Nakupuna Consulting is seeking an experienced Audit Compliance Analyst to support audit reporting, provide subject matter expertise, and serve as a program representative for information systems audit compliance, specifically overseeing the planning and direction of financial compliance audits for Navy Personnel and Pay (NP2). The Compliance Analyst will ensure NP2’s alignment with Finance and Accounting Enterprise Standards, and meet Department of Defense (DoD) and Navy audit requirements and regulations.
The ideal candidate will be well-versed in key frameworks and regulations such as FMFIA, FIAR Guidance, OMB, NIST, the Standard Financial Information Structure (SFIS), and other relevant government Laws, Regulations, and Policies (LRPs) concerning financial systems. As a working expert, the Compliance Analyst will closely collaborate with the Audit Compliance Manager and senior management, actively participating in meetings, validating and documenting financial controls, and preparing detailed audit reports to ensure seamless compliance.

- Ensure NP2 is audit compliant with all LRPs and GAGAS prior to any official system audits being scheduled.
- Oversee NP2 development and application of monitoring and control procedures
- Identify and documents all necessary internal controls in accordance with the Federal Managers Financial Integrity Act (FMFIA), Financial Improvement and Audit Readiness (FIAR) Guidance, Federal Information Systems Controls Audit Manual (FISCAM), National Institute of Standards and Technology (NIST)/Federal Information Security Management Act (FISMA), Office of Management and Budget (OMB) Circular number A-123, and other similar regulations for the scope of NP2.
- Ensure the necessary functional requirements for SFIS have been implemented in NP2 and align with the U.S. Department of Treasury’s Treasury Direct Disbursing (TDD) process which uses specific elements from SFIS for downstream accounting systems to ensure proper reconciliation.
- Validate NP2 is following the specified business rules for SFIS elements per “SFIS 11.1 Compliance Checklist,” promulgated by the Department of Defense (DoD) Office of the Deputy Chief Financial Officer (ODCFO).
- Provide automated solutions to manage auditability status (controls workflow, metrics, report etc.)
- Provide detailed audit readiness briefings and updates.
- Acts as point of contact for Audit Compliance subject matter within assigned agile team.
- Assists in creation and periodic submission of CDRLs related to Audit Compliance community of practice.
- Ability to learn and take on additional cross functional tasks within the agile team, including documenting design, configuration, and testing.
Skills/Qualifications: Certification in SAFe for Teams preferred.
Clearance Requirements: A background investigation at the T3 level is required, as this is not currently a classified position. Must be a U.S. citizen.
Work Location: The Maryland, Virginia region. Hybrid work schedule; two days (Mondays and Tuesday) in the office during the core business hours.
