Your Specific Responsibilities :
This position spends a majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
This position directs and oversees Information Technology (IT) operations and staff for the Okaloosa County Health Department (OCHD). The position requires ability to make sound, rational and independent decisions. Researches, gathers data and prepares reports; assists in policy formulation in interpretation; formulates projections, data analysis and recommendations; requires independent initiative and conclusions based on data available.
Network Administration : Plans, maintains, and administers the distributed computer network of the OCHD including assisting the State Health Office Information Technology (OIT) in the establishment, maintenance and troubleshooting of LAN / WAN activities. Analyzes and resolves hardware, software and communications problems using diagnostic software and / or technical troubleshooting. Consults with users conducting information assessments to define user needs and systems requirements. Establishes methods and procedures for use of the distributed computer systems including hardware, software, communications, and user training.
System Maintenance : Assures a system is in place to receive, analyze and resolve the hardware, software, and LAN / WAN communication issues of the department. Assures a system maintenance plan to include ongoing preventative maintenance, back-ups, upgrades, repair decisions, etc. Assures all system configurations follow Florida Department of Health (FDOH) IT standards. Responsible for the phone system maintenance and repair in both facilities and the management of all mobile devices.
Hardware and Software Planning and Procurement : Coordinates the planning and procurement of hardware, software, and networking equipment to meet the ongoing needs of the department. This includes the development of upgrade, replacement and rotation plans for all computer hardware (including printers) and software. Installs and implements distributed computer systems hardware, software, and communications appropriateness of installing enhancements and upgrades.
Determines appropriateness of installing existing operating systems and applications software based on the local area networks specific work function, volume of work and systems storage capacity. Monitors the use of software and hardware throughout the network and provides for on-going identification and resolution of user needs.
User Training : Supervises training of staff and assures an ongoing training plan for users including orientation for new employees. Conducts on-site system reviews to evaluate user compliance to system standards and procedures.
Inventory / Security : Maintains the department’s inventory on appropriate hardware and coordinates the annual inventory inspection. Works collaboratively with the OCHD Security Liaison to maintain security equipment and associated software.
Performs all other duties as assigned in support of the Agency’s mission and vision.
Required Knowledge, Skills, and Abilities :

Knowledge of principles and processes for providing customer and personal services including needs assessment techniques, quality service standards, alternative delivery systems, and customer satisfaction evaluation techniques
Experience working with, troubleshooting, and maintaining computer hardware and software, networking, and computer applications required
Experience working with, troubleshooting, and maintaining Windows Operating Systems, Microsoft Office applications, and Active Directory required
Minimum of two years’ work experience independently performing information technology functions preferred
Qualifications :
Must maintain a valid U.S. Driver’s License
Bachelor’s degree in computer science, information technology, or closely related field, or four years’ equivalent work experience in information technology field preferred
