General Statement of Duties
Nash County currently has 11 Income Maintenance Caseworker II vacancies.
Positions available in all Economic Services programs including Food and Nutrition Services, Medicaid and Energy. NC Fast experience preferred. Candidate should have strong computer and mathematical skills. Ability to read and interpret policy, communicate with clients and explain regulations and procedures. Ability to meet deadlines within established time frames. Applicants without Income Maintenance Caseworker experience may be considered for a one year work-against period as an Income Maintenance Caseworker I.
The primary purpose of this Income Maintenance Caseworker II position is to take and key applications for Economic Services recipients in a timely manner in accordance with Federal and State regulations. The caseworker will be conducting face-to-face and telephone interviews to accomplish this. The purpose of the interview is to obtain pertinent information, which is verified to determine eligibility of benefits. This worker will make sure all information taken is in record and keyed into NC FAST and processed in a timely manner.
This position explains program requirements and options and refers the customer to other units for assistance as appropriate.
This position is from 8 : 00 A.M. until 5 : 00 P.M., Monday through Friday.
Essential Duties and Tasks
This worker interviews applicants applying for Economic Services. If during an interview it is determined that the customer needs Supportive Services, Protective Services, Work First Family Assistance, Medicaid or Transportation Services a referral is made to the respective unit.
The worker in this position will process all applications taken in NC Fast and if the case is an expedite, this worker will process application on the same day that the application is taken. Worker will process all cases within a timely manner.
The workers in this position will carry a caseload, and a large number of these cases require some action during the month. Re-certification will be based on program guidelines.
This worker is responsible for printing and verifying client information through the State computer system or a third-party source to avoid duplications of benefits and to get a better understanding of client's situation.
The worker would prepare the preliminary summary to be used by the Fraud Investigator to prepare the case for court. The worker in this position would be expected to testify as to the validity of information taken at the time of the interview. This worker is also responsible for preparing the summaries and presenting them for the appellants in local and state appeals. If a recertification has been completed then the on-going worker would be responsible for court action.
Employee will be expected to work in emergency shelters and / or perform related disaster tasks and perform other reasonable tasks requested by your immediate supervisor, the deputy director or director.
Other Work Characteristics
A. Equipment used : Calculators, copiers, laptop, telephone, fax machine, Audio visual equipment and other office equipment will be used in the performance of the duties of this position. Worker in this position must have access to the Eligibility Information System, NC FAST, and inquiry access to Nash County Clerk of Court, Child Support System, Department of Motor Vehicles, Social Security and Employment Security System. Included in materials used in work are O&M reports, NC FAST Work Queues, NC Fast Help, policy manuals, Dear County Director letters, and administrative letters as well as other verbal and written instructions.
B. The responsibility of this caseworker position must be accurate and exact as well as timely to avoid delay in benefits and ineligible participation.
C. Close visual attention is needed in every phase of the job since reading, writing and using machines make up the duties. The computer screens are very hard on the eyes. Intense mental concentration must be maintained not to make errors, which could have a negative impact on the applicants / recipients and the agency. NC FAST is referred to daily as the additional responsibility of entering data into the computer system in order to generate or adjust benefits which requires precise attention to detail and accuracy.

Specific Training and Experience
A. One year experience as an Income Maintenance Caseworker I.
B. Candidates will be considered for a 1 year training period at a lower pay grade with the following experience : associates degree in Human Services Technology, Social Services Associate, Paralegal Technology, Business Administration, Secretarial Science, or a closely related curriculum : or graduation from high school and two years of paraprofessional, clerical or other public contact experience which included negotiating, interviewing, explaining information, gathering and compiling of data, analysis of data and / or performance of mathematical or legal tasks with at least one year of such experience being in an income maintenance program; or graduation from high school and three years of paraprofessional, clerical or other public contact experience which included negotiating, interviewing, explaining information, gathering and compiling of data, analysis of data and / or performance of mathematical or legal tasks; or an equivalent combination of training and experience.

Nash County provides full-time and part-time regular employees working 30 plus hours per week. Dental Insurance becomes effective for employees the first day of the month following the 30th day of employment.
Group Life Insurance
Nash County provides term Life Insurance for full-time and part-time regular employees working 30 or more hours per week.
Life insurance is paid for you by Nash County and pays your beneficiary one time your annual salary not to exceed $200,000 in the event of your death. Accidental death and dismemberment coverage is also provided.
Life Insurance becomes effective the first day of the month following 30 days of employment. Voluntary supplemental term life insurance coverage for you, your spouse or your dependent children is also available - please see the Human Resources Department for more details.
Short Term Disability Insurance
Nash County provides active full-time regular employees working 30 plus hours per week the option to purchase Short Term Disability Insurance.
Short Term Disability Insurance may cover up to 70% of an employee's monthly salary with a maximum of $2,000 per month, in the event of an injury or illness, for up to 13 weeks.
FINANCIAL PROGRAMS
Retirement
Membership in the North Carolina Local Government Employees Retirement System is a requirement for all regular full-time and regular part-time employees. Employees contribute 6% of their annual compensation before it is taxed. If you leave County service before retirement, you may withdraw your retirement contributions or elect to freeze your contributions in anticipation of future local government employment. If you have 5 years of service, you are 100% vested in the NCLGERS.
NC401(k)
The NC401(k) supplemental retirement program is available to regular full-time and regular part-time employees. The County establishes this 401(k) account for each eligible employee and makes a 5% contribution based on monthly earnings. Employees may elect to make voluntary contributions through payroll deduction.
457 Deferred Compensation
The 457 Deferred Compensation program is available to regular full-time and regular part-time employees through payroll deduction. Deferred compensation is a voluntary investment plan to supplement retirement income and to defer taxable income.
Special Separation Allowance
The Separation Allowance is available to law enforcement officers between the ages of 55 and 62 years that are eligible and retire under the provisions of the NC Local Government Employees Retirement System.

LEAVE PROGRAMS
Vacation Leave
For regular full-time County employees, vacation leave accrues based on length of service. Regular part-time employees accrue prorated vacation leave based on a percentage of the full-time benefit.
Sick Leave
For regular full-time County employees, sick leave accrues at 8.0 hours per month. Regular part-time employees accrue prorated sick leave based on a percentage of the full-time benefit. Your unused sick leave balance can be applied as creditable service toward a service retirement under the guidelines of the NCLGERS.
Holidays
The policy of the County is to follow the holiday schedule as published by the State of North Carolina each year.

Paid leave is provided to full-time or regular part-time County employees called for jury duty or as a witness of the court for the federal or state government, or a subdivision thereof.
Family Medical Leave Act
Federal law provides job protection and continuation of existing paid health insurance during 12 weeks of leave, paid or unpaid, to an eligible employee for qualifying events. These events can include birth or adoption, and serious illness of an immediate family member, or of the employee.

We believe that staying healthy is inclusive of exercising regularly and taking care of your physical body. Nash County has a Wellness Center, which consists of various exercise equipment and videos, open to all full and part-time employees.
All full-time employees also have access to telemedicine through Teladoc. Teladoc treats conditions like allergies, sore throats, asthma, and more. Doctors are available by phone or video 24 / 7 from wherever you are. They are available to diagnose symptoms and send a prescription if needed.
