Job Description :
- Identify the primary key staff of who will be responsible for the execution of the various aspects of the project.
- Vendor staff must have a minimum of ten (10) years' experience in working on large-scale multi-year SNAP, TANF, and Child Support programmatic and technology initiatives.
- Vendor staff should possess active agile certifications as Scrum Master, Product Owner, and Lean Portfolio Manager issued by a recognized agile certification provider (Scaled Agile Framework, Disciplined Agile, etc.)
- Vendor staff must have a minimum of seven (7) years' experience with state eligibility systems, polices, practices, technologies, and standard operating procedures (SOP).
- Vendor staff should possess a working knowledge of Federal Funding Partner requirements regarding administration of the SNAP, Child Support, TANF, and Childcare Program and approvals required related to eligibility system replacements.
- Working knowledge of MDHS Legacy Systems supporting SNAP, TANF, Child Support and Childcare program areas.
- Strong knowledge of MDHS Application Lifecycle Management Processes (SDLC).
- Experience working within an Agile Team Environment.
- Experience with effectively communicating with departmental program managers and executives.
- The proposed vendor must demonstrate that the proposed staff has the necessary skills and experience listed in this solicitation and clearly identify the primary staff who will be responsible for the execution of the various aspects of the assigned engagements.

Description of Duties :
IT professional who bridges the gap between development and operations teams to streamline the software development lifecycle. Implement practices and tools to automate and integrate the processes of software development, testing, and deployment. Responsible for managing infrastructure, configuring, and maintaining CI / CD pipelines, monitoring system performance, and ensuring security and compliance. Utilize tools like Docker, Kubernetes, Jenkins, and Ansible to automate workflows and improve collaboration between teams. The resource(s) will work at the direction of the assigned state manager, and duties may include the following :
SVN to GitLab Migration - Perform SVN to GitLab migration for Legacy and System Integration team projects and initiatives. The vendor must have extensive experience in migrating repositories from SVN to GitLab, ensuring a seamless transition with minimal disruption to ongoing projects.
GitLab Support for MDHS Legacy Teams - Provide support to multiple MDHS legacy teams regarding GitLab issues. The vendor must have a strong understanding of GitLab and be capable of troubleshooting and resolving issues faced by the MDHS legacy teams efficiently.
GitLab Support for System Integration Development (SID) Team - Provide support to the SID team regarding GitLab issues. The vendor must be adept at managing GitLab-related issues for the SID team, ensuring smooth and uninterrupted operations.
Micro Focus Enterprise Developer Support - Debug and resolve issues related to Micro Focus Enterprise
Developer. The vendor must have expertise in Micro Focus Enterprise Developer, with the ability to quickly identify and fix issues to maintain developer productivity.
Automation Using Deployment Pipelines - Automate processes related to MDHS Legacy and SID teams using deployment pipelines. The vendor must have proficiency in setting up and managing CI / CD pipelines and automating tasks to enhance efficiency and reduce manual intervention.
Training Developers on GitLab - Train the developers from MDHS Legacy and SID teams to use GitLab. The vendor must provide comprehensive training to developers, ensuring they are proficient in using GitLab for version control and collaboration.
Required Skills and Experience :
Experience with version control systems (e.g. Git or SVN)
Experience with CI / CD tools such as Jenkins, GitLab CI, Travis CI, or CircleCI.
Experience with configuration management tools.
Familiarity with Docker, Kubernetes, and container orchestration.
Understanding of network protocols, firewall management, and security best practices.
