Napa Valley College is seeking an individual with demonstrated administrative skills to join an outstanding team of faculty, staff, and administrators to provide high quality programs and services to our district, our community, and most importantly, our students. Institutional Technology’s (IT) mission is to ensure quality instruction and student success. IT is committed to delivering high quality technical leadership, resources, and services to students, faculty, and staff in support of the campus mission. IT offers, coordinates, and manages desktop computing; instructional technologies; enterprise systems; servers; wired and wireless data networks including Internet; infrastructure; and communication & collaboration systems such as electronic mail, voicemail, telephone service, video, and web.
The incumbent in this position will be supervising and managing the overall delivery of institutional technology program and services in collaboration with the Chief Information Officer (Ellucian) and under the supervision of the Assistant Superintendent/Vice President of Administrative Services; ensuring appropriate security for campus network and information systems; supporting administrative and instructional technology needs of the institution; providing information and serving as a resource to others; achieving defined objectives by developing, implementing and maintaining services in compliance with established guidelines; and acting as direct supervisor of Institutional Technology staff employed by Napa Valley Community. This is a classified-administrative position.
This job reports to Assistant Superintendent/Vice President, Administrative Services (ASVPAS)
This is a full-time, 12-months-per-year, classified administrative position. The salary has an appropriate placement on Range 19 of the current Administrative/Confidential salary schedule. Initial salary placement is $8,762 to $9,660/month, with future steps up to $12,328/month. Placement on the salary schedule is commensurate with experience. The college offers a fringe benefit package including medical, dental, vision, disability and life insurance, employee assistance program, and retirement system membership. Assignment includes 20 paid holidays, 22 vacation days, and 12 days sick leave annually.
Essential Functions
- Collaborates with a wide variety of institutional groups (e.g. District Technology Committee, etc.) for the purpose of setting and implementing priorities and plans for the expansion of information systems and functions through the development of the District Technology plan, as under the purview of the CIO.
- Collaborates with internal and external personnel (e.g. other administrators, auditors, public agencies, community members, etc.) for the purpose of embracing the emergence of new technology and implementing and/or maintaining services to support the District and CIO’s mission and goals.
- Develops liaisons between internal IT resources and external entities, including (e.g. government, vendors, and partner organizations, etc.) for the purpose of compliance, regulations, District IT initiatives, and continuous IT improvements.
- Establishes a wide variety of documents and materials (e.g. policies, procedures, standards, communication plans, budgets, reports, etc.) for the purpose of meeting IT departmental goals and objectives.
- Evaluates District-wide IT security policies and standards for the purpose of assessing effectiveness, identifying areas for improvements, and taking corrective actions.
- Manages the development of District IT systems, in coordination with the CIO, for the purpose of ensuring efficient growth and prioritizing department initiatives.
- Monitors IT performance for the purpose of ensuring continuous delivery of IT services and objectives are met within budget and in compliance with established operational practices.
- Provides leadership and technical support for the purpose of developing and maintaining an appropriate IT organizational structure, in conjunction with the CIO, that supports the needs of the District.
- Performs personnel administrative functions, in coordination with the CIO, (e.g. hiring, interviewing, evaluating, supervising, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel, and achieving objectives of the department.
- Researches IT systems and resources (e.g. staffing, sourcing, purchasing, in-house development, etc.) for the purpose of identifying opportunities for identifying opportunities and making recommendations for appropriate and cost-effective investments.

- Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Skills, Knowledge and Abilities
SKILLS are required to perform multiple, highly complex, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: developing and administering budgets; administering personnel policies and practices; operating standard office equipment including utilizing pertinent software applications; planning and managing multiple projects; preparing and maintaining accurate records; and training, developing and supervising staff.
KNOWLEDGE is required to perform advanced math; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: current, legacy and developing technologies (hardware, software, and peripherals); timely analysis and decision making; federal and state grants management; educational system organizations; pertinent codes, policies, regulations and/or laws; statistical analysis; accounting/bookkeeping principles; and systems administration for server based functions.

Working Environment
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally, the job requires 60% sitting, 20% walking, and 20% standing. This job is performed in a generally clean and healthy environment.

Desirable Qualifications
- Experience in drafting, negotiating, and managing service-level, agreement-driven services.
- Experience with Ellucian Colleague Enterprise Resource Management system.
- Experience with development and maintenance of an institution-wide technology plan.
- Experience managing an information technology department in a college environment.
