PROGRAM COORDINATOR – GREEN CONSTRUCTION

The National Association of Minority Contractors – Oregon Chapter (NAMC Oregon) is the local affiliate of the National Association of Minority Contractors (NAMC), a trade association founded in 1969 to address the needs of minority contractors and professional services through advocacy, outreach, and business support. Since the inception of the local NAMC affiliate in 1996, our organization has worked to serve the interests of Portland’s Black, Indigenous, Latinx, Asian, and Pacific Islander-owned businesses, including certified disadvantaged (DBE) and minority-owned (MBE) construction and professional service businesses in the construction industry. Our goal is to eliminate barriers, which hinder full and profitable participation in construction and design projects in Oregon and throughout the region. NAMC Oregon is an anti-racist, anti-oppression, non-profit 501c3 organization that has positioned itself as an economic engine for communities of color in the construction and design industries.

OVERVIEW

The Program Coordinator will work independently and as a member of the NAMC Oregon team to create, implement, and support the multi-year “Building Green Futures” program and create opportunities for disadvantaged people in green construction small business development and workforce needs throughout Oregon and SW Washington. The Program Coordinator will build relationships with members, partners, training providers, and community organizations in support of the education and empowerment of small businesses owned by people of color and work collaboratively within the construction community to create opportunities for NAMC Oregon members that lead to economic independence.

To effectively support the program's goals, the Program Coordinator may be required to gain industry-specific knowledge or complete relevant green industry training. This will ensure they are equipped to advocate for and advance sustainable practices within the construction sector. This at-will hourly position reports to a member of the Management team and supports NAMC Oregon, its Members, its Partners, and its programs.

JOB DESCRIPTION, DUTIES, AND RESPONSIBILITIES

Program Management and Contract Coordination– Lead in implementing the “Building Green Futures” training program and provide culturally relevant support for businesses owned by Priority Populations. Participate in the recruitment of program consultants and assist in shaping the program’s curriculum. Participate and support the performance of contractual obligations and to provide input on policies impacting the construction industry, NAMC Oregon members, NAMC Oregon, Black, Indigenous, Latinx, Asian, or Pacific Islander-owned businesses, or workforce diversity. This includes, but is not limited to, the following:

  • Maintain project and contract tracking and timekeeping tools as required for reporting
  • Represent and support NAMC Oregon and NAMC Oregon members in meetings and discussions related to upcoming or ongoing projects and contract opportunities
  • Prepare and submit reports and invoices for applicable projects and contracts
  • Present regular project and contract updates and reports to NAMC Oregon leadership, NAMC Oregon team, and other stakeholders
  • Design surveys and other data-tracking tools to track milestones and program success
  • Coordinate and plan program related events (Host seminars, symposiums, etc)

Small Business Support – Provide support to NAMC Members to identify business needs and support available through NAMC or other partner organizations or agencies. This includes, but is not limited to, the following:

  • Meeting with NAMC members individually to evaluate business through Contractor or Business Assessment Tools and Business Success Plan
  • Work with NAMC members and NAMC staff to identify individual business needs to support business stability, capacity building, and success as defined by business owners
  • Identify resources through NAMC or other partner organizations or public agencies that offer culturally specific business support in the following areas: business organization and start up, licensing, employment, financing, insurance/bonding, contracts, succession planning, taxes, trade-specific education
  • Participate with NAMC members as requested in follow up meetings with other partner organizations or public agencies
  • Oversee and work with NAMC consultants to provide support services to NAMC members, including but not limited to estimating and bidding support, project management support, project forecasting support

Specialized Small Business Training – Provide safety training and education and construction and business technology training to NAMC members both one-on-one and in group settings. This includes, but is not limited to, the following:

  • Develop and present specialized training(s) based on identified member needs and trends in the construction industry
  • Provide best practices on safety issues and other relevant green-related construction topics
  • Collaborate with Marketing and Communiccations to prepare relevant materials to circulate and post on NAMC website
  • Meet with NAMC members to determine and discuss training and capacity-building needs
  • Participate in project meetings in support of members and/or as an owners representative
  • Develop and present training on technology and platforms utilized in the construction industry
  • Develop, coordinate, present, or find presenters for specialized training(s) and lunch and learn sessions as requested by members
  • Provide one-on-one assistance to NAMC members on specialized topics such as technology, project management, and business success planning
  • Provide as-needed Project-specific technical assistance to support the submission of bids and proposals
  • Provide as-needed project-specific technical assistance and support to member success during project implementation, throughout the phases of projects, and during project closeout.
  • Research, recommend, and work with consultants and trainers in support of member needs and project/contract deliverables

Relationship and Community Building – Participate in relationship and community building and develop genuine, deep, and lasting relationships with NAMC Team, NAMC Members, NAMC Partners, other community-based organizations, and other Black, Indigenous, Latinx, Asian, and Pacific Islander-owned businesses and diverse workers within the construction industry. This includes, but is not limited to, the following:

  • Co-coordinate and co-facilitate NAMC Oregon committees as directed
  • Represent NAMC Oregon in spaces and conversations that impact members throughout Oregon and SW Washington
  • Regularly attend community partner meetings to network and build rapport with potential new and existing members, potential new and existing partners, and community partners with resources that remove barriers to the personal and professional success of our members

JOB QUALIFICATIONS AND CONDITIONS

  • Four years of experience in the Construction Industry. Project Management, workforce, and/or small business development experience is preferred.
  • Experience in preparing and delivering curriculum in a classroom or other educational setting.
  • Strong Computer proficiency skills are required. Must have experience with Microsoft Office programs and virtual meeting platforms. Experience specific to the construction industry or small business development preferred.
  • Must demonstrate the ability to be a self-starter and independently with limited oversight and as a member of a collaborative team.
  • Must be able to communicate effectively and professionally both in person and in writing.
  • Must be service-oriented, community-engaged, and embrace and enjoy working with diverse populations and professionals.
  • Must embrace and demonstrate NAMC Oregon’s core behaviors of servant leadership, respect for everyone, efficient and effective service delivery, and a strong desire to overcome adversity.
  • Must be open to operating within a learning organization that promotes new ideas, critical thinking, honest reflection, community engagement, and challenging the status quo.
  • Desire to work collaboratively in generating ideas, vision, and values within a team setting and can work independently to transform ideas into action.
  • Experience with electronic database management is desired.
  • Ability to speak and communicate in Spanish is a plus.

NAMC Oregon has a positive office working environment. Work will be performed both on-site at the NAMC Oregon office and remotely, based on a mutually agreeable schedule. On rare occasions, weekend work may be required. A laptop and computer equipment necessary to perform the work will be accessible or provided.

COMPENSATION

This is a full-time hourly (non-exempt) position with a starting rate between $32 - $38 per hour (depending on experience). NAMC Oregon reserves the right to reduce or increase the hours based on available funds and workload, which will be discussed before such a change. Annual reviews will be conducted on the anniversary of the position’s start date, with the potential for raises or bonuses based on performance, ranging from 3-8% of the compensation amount. In addition to compensation, benefits also include a cell phone stipend of $125/month, a monthly health/dental/vision stipend of $550/month (which may be used to provide coverage or partial coverage for family members or other forms of health and wellness), Simple IRA with a 3% employer match and 100% employer-paid contribution to Paid Leave Oregon.
