General Statement of Duties
The starting salary range for this position is $57,723.00 - $63,495.00 / year depending on qualifications.
Performs specialized technical and inspections work in coordinating and participating in the County's fire service programs.
An employee in this class performs advisory, training, inspections / code enforcement and administrative work in the Fire Marshal Office and emergency management programs of the county. Fire Marshal related work involves inspecting buildings for fire hazards, plans review of all commercial properties in accordance of NC Fire Prevention Code, promoting fire prevention / education and fire safety awareness, investigating fires involving death, injury or having a questionable nature, advising local fire departments, coordinating special search and rescue functions, public information and fire prevention, and acting as liaison with industries on compliance with regulations on potential environmental and fire hazards. Duties also include participating in emergency planning and response activities in the event of man-made and natural disasters. Work is performed independently within the framework of departmental policy. Considerable tact, courtesy and firmness are required in public contacts in explaining and enforcing pertinent laws and codes. The employee is on call for response to suspicious fires and is subject to hazards associated with fire inspection, administrative, and firefighting work including working in both inside and outside environments, in extreme cold weather, and exposure to various hazards such as exposure to high heat, exposure to chemicals, and in the proximity to moving mechanical parts, electrical current, and working in high places. The employee is also exposed to atmospheric conditions and blood borne pathogens, and is sometimes required to wear a respirator, and may be required to work in close quarters and for long duration. Work is performed under the general supervision of the Assistant Emergency Services Director- Fire Marshal and is evaluated through observation and review of reports in terms of the overall effectiveness of applicable fire service programs.
Essential Duties and Tasks
Enforces Fire Code, including plan review and inspections of assigned commercial properties in the unincorporated areas of the County; prepares reports on inspection activities and maintains inspection records.
Conducts investigations of fires of suspicious nature or involving injury or death to determine cause; collects evidence, prepares documentation of all actions taken; testifies in court proceedings as required.
Collects fire incident reports from volunteer fire departments and submits to NC Department of Insurance to meet NFIRS requirement.
Develops and implements fire safety and emergency management public education programs; implement public training programs to meet OSHA guidelines; maintains the County's mobile Fire Safety House; coordinates injury prevention programs in the schools, trains teachers and maintains supplies needed for each school.
Supervises and provides guidance to various specialized program and prevention activities such as hazmat incidents, missing persons search, project lifesaver program, fire safety house, risk watch injury prevention; coordinates land and water rescue navigational searches for missing persons; coordinates training and manages the County's USAR team.
Advises local communities regarding the organization of a volunteer fire department; assists organized units in purchasing equipment, obtaining and maintaining federal loans and complying with regulations, preparing budgets, using specialized technology and obtaining necessary ratings and certification; assists in the preparation and development of grants.
Inspects volunteer fire departments and advises of requirements of the Insurance Services Office; maintains mobile data terminals for local fire and rescue agencies.
Performs service testing of all fire trucks and fire equipment as required by NFPA 1901.
Responds to working fires and other emergency response incidents to provide command and control or operate in a suppression capacity
Provides an informational service for the public on a wide variety of subjects involving natural and man-made emergencies by answering questions by mail, telephone calls, personal inquires, speaking engagements and news media presentations.
Responds to hazardous materials incidents; investigates and contacts responsible parties for cleanup.
Responds as on-call representative, a week at a time, working variable schedules, nights, weekends and holidays
Maintains EMT and Firefighter certifications and responds to emergencies in these capacities when needed.

Desirable Education and Experience
Associate's degree in Fire Science or related field with additional training in fire inspections and prevention and considerable experience in the fire service, or an equivalent combination of education and experience.

Nash County provides full-time and part-time regular employees working 30 plus hours per week. Dental Insurance becomes effective for employees the first day of the month following the 30th day of employment.
Group Life Insurance
Nash County provides term Life Insurance for full-time and part-time regular employees working 30 or more hours per week.
Life insurance is paid for you by Nash County and pays your beneficiary one time your annual salary not to exceed $200,000 in the event of your death. Accidental death and dismemberment coverage is also provided.
Life Insurance becomes effective the first day of the month following 30 days of employment. Voluntary supplemental term life insurance coverage for you, your spouse or your dependent children is also available - please see the Human Resources Department for more details.
Short Term Disability Insurance
Nash County provides active full-time regular employees working 30 plus hours per week the option to purchase Short Term Disability Insurance.
Short Term Disability Insurance may cover up to 70% of an employee's monthly salary with a maximum of $2,000 per month, in the event of an injury or illness, for up to 13 weeks.
FINANCIAL PROGRAMS
Retirement
Membership in the North Carolina Local Government Employees Retirement System is a requirement for all regular full-time and regular part-time employees. Employees contribute 6% of their annual compensation before it is taxed. If you leave County service before retirement, you may withdraw your retirement contributions or elect to freeze your contributions in anticipation of future local government employment. If you have 5 years of service, you are 100% vested in the NCLGERS.
NC401(k)
The NC401(k) supplemental retirement program is available to regular full-time and regular part-time employees. The County establishes this 401(k) account for each eligible employee and makes a 5% contribution based on monthly earnings. Employees may elect to make voluntary contributions through payroll deduction.
457 Deferred Compensation
The 457 Deferred Compensation program is available to regular full-time and regular part-time employees through payroll deduction. Deferred compensation is a voluntary investment plan to supplement retirement income and to defer taxable income.
Special Separation Allowance
The Separation Allowance is available to law enforcement officers between the ages of 55 and 62 years that are eligible and retire under the provisions of the NC Local Government Employees Retirement System.

LEAVE PROGRAMS
Vacation Leave
For regular full-time County employees, vacation leave accrues based on length of service. Regular part-time employees accrue prorated vacation leave based on a percentage of the full-time benefit.
Sick Leave
For regular full-time County employees, sick leave accrues at 8.0 hours per month. Regular part-time employees accrue prorated sick leave based on a percentage of the full-time benefit. Your unused sick leave balance can be applied as creditable service toward a service retirement under the guidelines of the NCLGERS.
Holidays
The policy of the County is to follow the holiday schedule as published by the State of North Carolina each year.
The following holidays are observed :
Military Leave
Annual Training - Reserves and National Guard -Ten paid workdays per fiscal year.
Active Duty - Reserves and National Guard - Ten paid workdays upon activation.
Civil Leave
Paid leave is provided to full-time or regular part-time County employees called for jury duty or as a witness of the court for the federal or state government, or a subdivision thereof.
Family Medical Leave Act
Federal law provides job protection and continuation of existing paid health insurance during 12 weeks of leave, paid or unpaid, to an eligible employee for qualifying events. These events can include birth or adoption, and serious illness of an immediate family member, or of the employee.

Wellness Center and Telemedicine
We believe that staying healthy is inclusive of exercising regularly and taking care of your physical body. Nash County has a Wellness Center, which consists of various exercise equipment and videos, open to all full and part-time employees.
All full-time employees also have access to telemedicine through Teladoc. Teladoc treats conditions like allergies, sore throats, asthma, and more. Doctors are available by phone or video 24 / 7 from wherever you are. They are available to diagnose symptoms and send a prescription if needed.
