General Statement of Duties
The Parks Manager is responsible for administrative and supervision of the park’s maintenance functions for Nash County. This position supervises and directs crews involved in the development and maintenance of Nash County’s parks trails, recreation facilities, and athletic fields.
Essential Duties and Tasks
Develops and monitors division strategies and goals.
Manages park facilities and park infrastructure.
Supervises employees working independently or in a crew in the installation, repair, and maintenance of parks and recreational facilities and other facilities; assures that work is accomplished according to departmental and safety standards and that facilities are free of public hazards.
Participates in division budget development and administration including preparing equipment specifications; orders materials and equipment.
Hires, trains, assigns, evaluates and participates in disciplinary action with assigned staff.
Plans work projects; inspects the facilities daily and weekly; determines needs; makes daily assignments; completes work order documentation.
Supervises and participates in work tasks including mowing grass, trimming shrubs and trees, watering and assisting with horticultural practices such as fertilization and planting grass, flowers, shrubs, and trees.
Participates in cleaning, maintenance, construction, and repair of recreational facilities such as athletic fields, tennis courts, playgrounds, picnic areas, scoreboards, bathrooms, various recreational equipment, comfort stations, and other recreational areas.
Coordinates and assists with setting up for special events; loads, hauls and arranges bleachers, stages, tables, tents, trash receptacles, concessions stands, etc.
Oversees contracted projects for division as directed.
Maintains current knowledge of trends and developments in the Parks & Recreation profession.
Assists the public; gives directions and/or information on events.
Prepares reports; maintains proper records on equipment, tools, and work activities.
Performs related work as directed.
Knowledges, Skills and Abilities
Considerable knowledge of the methods, tools, and equipment utilized in the parks and recreation maintenance.
Considerable knowledge of the work hazards, applicable safety standards, and liability associated with assigned work.
Considerable knowledge of budgeting, purchasing and personnel procedures.
Some knowledge of landscape architecture and turf management practices.
Some knowledge of construction practices.
Working knowledge of the principles and techniques of basic carpentry, plumbing and electrical skilled trades required of the position.
Skill in the operation and care of varied equipment and tools.
Ability to exercise independent initiative; to diagnose repair and maintenance problems; and to organize appropriate corrective action.
Ability to plan, organize, and evaluate work activities and projects and to hire, train, and evaluate employees.
Ability to establish and maintain effective working relationships with other employees, other departments, public officials, and the general public.
Desirable Education and Experience
Bachelor’s Degree in Parks and Recreation Management or closely related field is preferred; 5 years previous experience and/or training that includes 3 years parks and recreation management and supervision; or and equivalent combination of education, training, and experience.
Possession of a valid North Carolina driver’s license.
Currently possess or has the ability to obtain a North Carolina ornamental pesticides public operator's license within timeframe established.
Currently possess or has the ability to obtain a Certified Playground Safety Inspectors Certificate within timeframe established.
