POSITION:     DEAN/IEP FACILITATOR

 

LOCATION:  Mutual Elementary School

 

POSITION SUMMARY: Assists the Principal in managing the day-to-day operations of the school.  The Dean position is intended to provide experience for aspiring administrators.  The IEP Facilitator provides leadership in the compliance of federally and state mandated Special Education procedures for students with disabilities within assigned building. This includes organizing, and facilitating IEP Team meetings, regularly monitoring IEP files, providing professional development to general and special education staff  on compliance/legal issues related to the IEP process, assisting with case management and gathering information/data for investigation of cases and complaints as appropriate.  Provides the Department of Special Education with requested information and data.  This position requires regular and ongoing collaboration with the principal.

 

REPORTS TO:   Principal

 

EDUCATION, CERTIFICATION AND EXPERIENCE:

At the time of application, the candidate must hold or be eligible for:

  1. A Master’s degree, required.
  2. A Maryland Advanced Professional Certificate
  3. Certification in special education or related field as defined by MSDE requirements.
  4. Five (5) years of successful teaching or school-based experience with a minimum of three years’ experience teaching special education or providing related services.

KNOWLEDGE, ABILITIES, AND SKILLS: (These are pre-employment knowledge, abilities, and skills that apply to the Essential Job Functions.) At the time of application, the candidate must have:

  1. Demonstrated leadership qualities.
  2. Knowledge and expertise in regard to the IEP process.
  3. Knowledge of Maryland College and Career Ready Standards.
  4. Certification in, or a willingness to become certified in Non-violent Crisis Intervention (CPI), Ukeru and Life Space Crisis Intervention (LSCI).
  5. Knowledge and experience administering and interpreting informal and formal assessment tools.
  6. Ability to communicate effectively, verbally and in written form, with professional colleagues, staff, students, parents, and advocates.
  7. Understands equitable practices and its impact on all facets of education or impact on instruction and school climate.
  8. Understands how trauma, equity, inclusive practices, and restorative practices impacts the student and teacher experience.
  9. Knowledge of integrating academic instructional practice with social emotional learning while understanding the impact of mental health, social issues, and life experiences on students functioning within the school setting.
  10. An understanding of and ability to maintain rapport with persons from diverse cultural, ethnic, and racial groups.
  11. Demonstrated ability to multi-task and follow through to meet deadlines effectively.
  12. Knowledge of sound instructional practice that will increase student achievement when measured in a variety of ways.
  13. Demonstrated ability to motivate others to sustain and meet annual goals and objectives
  14. Demonstrated proficiency with technology, including Microsoft Office; instructional technology related to student achievement and classroom instruction, and proficiency with Maryland Online IEP preferred.
  15. Knowledge of federal, state, and local laws and regulations.
  16. Knowledge of administrative policies and procedures and negotiated agreements for Calvert County Public Schools (CCPS).
  17. Knowledge and demonstrated ability to analyze and use data, including the Student Assessment System, to make instructional and program decisions.
  18. Such alternatives to the above qualifications as the Calvert County Public Schools’ may find appropriate and acceptable. 
  19. Demonstrated success in accomplishing tasks akin to those responsibilities listed below.

 

ESSENTIAL JOB FUNCTIONS, RESPONSIBLITIES, AND DUTIES:

  1. Shares with school administrators the responsibility for promoting student achievement and protecting the health and welfare of students.
  2. Complies with all federal, state, and local laws and regulations.
  3. Complies with administrative policies and procedures and current negotiated agreements for Calvert County Public Schools.
  4. Works with a Principal to plan and implement school-based professional development.
  5. Provides peer coaching, as appropriate, to teachers and support staff on instructional practice to improve student achievement.
  6. Resolves discipline problems in a fair and just manner and maintains records of any disciplinary action taken.
  7. Administers policies and rules affecting student life in the school.
  8. Administers assigned extracurricular programs of the school and responds to student-initiated requests for specific new extracurricular clubs, activities, and programs.
  9. Develops positive relationships with parents, guardians and community to promote student achievement and to protect the health and well-being of students
  10. Assists the Principal in facilitating the Student Services Team (SST) and 504 processes in compliance with state and federal mandates.
  11. Participates in the development of positive school culture and working with students.
  12. Serves as a member of the school Crisis Team and responds to crisis situations as needed.
  13. Provides peer coaching to staff related to the planning and delivery of instruction and planning and implementing Behavior Intervention Plans (BIP).
  14. Serves as the School Testing Coordinator
  15. Performs administrative functions as assigned by the principal of the school.
  16. May, at the discretion of the principal, lead the school’s Advanced Learning Program.
  17. Assists with the development of an IEP meeting schedule for the assigned school.
  18. Organizes and manages the IEP process, ensuring adherence to all regulations and procedures.
  19. Assists with the facilitation of IEP team meetings, including the active engagement of all members.
  20. Reviews individual student records for completion and accuracy prior to an IEP meeting.
  21. Provides ongoing feedback to the Director of Special Education in regard to the effectiveness of the IEP facilitator program.
  22. Attends monthly IEP Chairperson training and other mandatory trainings in special education.
  23. Coordinates for assigned schools, CCPS Department of Special Education/MSDE’s compliance review activities as part of the Comprehensive Monitoring process.
  24. Submits Extended School Year (ESY) paperwork to the Department of Special Education and assists with the coordination of services for students at assigned school(s).
  25. Collaborates regularly with the principal and staff in regard to IEP team meetings and Special Education procedures and processes.
  26. Assists the special education school-based administrator with conveying procedures, vision and priorities of the school community, the Department of Special Education and CCPS.
  27. Provides technical assistance to staff and parents as appropriate on the IEP process and CCPS procedures.
  28. Advises Principal and Director of Special Education when issues of non-compliance are encountered.
  29. Provides technical assistance and professional development on the Maryland Online IEP program.
  30. Thinks, concentrates, and interacts positively with others.
  31. Comes to work promptly every day.
  32. Works flexible hours as necessary.
  33. Works under stress and meets all deadlines.
  34. Travels from school to school as necessary.

 

OTHER JOB DUTIES:  (Duties listed are not intended to be all inclusive nor limit duties that might be reasonably assigned.) Performs related work as required or assigned by the Principal or the Director of Special Education.

 

PHYSICAL DEMANDSPosition requires significant periods of sedentary work using a computer, monitor, and mouse but may also include periods of standing and walking in a typical school environment.  Requires moderate physical effort, including lifting and carrying objects weighing up to fifty (50) pounds.

 

UNUSUAL DEMANDS:  May be subject to flexible hours.

 

TERMS OF EMPLOYMENT:  Ten (10) month position and salary commensurate with qualifications and experience applied to the salary schedule for teachers.  If chosen for this position, the candidate is encouraged to enroll in direct deposit.

 

FLSA STATUS:  Exempt

 

EFFECTIVE DATE OF POSITION:  2024-2025 school year

References must be directly related to educational experience and must include immediate supervisor.

 

State law requires that anyone hired after October 1, 1986, who will have contact with school children, must be fingerprinted and submit to a criminal background investigation. Federal law requires that a new employee must complete the Employment Eligibility Verification (Form I-9) in person before beginning employment. Employment is conditional upon successful completion of a drug screen. Current employees of the Calvert County Public Schools are exempt from these requirements.
