TRIBAL ADMINISTRATOR


POSITION TITLE: Tribal Administrator


HOURS AND RATE OF PAY: The Village Administrator is a full-time position of approximately 40 hours per week. However, additional hours may be required. Pay is dependent upon experience, not to exceed $40 per hour. This may also be a salaried position.


POSITION SUMMARY: The Tribal Administrator reports directly to the Council and is responsible for the overall management of daily operations for Naknek Native Village Council. They will investigate new revenue sources, ensure accountability and safeguarding of Naknek Native Village Council assets, and ensure that the tribe’s needs and goals are met. The position includes administering Federal and local grant funding. The Tribal Administrator may act as the Village’s representative at meetings in the absence of Council Members.


Other duties include, but are not limited to:


GENERAL ADMINISTRATION

• Manage the tribal office,

• Develop tribal ordinances and policies to present to Council,

• Ensure tribal enrollment is up to date and accurate,

• Attend meetings and conferences and trainings as needed,

TRIBAL COUNCIL LIAISON

• Arrange meetings of the 5-member Council monthly,

• Arrange special meetings and workshops as needed,

• Take minutes at all Council meetings or delegate this duty to office staff,

• Report to the Council monthly on tribal operations,

• Participate in long-range tribal planning,

FINANCIAL MANAGEMENT

• Create annual budgets and present to Council for approval,

• Review financial reports and statements for accuracy monthly,

• Ensure compliance with all relevant Federal and state regulations including annual audits,

• Work closely with any contracted Accounting or Auditing entities,

SUPERVISION OF STAFF

• Hire and recruit new staff members as needed,

• Manage and supervise all staff members,

• Complete performance reviews annually,

• Set employee compensation in accordance with established tribal pay scale,

• Report any HR matters to Council as needed,

PROGRAM OVERSIGHT

• Ensure the continued success of programs through supervision of staff,

• Manage program funds and report on progress to Council,

• Develop work plans and monitor implementation of programs,

• Develop proposals and apply for grants,

• Participate in meetings with stakeholders and partnering agencies,

CONTRACT MANAGEMENT

• Report and comply with all state/Federal regulations,

• Create, negotiate, and execute contracts with the approval of Council,

• Ensure proper file and record management,

• Ensure that any requirements for grants and contracts are adhered to including quarterly and annual reporting,

• Initiate and properly document all fund draw downs,

• Conduct an annual inventory of tribal property,


APPLICANT REQUIREMENTS

Candidates for the position should possess the following abilities:

• Experience in Tribal or nonprofit management,

• Proficiency in financial management,

• Experience proactively and positively managing staff,

• An understanding of Alaska Native cultures and politics,

• The ability to work both independently and as part of a team,

• Strong organizational skills,

• Proficiency in Microsoft Word, Excel, Power Point, Adobe Acrobat, ASAP.gov and any other databases required to complete tasks,

• Ability to travel as needed,

• Willingness to attend training at the cost of Naknek Native Village Council.


This position will have several months of on boarding and in-person training with the current acting Tribal Administrator. Potential housing is available for those considering relocation.
