Position Overview :

We are seeking a compassionate, detail-oriented, and organized self-starter to join our team in a newly created role as the organization’s only PSH Housing Specialist. This role will focus on assisting women through the application and housing navigation process, specifically including the Low-Income Housing Tax Credit (LIHTC) program, the Local Rent Supplement Program (LRSP), the Department of Human Services (DHS), and the District of Columbia Housing Authority (DCHA). This professional will report to the Senior Director of Housing and will manage the process from client identification to stabilization by working directly with potential tenants, coordinating with an interdisciplinary internal team of colleagues, and working with outside partners like NSV’s property manager and DCHA.

The ideal candidate will have experience working in social services, a deep commitment to supporting unhoused women, and knowledge of the housing and rental assistance systems. This position requires strong interpersonal skills, a non-judgmental approach, and the ability to manage projects and coordinate effectively with community partners.

Key Responsibilities :

Outreach and Education :

  • Conduct outreach efforts internally and externally to inform potential clients about available housing programs and services.
  • Work with colleagues, property manager, community partners, and the Coordinated Assessment and Housing Placement (CAHP) system to help identify potential tenants for NSV’s PSH programs and build / maintain an internal pipeline.
  • Provide education on tenants' rights, responsibilities, and the benefits of permanent supportive housing programs.

Intake and Assessment :

  • Conduct thorough intake interviews with unhoused women to assess their eligibility for permanent supportive housing programs.
  • Collect, verify, and maintain all necessary documentation for program eligibility, ensuring compliance with program requirements.
  • Provide a supportive, trauma-informed environment for clients to discuss housing needs and barriers.
  • Assist clients in completing housing applications and related documentation.
  • Housing Navigation :

  • Collaborate with DHS, The Community Partnership (TCP), NSV’s property manager, and community partners to identify suitable housing options and connect clients to available housing resources.
  • Ensure clients are informed and prepared for the application process with clear, concise explanations of each step.
  • Provide case management support for women navigating housing options, including scheduling appointments and coordinating with other service providers.
  • Program Support and Documentation :

  • Monitor LIHTC, LRSP, DHS, and DCHA application processes, ensuring all required paperwork and procedures are followed to facilitate successful housing placement.
  • Maintain accurate and up-to-date client files and case notes, documenting progress, housing applications, referrals, and service delivery.
  • Ensure confidentiality and privacy of all client information, adhering to HIPAA and agency policies.
  • Collaboration and Partnership :

  • Build relationships with external partners, including NSV’s property manager, social services, landlords, housing authorities, and other community organizations.
  • Participate in case conferences and coordination meetings with service providers to ensure comprehensive care and support for each client.
  • Client Empowerment and Support :

  • Work with clients to assess their needs beyond housing as needed, including mental health services, substance abuse treatment, employment, and other essential services.
  • Provide referrals internally and / or to community partners, advocates, and support services for women’s physical, emotional, and social well-being.
  • Guide clients through the navigation process to ensure successful transitions into permanent supportive housing.
  • Qualifications :

    Education & Experience :

  • Bachelor’s degree in Social Work, Psychology, Public Health, or related field preferred.
  • At least 2 years of experience working with unhoused populations, ideally within supportive housing or similar social service programs.
  • Strong understanding of affordable housing programs, including LIHTC, LRSP, DCHA, and other housing resources.
  • Knowledge of community resources and support services available for unhoused individuals.
  • Solid project management experience.
  • Skills & Competencies :

  • Excellent interpersonal and communication skills, with the ability to build trust and rapport with individuals from diverse backgrounds.
  • Strong organizational skills and attention to detail.
  • Persistent, dogged approach to following tasks to completion.
  • Ability to work independently and as part of a multidisciplinary team.
  • Proficiency in Microsoft Office Suite and experience with case management software.
  • Familiarity with trauma-informed care practices and sensitivity to the unique needs of unhoused women.
  • Compassionate, patient, and empathetic.
  • Ability to maintain professionalism and calm under pressure.
  • A strong sense of integrity, confidentiality, and respect for others.
