RFP Title: DPS State and Local Cybersecurity Grant Program PM Services

Background

The State and Local Cybersecurity Grant Program provides funding to eligible entities to address cybersecurity risks and threats to information systems owned or operated by, or on behalf of, state, local, or tribal governments. The Agency of Digital Services, on behalf of the Department of Public Safety, is seeking proven resources to aid the State in developing the plan and administering the first-year grant activities.

Requirements

The selected resource(s) will collaborate with various organizations to coordinate, direct, administer, facilitate, monitor, and report on all aspects of State and Local Cybersecurity Grant Program (SLCGP) Projects through the following actions and deliverables.

• Deliverable #1: Refine cyber plan for FFY23
• Collaborate with key stakeholders to develop new, and update existing policies, procedures, standards, required to support the project outcomes.
• Communicates and meets with project team and key stakeholders on a 2x/month basis.
• Submit specific projects to Cybersecurity and Infrastructure Security Agency (CISA) for approval and funding
• Schedule, facilitate and document results of project meetings, work sessions, etc.
• Provide scheduled and ongoing reporting to key stakeholders on project status, milestones, and deliverables.
• Engage key stakeholders when project deliverables are at risk and recommend courses of action required to mitigate project risk.
• Collaborate with key stakeholders to develop new, and update existing policies, procedures, standards, and required to support the project outcomes.
• Communicates and meets with project team and key stakeholders on a regular basis.
• Communicate and coordinate with potential SLCGP Service Recipients to collect information and applications for services.
• Deliverable #2: Develop plan for three Federal Fiscal Years beyond FFY 2022
• Collaborate with key stakeholders to develop new strategies, and update existing policies, procedures, standards, and required to support the project outcomes.
• Communicates and meets with project team and key stakeholders on a 2x/month basis.
• Schedule, facilitate and document results of project meetings, work sessions, etc.
• Provide scheduled and ongoing reporting to key stakeholders on project status, milestones, and deliverables.
• Engage key stakeholders when project deliverables are at risk and recommend courses of action required to mitigate project risk.
• Communicate and coordinate with potential SLCGP Service Recipients to collect information and applications for services.
• Understands the current effort in other States to inform additional projects under the grant.
• Facilitates the development of the remaining projects, including estimates, to fully utilize the grant funding over the remaining three (3) years.
  
  

Deliverable 3: Manage the delivery of the three items from FFY22

• Assist the state in developing contract documentation for delivery of the three lines of effort
• Organize and prepare communication product for the state to submit projects to CISA for approval and funding
• Coordinate project plans, with defined timelines, deliverables, etc. to ensure successful completion of SLCGP projects.
• Monitor project milestones to ensure alignment with defined timelines and deliverables.
• Monitor project activities to ensure they are within scope and adhere to applicable federal, state and Vermont Agency of Digital Services procedures, and standards.
• Monitor and, where necessary, recommend courses of action to the Program Manager for any project activities that are at risk, deficient or not compliant with regulations or requirements.
• Schedule, facilitate and document results of project meetings, work sessions, etc.
• Provide scheduled and ongoing reporting to key stakeholders on project status, milestones, and deliverables.
• Engage key stakeholders when project deliverables are at risk and recommend courses of action required to mitigate project risk.
• Collaborate with key stakeholders to develop new, and update existing policies, procedures, standards, and required to support the project outcomes.

Deliverable #4: Communications plan – The contractor shall develop a communications plan for the SLCGP program. The plan needs to address how to engage all municipalities, who other stakeholders are, best channel(s) of communications, frequency of communications, and sample content. The goal of the communications plan is to ensure all municipalities understand the program and how best to benefit from it.
