The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE TALLAHASSEE OFFICE.

This is a highly responsible and professional position that will serve as the Recruitment Supervisor – SES within the Business Operations Unit. This position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.

Specific Duties and Responsibilities include :

The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance expectations sometimes under stressful conditions. The employee must interact courteously with others. The employee's performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect the productivity and morale of the unit. Attendance is an essential function of this position.

The incumbent in this position provides supports SAMH management by managing and coordinating human resources programs within the Headquarters (HQ), Regional Operations, and Mental Health Treatment Facilities (MHTF). This position works closely with the Office of Human Resources and serves as a liaison to MHTF staff. The incumbent will be responsible for preparing and processing all levels of counseling memoranda, written reprimands, predetermination conference letters, final action letters, dismissals and other related disciplinary correspondence. Will assist with training staff on Employee Relations processes as well as assisting with complex / complicated cases.

Oversees the preparation of all personnel actions, position action budget forms, and budget actions to process each request for SAMH (HQ, Regional Operations, and Mental Health Treatment Facilities).

Meets with management team members to determine the type of personnel actions needed.

Assists in developing job descriptions for positions and coordinates with the Office of Human Resources.

Serves as initial point of contact for all employee relations and labor relations issues and functions as liaison between the SAMH and the Human Resources Office Employee Relations and Labor Relations Offices. Consults and assists management on all disciplinary actions including but not limited to; documentation verification, investigatory interviews, and conferences with employees, advising management with the assurance that pertinent personnel rules and policies are followed. Provides consultation and day-to-day guidance on all labor relations or personnel issues to both staff and management, including interpretation of personnel rules and policies, rules, and regulations.

Works with confidential information relevant to potential employment issues.

Knowledge, Skills and Abilities required for the position :

Knowledge of the methods of data collection and analysis.

Knowledge of basic management principles and practices.

Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.

Ability to organize data into logical format for presentation in reports, documents, and other written materials.

Ability to conduct fact-finding research.

Ability to utilize problem-solving techniques.

Ability to work independently.

Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities.

Ability to plan, organize and coordinate work assignments.

Ability to communicate effectively.

Ability to establish and maintain effective working relationships with others.

Minimum Qualifications :

Two years supervising or serving in a leadership role.

Two years of Human Resources experience.

A bachelor's degree from a college or university is preferred and four years of professional human resources / personnel experience .

Preference will be given to applicants who have :

Experience with State of Florida recruitment and selection actions.

Experience with employee / labor relations.

Experience processing State of Florida classification actions.

Knowledge of Organizational Management.

Knowledge of Human Resource principles.

Experience with posting positions on the People First system, receiving and reviewing employment applications; evaluating applicants’ education, training and work experience; determining eligibility for appointment; and coding applications accordingly for all assigned job classifications.
