Within a therapeutic residential care setting, MYSI provides case management services for stabilization and family reunification, life skills development, recreational activities, and weekly support groups for clients aged 14 to 21.
Position Overview:
The Learning & Program Development Specialist provides leadership to MYSI as learning organization by coordinating and facilitating the organization’s program improvement initiatives. The incumbent develops and delivers training to staff, monitors program systems and recommends improvements, coordinates the collection of metrics to support impact and process evaluations, and leads the program and administrative teams in analyzing and synthesizing evaluation data to drive continuous improvement.
Essential Functions

Develops and maintains a strong understanding of MYSI’s core program areas.
Develops an MYSI training schedule that satisfies all requirements stipulated by MYSI’s funding partners and regulatory bodies, incorporating existing curricula, courses, and resources, or developing new curricula and training materials as appropriate.
Documents all training sessions offered by MYSI.
With support from Human Resources, maintains a list of all credentials and training required of and completed by residential and case management staff, identifies gaps in training, and communicates these gaps to the staff members and their supervisors.
Communicates and promotes training opportunities to staff.
Ensures smooth logistics for all training sessions, including coordination of registration and sign-in, preparation and distribution of printed materials and visual aids, and coordination of catering or third-party facilitator agreements, when appropriate.
Models reflection and continuous learning skills to improve and adapt the curricula and methods by which training is delivered. This includes building formal and informal feedback loops into training development and delivery, conducting post-training evaluation, analyzing evaluation data for training improvement, and communicating how these activities support continuous improvement to model program improvement.
Supports program teams throughout the PQI lifecycle, from developing program logic models, to efficiently collecting and analyzing the data, to incorporating findings as program improvements, iteratively.
Assists in determining data collection methods and strategies to monitor and report on program outcome and process metrics efficiently.
Develops data collection tools including trackers, logs, surveys, and qualitative interview questionnaires.
Leads the analysis and synthesis of evaluation data.
Monitors internal teams to ensure identified data points are collected on a consistent basis.
Ensures accurate and timely completion of PQI activities, documentation, and reports to meet internal and external deadlines.
Assists Leadership in coordinating the Council on Accreditation (COA) re-accreditation process.
Maintains expertise as MYSI’s subject matter expert in learning and program improvement by participating in educational opportunities, reading professional publications, and maintaining professional networks.
Demonstrates a commitment to continuous quality improvement in all aspects of the position.

Previous experience with at least two of the disciplines central to this role as a residential care worker, case manager, training facilitator, and/or member of a quality improvement team.
Excellent computer skills, including Word, Excel, and Outlook and electronic data management systems
Strong organizational, planning, and interpersonal skills. Initiative and the ability to follow through are essential.
Strong problem solving and conflict resolution skills.
Must be able to deliver CPR, First Aid, and CPI training. (Certification and recertification support and funding is available.)
Must meet DCFS background and transportation requirements, including a valid Illinois or Indiana driver's license and current auto insurance.
Must comply with Child Care Act CH 23 Part 2215.1 Section 5.1a 6.
Background Check Requirements:
Must be able to successfully pass a background check as required by 89 Ill. Adm. Code 385 (Background Checks) and submit to fingerprinting and meet transportation requirements.
