POSITION

Staffing Specialist

CERTIFICATION REQUIREMENTS

1. Master's Degree or higher from an accredited educational institution.

2. Hold or be eligible for certification by the State of Florida in at least one area in Exceptional Education.

3. Minimum of three (3) years teaching experience in one or more areas of Exceptional Education.

KNOWLEDGE, SKILLS AND ABILITIES

Detailed knowledge of evaluation procedures, policies, laws, and regulations related to the student staffing process for Exceptional Student Education. Excellent written and oral communication skills. Ability to organize and prioritize. Ability to interact effectively with parents and school personnel.

JOB GOAL

To assist the Director of Exceptional Student Education in conducting eligibility and placement staffing and to provide technical assistance to schools regarding Federal, State, and District guidelines and procedures.

PLANNING / PREPARATION

  • 01) Establish long and short-range plans designed specifically to support the District Exceptional Education Plan.
  • 02) Establish priorities and schedules for services and programs.
  • 03) Participate in planning and developing programs and / or services to students.
  • 04) Assist in preparing for changing curriculum and service needs.
  • 05) Coordinate the provision of special services to Exceptional Student Education students.

PROGRAM MANAGEMENT

  • 06) Prepare and maintain thorough and accurate records.
  • 07) Review and approve IEPs, ESE referral packets, and staffing folders to assure completeness and accuracy.
  • 08) Demonstrate organizational skills.
  • 09) Manage time effectively.
  • 10) Assist in enforcement of school rules, administrative regulations, and Board policy.
  • ASSESSMENT / MANAGEMENT

  • 11) Assist in reviewing recommendations of evaluation specialists in determining students' eligibility for special programs.
  • 12) Explain eligibility criteria to parents and school personnel.
  • 13) Exercise confidentiality when sharing student data.
  • 14) Participate in evaluation of the effectiveness of programs and services.
  • 15) Assist with the educational assessment of students with learning problems.
  • 16) Recognize overt indicators of student distress or abuse and take appropriate intervention, referral or reporting actions.
  • INTERVENTION / DIRECT SERVICES

  • 17) Serve as designee for the Director in Individual Education Plan conferences, eligibility and placement staffings, and reassignment or dismissal staffings.
  • 18) Provide technical assistance to teachers, guidance counselors, and administrators on ESE procedures, programs and services, including information and interpretation of state, federal and District guidelines, rules and laws.
  • 19) Assist in recommending intervention strategies for ESE students upon request.
  • 20) Assist teachers in the development / revisions / implementation of individual education plans for exceptional students.
  • 21) Assist ESE teachers with curriculum, methods and techniques, and selection of appropriate materials and equipment.
  • 22) Help ensure parents understanding of decisions, procedures, and meetings affecting their children.
  • TECHNOLOGY

  • 23) Use appropriate technology in preparation for eligibility staffings.
  • 24) Facilitate student access to assistive technology as appropriat.
  • 25) Use technology to enhance student learning.
  • 26) Utilize technology to gather and share information with parents, teachers and students.
  • 27) Explore and evaluate new technologies and their educational impact.
  • 28) Use technology to review student assessment data.
  • 29) Use technology for administrative tasks.
  • COLLABORATION

  • 30) Confer with principals, teachers, counselors, and school specialists about ways to facilitate the learning and adjustment of children eligible for ESE programs.
  • 31) Use effective consultative behaviors.
  • 32) Interpret educational policies, programs, and procedures related to Exceptional Student Education.
  • 33) Collaborate with peers to create a quality instructional environment.
  • STAFF DEVELOPMENT

  • 34) Provide information and / or in-service to teachers, administrators, and other school staff.
  • 35) Engage in continuing improvement of professional knowledge and skills.
  • 36) Conduct a personal assessment periodically to determine professional development needs.
  • 37) Participate in district sponsored staff development programs.
  • 38) Manage within an organizational context a personal professional development program by setting specific goals and timetables.
  • PARENTAL INPUT

  • 39) Assure that parents have been appropriately informed of recommended student assignments and their due process rights.
  • 40) Communicate effectively, both orally and in writing, with other professionals, students, parents, and community agencies.
  • PROFESSIONAL RESPONSIBILITIES

  • 41) Act in a professional and ethical manner and adhere to the Code of Ethics and Principles of Professional Conduct of the Education Profession at all times.
  • 42) Perform and fulfill professional responsibilities.
  • 43) Support school improvement activities, services, and programs through active participation.
  • 44) Contribute to the overall school mission by supporting various school committees and services such as PTO, School Advisory Committee, text book selection, curriculum development, student activities, and accreditation.
  • 45) Share experience and new learning by mentoring new colleagues.
  • 46) Uphold the best interest of students, staff, and community in support of the District's Mission Statement.
  • 47) Perform other incidental tasks consistent with the goals and objectives of this position.
  • INTERIM STUDENT GROWTH

  • 48) Ensure that student growth and achievement is continuous and appropriate for age group, subject area and / or student program classification. (Student growth must be measured by State assessments required under 1008.22 F.S. and by local assessments for subjects and grade levels not measured by the State assessment program).
  • PHYSICAL REQUIREMENTS

    Light Work : Exerting up to 20 pounds of force occasionally and / or up to 10 pounds of force as frequently as needed to move objects.

    TERMS OF EMPLOYMENT

    Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the District.

    EVALUATION

    Performance of this job will be evaluated in accordance with provisions of the Board's policy on evaluation of personnel.
