. Ensure compliance with TCEQ, EPA, TXDOT, and other regulatory requirements, maintaining all necessary documentation and reports.
Team Management: Supervise, train, evaluate, and discipline staff. Delegate work orders and tasks, ensuring efficient operation and compliance with standards. Conduct regular meetings with staff to discuss workload, technical issues, and performance.
Budget and Resource Management: Develop and manage the departments budget, including forecasting funds for staffing, equipment, materials, and supplies. Monitor and approve general purchases, ensuring fiscal responsibility and alignment with strategic goals.
Infrastructure and Maintenance: Oversee the maintenance of water treatment facilities, distribution infrastructure, and all related equipment. Maintain accurate maintenance logs and ensure regular inspections and preventive maintenance.
Safety and Compliance: Enforce safety protocols and promote a safe working environment. Ensure adherence to federal, state, and local regulations related to public water system operations.
Customer and Public Relations: Communicate professionally with subordinates, superiors, officials, vendors, and the public. Serve as a representative for TCEQs standing field inspections and coordinate with external agencies.
Project Management: Plan, organize, direct, and evaluate Water Utilities Department programs, staff, and operations. Ensure projects meet scope, schedule, cost, and quality requirements. Lead special projects and initiatives to improve the efficiency and effectiveness of the water utility operations.
Technical Expertise: Provide leadership in the development and implementation of new technologies and systems to enhance water operations. Analyze community needs, forecast resource requirements, and develop long-range plans, priorities, and goals.

Uphold and enforce Mustang Special Utility Districts established policies, protocols, and Standard Operating Procedures (SOPs). Its crucial that these practices comply with relevant legal, regulatory, and quality standards to maintain our integrity as a trusted government entity.

Lead with a focus on directing work procedures, balancing workloads, and scheduling to maximize efficiency and productivity within your team.

Work closely with your team to pinpoint their professional development needs. Commit to their growth by coaching, developing, and providing resources that enhance their skills, knowledge, performance, and productivity.

Address any issues related to performance, conduct, or behavior in a timely and collaborative manner. Document all corrective actions, performance improvement plans, and disciplinary measures, adhering to Mustang Special Utility Districts policies and the principles of positive, progressive corrective action/discipline.

Ensure that the working environment for your team is safe and meets all relevant regulations and Mustang Special Utility Districts safety policies.

Management of safety equipment and uniforms, ensuring compliance with regulatory standards and district policies. Maintain inventory and ensure proper usage and maintenance.

Ensure that all employees within the department complete required training programs and provide additional support as needed to ensure compliance and competency.

Managerial Accountabilities:
Entrusted with considerable decision-making power essential for the efficient functioning of the district. Must exhibit high levels of accountability, decisiveness, and ownership over their designated operations, understanding the implications of their actions on the district's success.

Implement and monitor processes to improve operational efficiency and effectiveness, ensuring reliable and uninterrupted water service.

Promote and implement practices that support environmental sustainability, such as water conservation initiatives and waste reduction programs.

Oversee the management of equipment, assets, and materials, ensuring they are utilized effectively and maintained appropriately. Supervise initial maintenance operations and protect assets to support the districts operational efficiency.

Manage departmental budgets with fiscal discipline, ensuring financial decisions align with the districts strategic goals. Optimize resource allocation to meet financial targets and maintain fiscal health.

Position Specifications:
This position is classified as Exempt under the provisions of the Fair Labor Standards Act and is not subject to the organizations policies and procedures pertaining to overtime hours.

Experience:
Required:
Municipal Administration Experience: A minimum of 8 years in increasingly responsible roles such as Department Head, Assistant Manager, or Director.

Preferred:
Water Utility management experience in a public water system of equivalent size and complexity, including regulatory reporting and compliance.

Certifications:
Class C Drivers License: Must have a valid Texas Class C drivers license and obtain a Class-A Commercial Drivers License (CDL) within six months of employment.

Knowledge, Skills, and Abilities:
Regulatory Knowledge: Thorough understanding of TCEQ regulations and compliance standards for water systems.
Technical Expertise: Proficiency in operating and maintaining water treatment and distribution systems, including SCADA systems.
Leadership: Effective leadership and team management skills to supervise and develop staff.
Analytical Skills: Strong analytical skills to troubleshoot and resolve operational issues.
Communication: Excellent verbal and written communication skills for interaction with regulatory agencies, customers, and internal teams.

Certifications: Maintain relevant certifications, including TCEQ A Water Operator License and additional technical certifications as needed.

Fieldwork: Regularly conducts inspections and monitoring tasks, involving physical activity such as walking, climbing, and handling equipment.
Safety Gear: Consistently wears protective gear such as safety shoes, gloves, and hard hats to ensure safety during fieldwork.
Flexible Hours: May need to work outside regular office hours to meet regulatory deadlines or respond to emergencies, including early mornings, evenings, or weekends.

Conditions Of Employment:
Must have a valid Class "C" Driver's License before employment (must obtain Texas Class "C" driver's license within 30 days of hire per state law).
Must pass a drug test, criminal history background check, and social security number verification check.
