Performs responsible technical and administrative work in the appraisal of real estate in the County to determine values for tax purposes.
An employee in this class is responsible for performing field and office research work appraising residential, farm, commercial, and industrial real estate for tax purposes including revaluations. Work involves contacting property owners, contractors, builders to discuss construction; taking measurements of new construction and/or additions, sketching layouts of structures; and determining the size, type of construction, grade of materials, quality of workmanship, and other related appraisal data needed to arrive at the taxable value. Work also involves researching market values, sales data and related information to render an accurate judgment. Work involves heavy public contact and may involve difficult property owners and controversial decisions that may be appealed. Considerable tact, courtesy, independent judgment and initiative are required. Duties subject the employee to inside and outside environments and the hazards associated with site and measuring tasks on construction projects. Work is performed under the supervision of the Real Property Appraisal Supervisor and is reviewed through conferences, review of work, records and documents, feedback from citizens and an annual performance evaluation.

Obtains building permits to identify land, residences and commercial structures that need to be appraised; obtains current property tax card and map of property; organizes routes for effective use of time; goes to location; performs inspections and re-inspections of new construction and/or improvements and obtains measurements for evaluation purposes; performs drawings or calculations; assigns grades to quality of work; and completes property record data.
Researches and gathers information to render an accurate judgment in valuing real property; uses established schedules, market trends, local construction costs, sales data and related references to value property at an equitable rate; determines value of demolished structures and mobile homes; calculates new effective ages for renovation, additions or remodeling.
Completes property card with new information and prepares sketches on property improvements and provides information to administrative staff for entry of information into the computerized database.
Communicates with property owners by telephone and in person during and after the appraisal processes; answers questions from citizens about appraisal issues in the field and in the office; schedules site visits and reviews as requested; assists fee appraisers, realtors, builders, attorneys, etc. with information about procedures, market values and appraisal results; handles general public inquiries about a variety of tax assessment and related information.
Conducts research on property values, real estate sales and trends, and other relevant data to maintain current knowledge of real property values in the County.
Assists Land Records with present use-land use.

Graduation from a community college in business, construction technology or related field and experience in real estate or appraisal, construction estimating or tax valuation dealing with real property; or an equivalent combination of education and experience.
